About this file
This is Amendment No. 2 issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department for Bid No. 696-5-IW202010, regarding a 15-ton rooftop air handler for the Sanchez Unit. The amendment extends the bid opening date from December 4, 2024, at 3:00 p.m. to December 11, 2024, at 3:00 p.m. and provides answers to bidders' questions. Key technical clarifications include confirmation that 6000 CFM and 350 MBH heat capacity will be sufficient for the unit, whereas the original specifications called for 8500 CFM and 500 MBH. The amendment confirms that only one 15-ton unit is required for replacement, despite plans showing multiple units.
The amendment clarifies that TDCJ will handle the offloading of the unit upon delivery. Additionally, several optional features and accessories originally listed in the specifications are confirmed as not required, including hinged access doors, stainless steel drain pan, hot gas reheat, modulating control for gas heat, condensate overflow switch, 115V convenience outlet, and clogged filter switch. Bidders must acknowledge receipt of this amendment either by returning a signed copy with their bid or via email to the authorized procurement staff.

COMPANY NAME:
Question 1: Please confirm CFM and heater capacity of unit. Per prior TDCJ Sanchez solicitation documents, the existing unit is a 20-ton unit. The required CFM and heat capacity of 8500 CFM and 500 MBH is not available in a typical 15-ton unit as it is in existing 20-ton. Values for a 15-ton unit would be closer to 6000 CFM and 300-350 MBH.
Answer 1: 6000 CFM will be sufficient. 350 MBH heat will be sufficient.
Question 2: Please confirm tag number of unit being replaced. Plans show multiple units ‘to be replaced.’
Please confirm only (1) 15-ton unit is required.
Answer 2: There is only one 15-ton unit on this requisition.
Question 3: Please confirm TDCJ will be able to offload unit when delivered.
Answer 3: TDCJ will offload unit.
Question 4: Here is one more clarification. I noticed there a few features/accessories in the specs that are not called out in the solicitation request and drawings. Please confirm these are not required:
• Hinged access doors
• Stainless steel drain pan
• Hot gas reheat
• Modulating control for gas heat
• Condensate overflow switch
• 115V convenience outlet (factory wired or wired in field?)
• Clogged filter switch
Answer 4: None of the accessories are required.
