About this file

Hays County, Texas is issuing a Request for Qualifications (RFQ 2026-Q04) for a Project Management Services Pool to provide comprehensive project management services for current and future county projects, excluding road projects. The RFQ seeks to establish a pool of pre-qualified project management firms to assist Hays County departments, elected officials, and the Commissioners Court with project management needs. Proposals are due by December 4, 2025, at 11:00 a.m. local time, with an anticipated contract award in January/February 2026. The pool will have an optional annual opening and review, and firms selected will be able to negotiate professional services agreements for specific projects as they arise.

The project management services will cover all phases of project development, including inception, feasibility, pre-construction, construction, and post-construction phases. Qualified firms must have at least five years of project management experience, demonstrate the ability to provide efficient solutions, and be familiar with local conditions. The RFQ emphasizes comprehensive services such as schedule management, cost estimation, design review, contractor coordination, and compliance with federal, state, and local regulations. While the RFQ does not guarantee specific work, it aims to create a pool of competent firms that can be quickly engaged for various county projects, potentially including federally funded, state funded, and locally funded initiatives.
