About this file

This document is Attachment 5, a set of instructions for submitting firm and team experience for a cultural resources investigation project, likely for a state or local government agency in Texas. The attachment provides detailed guidelines for proposers to document their firm's experience in specific project types including testing, public outreach, data recovery, TCP studies, cemetery investigations, burial exhumations, and NAGPRA compliance assistance. Proposers are limited to listing ten projects and must follow specific documentation requirements, such as referencing final report titles and providing comprehensive project details including location, scale, resources assessed, logistical and technical challenges, regulatory considerations, and project outcomes.

The evaluation criteria focus on the proposer's ability to perform technical work by assessing the variety and complexity of project types, regional expertise, currency of experience, and capacity to address practical, logistical, technical, and regulatory issues. The document emphasizes that only projects where the proposer had primary responsibility for deliverables can be included, and projects do not need to have been completed within a specific timeframe. The goal is to demonstrate the firm's comprehensive capabilities in cultural resources investigation and compliance with various regulations such as Section 106 of the NHPA, Antiquities Code of Texas, Health and Safety Code of Texas, and NAGPRA.

FIRM AND TEAM EXPERIENCE

INSTRUCTIONS

1. Firm experience refers to projects conducted under the auspices of the Proposer and not necessarily to the experience of the Proposer’s current staff. Projects mentioned as part of firm experience need not have been completed by current Proposer’s staff. Projects completed by current staff while working for a firm other than the Proposer must not be mentioned in support of firm experience.

2. Projects for which the Proposer either performed the cultural resources investigations for a project or directly managed one or more sub-providers who performed the cultural resources investigations shall be mentioned in support of firm experience. Projects for which the Proposer contributed to specific tasks or sub-tasks but was not responsible for the final deliverables must not be mentioned in support of firm experience. For example, if the Proposer contributed field teams to a project but did not have responsibility for the final report, then that project must not be mentioned in support of firm experience.

3. The Proposer will provide firm experience by listing a maximum of ten projects.

4. The listed projects do not need to have been completed within a specific period of time.

5. The listed projects must fall within one or more of the following categories:

• Testing• Public Outreach
• Data Recovery• TCP Study
• Cemetery Investigation• Burial Exhumation

• NAGPRA Compliance Assistance

6. For projects that resulted in a report (e.g., testing or data recovery projects), refer to the project by the final report title. For other types of projects, use a name for the project that would be recognizable to the sponsor for whom the project was conducted.

7. Proposers may list projects that were not completed in compliance with any of the laws listed on the form below. Leave the boxes in the For Compliance With section unchecked.

8. The experience of the Proposer’s firm will be evaluated from documentation of the firm’s ability to perform the technical work identified in Attachment B – Services to be Provided in the draft contract (Attachment 8). Evaluation of this documentation will be based on the variety/complexity of project types/sites handled; regional expertise; currency of the firm’s experience; experience addressing a variety of practical, logistical, technical, and regulatory issues; and ability to generate quality products from the projects.
