Amendment 04 extends the due date for bids to January 29, 2018 at 4:00 PM; bids will still be due in the case of a Government shutdown. Amendment 04 also provides the following changes:
1) Removes Subsection 1.5.H from the RFP
2) Removes in it’s entirety page 944 Drawing No. M000 sheet 5 of 23 and replaces it with an updated page 944 Drawing No. M000 sheet 5 of 23 (see attached). The updated sheet contains the following updated language under item 8 under Phasing: “Perform a test and balance effort on the existing condenser piping network, determine flow rate delivered by each pump through the two cooling towers. Take measurements with a single pump operating and with 2 pumps operating. Provide testing devices necessary to perform.”
3) Answers the following RFI’s:
1. The solicitation indicates that a bid bond in the amount of 20% is required. It also states that a performance and payment bond is required, but does not specify the percentage required. Will the performance and payment bonds also be 20% of the bid total or is there a different percentage required?
Please See Amendment 03 for answers to this RFI.
2. With the impending Government shutdown, will the proposal due date be extended? If not, who will receive the proposals should the Government shut down?
In the event of a shutdown, we will still be on duty; the due dates for bids will remain the same, regardless of a Government shutdown.
3. The solicitation states the date for substantial completion is 320 and the completion date is 350 days. The
SF 1442 indicates the period of performance end date is 320 days after award. Please clarify the PoP end date.
a. The PoP date which leads to substantial completion is 320 days. The 350 days includes punch list items.
4. For the detailed price breakdown noted on II.A, will a detailed price breakdown for materials and labor, illustrating overhead, G&A and fee/profit be acceptable, or does the government wish to include additional information?
a. Overhead and Profit are already included in the price breakdown and G&A are covered under General Requirements/Conditions. Please use the provided price breakdown sheet in the RFP.
5. In Section II.B, Contract Price Form, for Division 2 it indicates “Site Construction (Asbestos Abatement), however, the solicitation indicates in section I.5, Project Conditions, subsection I.5.H that “It is not expected that hazardous materials will be encountered in the Work.” Should this pricing CLIN be left blank? If not, how is this CLIN to be priced?
a. Subsection I.5.H has been removed from the RFP. As stated during the pre-bid conference, there is asbestos in all of the duct and pipe insulation.
6. M000 Phasing note 8) states: Perform a test and balance effort on the existing condenser piping network, determine flow rate delivered by each pump, in each riser and each take off. Take measurements with a single pump operating and with 2 pumps operating. Provide testing devices necessary to perform.

6a. RFI – 1. M000 Phasing note 8) cannot be achieved due to insufficient information for the entire system.
Complete design drawings of the system and piping would be required to provide pricing. We can provide information for the 2 new pumps and 1 new cooling tower concerning flow. Will the new work only be acceptable?
a. No, testing of only the new system is not acceptable.
b. The scope identified by note 8 demonstrates the contractor is responsible for testing the existing system prior to demolition. It is expected that all efforts for this will be on the same penthouse level that the cooling towers are located on.
c. We will remove the scope to test flow at the risers and the flow at take-offs in the penthouse level [see item 2) above].
d. The contractor should be testing the pumps and flow through the two towers.
6b. RFI -2. Will we be able to have a dumpster remain on the dock during the general construction phase for miscellaneous debris?
a. No
6c. RFI 3. M100 calls for roof railing to be replaced. What is the extent of the railing replacement scope? Is just 1 area or multiple?
a. The railing replacement is only necessary if the contractor uses the area well to bring the cooling tower into the space. The railing is to be removed during the lift/installation and replaced after completion.
7. Separate from the site visit request, can you tell me if the Bid Bond form should be included with the Pricing Proposal or the Technical Proposal?
a. Performance and Payment Bonds will be provided by the awardee after contract award and on-site
Notice to Proceed is issued.
8. Page 64-66 of the specification book is titled the “solicitation, offer, and award”. Is this the bid submission form that the Prime Contractor is to submit on bid day? Are there any other documents that are to be submitted on bid day?
A: Please see Page 37 of the RFP, Section II “Proposals” for specific instructions on how to submit your Proposal.
9. Can you ask the engineer if they can change the DB Switchover temp of the new Tower from 51F to 30F? it would reduce the weight of the tower.
a. No.
10. Can you confirm with the engineer if grooved fittings (Victaulic or EQ) for the condenser water piping is acceptable for the outdoor AND indoor piping. Currently the drawings only address the outdoor piping.
a. Grooved fittings are acceptable indoors and outdoors.
