About this file

This is Addendum #1 to Request for Qualifications (RFQ) 2026-Q04 issued by Hays County, Texas Purchasing Office for a Project Management Services Pool. The addendum provides clarifications on key requirements and anticipated projects. Hays County is seeking qualified project management firms to support current and future budgeted projects on an as-needed basis, excluding road projects. The RFQ is open to both new and existing pre-qualified firms, with proposals due by December 4, 2025, at 11:00 a.m. local time and anticipated contract awards in January/February 2026. Proposals are limited to 20 one-sided pages (or 10 pages front and back), and resumes of key personnel must be included in the appendix. Anticipated 2026 projects include the Eastside Campus Building (design and construction phase), Government Center Renovation (initial design phase), Treasurer and Tax Office renovation, Pet Shelter/Resource Facility, Precinct 4 Renovation (master design and construction planning), and Precinct 5 renovations or new build, with most projects in initial design phases.

Firms must demonstrate at least five years of project management experience, which may be attributed to the principal and staff qualifications; however, if key personnel leave after contract award, the firm must notify the County, and qualification review may result in removal from the pool. No specific budget or funding sources are detailed in the addendum. The RFQ emphasizes that changes in company principal, legal structure, ownership, strategic direction, internal dynamics, or public image require submission of a new Statement of Qualifications. The County utilizes the City of San Marcos' CivicPlus page for posting solicitations. Current pre-qualified firms in the existing pool include AGCM, Freese & Nichols, JMT, Kitchell, Skanska, and The Broaddus Company.

RFQ 2026-Q04 Project Management Services Pool

Questions & Answers

Questions:

1. I am in receipt of RFQ 2026-Q04 and had a question regarding the following response requirement.... "Contractor shall have at least five (5) years’ experience in Project Management services." Can the 5 years apply to the Principal of the Firm and its Staff, or does the Company itself have to have been in existence for 5 years, in its current form?

• The experience of the Principal and staff will be taken into consideration; However, if the company is awarded under the Principal and staff and then they leave the company then it is required for the company to inform the County and depending on the new employees’ qualifications, the firm could be removed from the pool.

2. We are wondering if you will only be selecting from the already existing pre-qualified firms or if you are allowing new firms to submit on this solicitation.

• It is open for any PM firm to submit. Please refer to the III Specifications. A Introduction:

Hays County, Texas (“County”) is issuing this Request for Qualifications (RFQ) to further develop our pool of Project Management Firm(s) to provide comprehensive Project Management services in support of current and future budgeted projects for Hays County, on an as-needed basis, excluding road projects.

3. Will you please clarify if any energy projects are expected in 2026 or will the projects be mainly water/sewer or architectural?

• Most 2026 projects are vertical builds and renovations

4. We would like to confirm the page limit for the SOQ is 20 pages, not 40? There is a reference to “forty (20) pages” on page 10, but the rest of the RFQ references a 20-page limit.

• The limit is 20 one-sided pages (or 10 pages front and back).

5. Please provide a list of the current projects and anticipated projects.

• Most of the projects are in the initial overall design phase.

• Eastside Campus Building: 2026 Design & Construction Phase

• Government Center Renovation: 2026 Initial Design phase, maybe some renovation

• Treasurer and Tax Office – San Marcos Location

• Pet Shelter/Resource Facility

• Precinct 4 Renovation: 2026 Master Design and Construction plans

• Precinct 5 Renovations or new build

6. Please provide a schedule of current projects and anticipated projects, to include anticipated start dates and durations

• See question 5

7. Could you please confirm whether the resume is included in the total page count?

• Resumes of key individuals that could potentially work under an executed contract MUST be included in the proposal. Those would be placed in the appendix.

8. Can you clarify if the Professional Service Pool RFQ’s that were posted for bid last week are for City of San Marcos or Hays County? The bid docs say Hays County, but they were posted on the City’s website so I wanted to make sure.

• These solicitations are for Hays County. The County utilizes the City of San Marcos’ CivicPlus page to post solicitations.

9. Attachment A provides a place to change the Principal on our current submittal – which we need to do. The verbiage says to “If your company has experienced changes in company structure, company bio, or company leadership, then a new SOQ/proposal is required to be submitted”. Does a change in Principal on our Org chart qualify as a change in company bio or leadership, and we should submit a new SOQ?

• If the change in Principal changes any of the following, then a new SOQ is required.

Legal structure, change in ownership.

Strategic Direction: if the company has new goals, operational changes, revised marketing approach, vision, strategy, etc.

Internal Dynamics: new management styles, priorities, internal policies, etc.

anything that alters the day-to-day work environment and overall “personality” of the organization.

Public Image: if the company’s public-facing image and “bio” or mission statement have been updated.
