RFP EQ5P2SS1P-17-0084, Glycol Cooling Tower Replacement, Everett M. Dirksen Courthouse, 219 S.

Dearborn St. Chicago IL 60604.

Amendment 03 is hereby issued to include an SF24 attachment, and answer the following Requests for Information:

1. Can you tell me who the current temperature control company is in this building?

Althoff Industries

2. Please provide a pre bid attendance sign in sheet.

Please see Amendment 02 on FBO.gov, it contains the pre-proposal sign-in sheet

3. Please confirm acceptable regular and overtime working hours.

A. Work may be done at all times of day in mechanical spaces. The Contractor shall provide not less than 48 hour notice when requesting building access and/or dock access. Building and Dock access request shall be submitted to the Project Manager.

B. Any extremely loud work must be done between the hours of 6pm to 6am.

4. Please confirm advance notice for shutdowns.

Request for shutdowns must be submitted within 2 weeks of requirement. If required, the Contractor shall complete and submit permit request forms to the Project Manager. Forms may include but are not limited to electrical shutdown, fire protection, sprinkler, burn permit, lighting shutdown, electrical/data/utility closet access, etc.

5. Please confirm that is a single Prime-Bid job.

A: Yes.

6. Is there an allocated site for “lay-down” of any equipment that would be airlifted to the top of the building?

The allocated site for "lay-down" for any equpiment will be on Dearborn St. infront of the courthouse.

7. What is the percentage of glycol that will need to be used for the new tower?

This is answered in the specification documents.

SECTION 23 00 00 – COMMON WORK RESULTS FOR HVAC Section 1.10: Provide complete and operating cooling tower installation with 40% propylene glycol in condenser piping network. Provide a VFD for the cooling tower fan, located indoors.

Provide 2 condenser pumps, a new chemical feed system for tower water, fill system, and all necessary appurtenances.

8. Is the existing systems glycol system requiring a system flush and fill with new glycol or is it to remain as is and we are only adding to it?

This is answered in the specification documents.

SECTION 23 00 00 – COMMON WORK RESULTS FOR HVAC Section 1.10: G. Fill the new piping network added to the glycol condenser piping network with glycol and inhibitor consistent with current chemical regimen. New glycol shall be propylene glycol.

9. Is the new supporting steel for the tower to be galvanized or black steel painted with galvanizing paint?

Field painting with a galvanizing paint is acceptable.

10. Can you supply us with the contact information for the Temperature Control Contractor/BAS?

(Same as above)

11. Is the Fire Alarm coordination part of the scope of work? Or will the building management contractor handle that?

The Contractor would submit a burn permit and shut-down permit in case of any smoke emitting activities. GSA would take it from there. The Contractor would be responsible for a fire watch but that is only necessary if they take the sprinkler system out of service.

12. Is the freight elevator able to be used for a whole 8 hour shift if requested?

Yes, after hours, but not during business hours unless it's an emergency.

13. Is it necessary to cover the inside of one or both freight elevators during construction? If so, is it the requirement of the Prime contractor or the Building Management Company?

Both freight elevators must be protected. This is a requirement for the contractor, who is responsible for any damage done throughout the building.

14. What is the tallest vehicle that can access the lower level loading dock?

There's only 1 dock and it's on the upper level. There is no lower level dock. Max height is 12'.

15. Per the attachment it would appear that Small Business is based on $36.5 million average annual receipts. Please confirm.

Confirmed. Information regarding the Size Standard for NAICS code 236220 can be found at this link:

https://www.sba.gov/sites/default/files/files/Size_Standards_Table_2017.pdf

16. The Table of Contents (copy attached) makes reference to “Joint Venture Offerors” in Section II.F and VI.G. However, neither of those sections appear in the body of the RFP. Have those clauses been purposely omitted? Would that mean joint ventures are not allowed?

Both Sections II. F and VI. G have been omitted from the RFP. We are not considering Joint Ventures for this project.

17. In light of the previous question, assuming that the prime bidder is small business qualified, what are the requirements of their subcontractors? One specific concern would be the helicopter company, it’s not likely that a qualified construction helicopter firm exists that is SBE certified. How should we address this situation at bidding stage?

Please see FAR 52.219-14 Limitations on Subcontracting for more information regarding on subcontractor guidance. FAR 52.219-14(3) “General Construction. The concern will perform at least 15% of the cost of the contract, not including the cost of materials with its own employees.”

18. Can you provide a copy of the pre-proposal meeting sign-in sheet?

Please see Amendment 02 on FBO.gov, it contains the pre-proposal sign-in sheet.

19. Are we responsible for providing the third party commissioning agent or will this be provided by the owner?

Yes, contractor is responsible for providing the commissioning agent.

20. The new condenser water pumps and cooling tower will need variable frequency drives but we did not see a specification section for these. Is there a specification we should follow?

a) VFD’s shall be furnished with equipment.

b) Provide a product data submittal.

c) Install per manufacturer installation instructions.

d) They should at minimum contain:

i. Pulse width modulation

ii. pulse construction

iii. Fused disconnect

iv. 3-contactor bypass. Bypass should allow for safe drive service while in bypass mode.

v. Include digital input/outputs, relay contacts, BMS communication.

vi. 5% DC link reactor for better harmonics

vii. PID control loops

viii. LCD touch screen display

ix. 5 year warranty

21. We have a question regarding the solicitation EQ5P2SS1P-17-0084, Glycol Cooling Tower Replacement. The solicitation indicates that a performance and payment bond is required, but does not specify the amount, in either percentage or dollar amount. Could you please clarify what amount or percentage the performance and payment bonds should be made out to? Thank you for your time.

Please see FAR 28.101-2 --Solicitation Provision or Contract Clause & 28.102-2 -- Amount Required. The Bid Guarantee for this project shall be at least 20% of the bid price but shall not exceed $3million. Since this contract is expected to exceed $150,000 Performance and Payment Bonds will be for 100% of the original contract price.

22. I am having trouble locating in the spec book the following:

II.A. Proposals Contents

(2) Representations and Certifications (C301) - Please see page 56 of 959 of the RFP for the Offeror Representations and Certifications.

(3) Bid Guarantee, Using Standard Form 24 – An SF24 will be attached with these RFP’s for use by all vendors.

(6) Completed Pricing Sheet and (7) Detailed Cost Breakdown of Pricing Sheet – Is this the same page for both items on page 66? Yes.

23. I am needing information as to whether or not a one year or two year warranty is required? I could not locate this information in the spec book.

a. Refer to the specifications for warranties.

i. The contractor shall provide a complete parts and labor warranty for the installation for no less than 1 year from completion of the project.

ii. The cooling tower shall have a 5 year parts and labor warranty.

iii. VFDs shall have a 5 year parts and labor warranty.
