About this file
This is Amendment 4 to an External Quality Review Organization (EQRO) Services Request for Proposal issued by the Mississippi Division of Medicaid (RFP #20260731/RFx #3160008164) dated September 3, 2026. The amendment clarifies and identifies provisions within the Scope of Services that constitute required contractor deliverables by adding "(Deliverable)" notation in red font to applicable sections. The contract requires the EQRO to conduct comprehensive quality reviews of Mississippi's Medicaid managed care program (MississippiCAN) and CHIP across three managed care organizations. Key deliverables include quarterly quality-of-care survey reports and provider data validation reports; annual Mississippi Medicaid Quality Rating System work plans, methodology documents, and reference materials; Quality Companion Guides; Corrective Action Plan validation and monitoring reports with quarterly compliance meetings; three-year quality improvement activity evaluations; electronic readiness review tools and bi-weekly tracking reports; readiness review reports for each MCO within three weeks of site visits; detailed technical reports within thirty business days of annual review completion; bi-weekly progress tracking reports; internal procedures and manuals submitted for approval within thirty calendar days of contract approval; and turnover phase deliverables including turnover plans, organizational charts, software inventories, all Medicaid documents and data, operational procedures, work-in-progress status updates, and a turnover results report. The amendment does not modify the underlying RFP requirements or contractor responsibilities beyond clarifying deliverable obligations, and vendors are responsible for ensuring their submissions reflect the corrections outlined in the amendment.
The original RFP reflects a firm, fixed-rate pricing structure with no cost adjustments regardless of changes in actual expenses. Prospective offerors must demonstrate a minimum of three years of experience within the last five years conducting external quality review activities or substantially similar quality oversight activities for Medicaid and/or CHIP managed care programs, with proven experience overseeing at least one risk-based MCO serving comparable populations. All contractors must meet federal independence standards under 42 CFR Part 438, Subpart E, and certify non-affiliation with the state agency, managed care plans, or plan competitors. The contract requires execution of a Business Associate Agreement establishing HIPAA, GINA, and HITECH Act compliance obligations, including 72-hour breach notification requirements and comprehensive Protected Health Information handling protocols. All DOM data must remain within the continental United States with specified encryption standards. The operational period commenced December 3, 2026, with proposals having been due September 18, 2026, written questions due August 18, 2026, and SharePoint access requests due September 9, 2026. Notice of intent to award was anticipated October 22, 2026, with Public Procurement Review Board approval targeted for December 2, 2026.
