RFP EQ5P2SS1P-17-0084, Glycol Cooling Tower Replacement, Everett M. Dirksen Courthouse, 219 S.

Dearborn St. Chicago IL 60604.

Amendment 05 is hereby issued to:

1) Extends the due date for Bids to February 6, 2019 at 4:00PM Central Time, also no further Requests for Information (RFI’s) will be accepted after Wednesday 31 at 2:00PM Central Time.

2) Insert the Following Language on Drawing M200 “29th Floor Plumbing:

On the south end of the building, remove low pressure steam piping (supply and return) in the southwest corner of the floor serving the heater. Valve it off at the first hanger from the east wall.

On the south end of the building, remove low pressure steam piping (supply and return) in the southeast corner of the floor serving the heater in front of the roof access door. Valve it off near the VFD mounted on the south wall near the roof access door.”

3) Eliminates the restrictive language of requiring experience in the city of Chicago in Section II D Technical Proposal of The Solicitation, Item 3 Past Experience for Similar Projects. The section now reads: ”The contractor or subcontractor shall have experience providing cooling towers in multiple story facilities”.

4) Respond to the following RFI:

1. Although Asbestos Abatement Section 028200 is included as part of the Technical Specifications, is identified in PBS-P100, and there is a Line Item on the Pricing Breakdown Sheet, no further information appears to be provided which identifies the extent of abatement activities required. Please provide the Pre Alteration Asbestos Assessment and clarification as to the extent of abatement activities if required.

A: The Asbestos Abatement Section identifies the locations which will require abatement and how to approach the removal process. As stated in the previous amendments, there is ACM in all duct and pipe insulation.

2. Section II D Technical Proposal of The Solicitation, Item 1 Past Experience for Similar Projects identifies factors which consider the Offeror’s experience as a firm providing comparable contractor services for similar projects.

Similar projects are defined as being similar in size type and complexity as identified in in items 1 through 3. Item 3 notes “The contractor or subcontractor shall have experience providing cooling towers in multiple story facilities in the city of Chicago. Demonstrate involvement in cooling tower project performed within the last 10 years. Item 1 references the dollar value of similar projects and Item 2 notes similar projects must include large scale building mechanical alterations. Item 3 unnecessarily limits competition, specifically requiring the replacement of cooling towers in multi-story facilities in the city of Chicago. Please confirm past experience for similar projects that have occurred outside of Chicago and meet the requirements of items 1 and 2 are sufficient to meet intent.

A: This was a mistake in the RFP. Item 3 now reads :”The contractor or subcontractor shall have experience providing cooling towers in multiple story facilities”.

3. Section II.D Technical Proposal Item 1) 3. notes that contractors or subcontractors shall have experience as identified. Please confirm the experience of subcontractors can be used to fulfill the Past Experience for Similar Projects technical proposal requirements.

A: Correct, subcontractors can fulfill the Past Experience for Similar Projects section as long as they will be working on this project. However it is important to take into account FAR 52.219-14 Limitations on Subcontracting. FAR 52.219-14(3) “General Construction. The concern will perform at least 15% of the cost of the contract, not including the cost of materials with its own employees.

4. Section VI Method of Award Item F. Non Price Factors Item 1)a) notes past performance of the offerors compliance with contract requirements in the overall quality of performance will be evaluated, yet Section II.D Technical Proposal Item 3 past experience with similar projects references contractors or subcontractors shall have the required experience. Please confirm past performance and experience by designated subcontractors shall meet intent for evaluation of non-price factors.

A: See RFI 3 above.

5. The specifications list Aqua-Chem, Inc. as being the sole-sourced chemical treatment contractor. However, drawing MD200 identifies Chem-Aqua as the chemical treatment contractor. Can you please clarify which contractor we are to use for the chemical treatment, and can you possibly provide a contact name and number for that company? Aqua-Chem and Chem-Aqua are both chemical treatment companies and are not one in the same.

A: This company is not being sole sourced. It is the company that is currently being utilized in the building for the rest of the cooling towers. The company name is ChemAqua and all references to Aqua Chem should be considered to be ChemAqua.
