About this file
This is a scope of work document from the Texas Department of Public Safety (DPS) for HVAC replacement work at the El Paso Scott Simpson facility located at 11612 Scott Simpson, El Paso, TX 79936. The project involves replacing 4 hydronic split system units and 1 package unit with electric heat, including removal and disposal of existing units, installation of new equipment, ductwork modifications, electrical work, and testing/balancing services. The work requires coordination with DPS facility contacts for site access and scheduling of construction phases.
The technical specifications detail requirements for installation of new MERV 8 efficiency filters, digital programmable thermostats, electrical connections including new disconnects and whips, refrigerant piping, ductwork modifications, and testing/balancing services to be performed by a NEBB or AABC certified company. Key equipment includes four hydronic split systems with external foil-backed insulation and one package unit. Documents include mechanical floor plans, electrical riser diagrams and detailed installation requirements that must meet SMACNA standards. Building layout drawings show this is a 26,670 square foot facility with multiple offices, labs, and work areas that must remain operational during the replacement work.

1.14 FINAL TEST AND BALANCE REPORT
A. The report will be a complete record of the HVAC system performance, including conditions of operation, items outstanding, and any deviations found during the T&B process. The final report also provides a reference of actual operating conditions for the owner and/or operations personnel. All measurements and test results that appear in the reports must be made on site and dated by the technicians or test and balance engineers.
B. The report must be organized by systems.
1. Will include instrument list.
a. Type
b. Manufacturer
c. Model
d. Serial number
e. Calibration date
2. Will include a list of items that do not meet design tolerances, with information that may be considered in resolving deficiencies.
3. Provide test data for all systems and equipment.
C. Reporting.
1. One (1) copy of the final test and balance report will be sent directly to the engineer of record.
2. Five (5) additional copies to the contractor
