The purpose of this Amendment 0001 to solicitation EQ10PAA-1-18-0003/EGWW Questions is to issue the following additional information/clarification/answer(s) in response to the questions(s) GSA received as of April 17, 2018.
Question(s) and Answer(s):
Edith Green Wendell Wyatt Solicitation Number: EQ10PAA-1-18-0003 Questions
PROGRAM/TECHNICAL/COR Q&A:
C.35.7 Switchgear and Electrical Distribution Equipment The electrical testing of the Solar Photovoltaic Array on the roof is in the Contract, however, it requires a certified third-party contract.
Q1: During the site walk Fred said that the third-party contract will be a separate request for proposal and not included in the contract price which contradicts the PWS above. Please clarify if the cost should be included in the contract price or will the contractor be asked for a separate proposal once the contract has been awarded?
A1: The statement is incorrect. All that’s required under this contract is inspection and cleaning of the solar panels. GSA and the awarded Contractor will enter in discussion about purchasing third party maintenance contract after award.
C. 41.9 Workplace Safety The Contractor shall develop a site-specific occupational safety and health program specifically addressing applicable components of 29 CFR 1910 and 29 CFR 1926 and Washington State WAC requirements. The safety and health program (APP in accordance with WAC 296-800-140) shall be submitted to the CO or their designee for review and approval 30 days after award. By approving the program, GSA assumes no responsibility for the Contractor’s occupational safety and health program.
C.41.10 Electrical Safety The Contractor shall comply with National Fire Protection Association (NFPA) 70: National Electrical Code and NFPA 70E: Standard for Electrical Safety in the Workplace and WAC 296-24 and -800, when working on or around electrical equipment or systems or switchgear equipment. The Contractor shall ensure that any and all areas restricted to qualified personnel are secured and properly labeled.
C.41.11 Fall Protection and Fall Arrest The Contractor shall develop site-specific fall protection procedures and safety plans for work on roofs, equipment, and other areas at elevations in line with WAC standards. The Contractor shall ensure fall protection equipment is provided to their employees and that employees are adequately trained in line with WAC standards.
Q2: WAC is the Washington Administrative code, since this building is in Oregon will this still apply or will you provide standards specific to and adopted by the State of Oregon?
A2: The award contractor shall follow the codes applicable for the city and state the building resides in.
H.14.3.14 Qualifications of HVAC Technicians All HVAC personnel designated to work on, operate, maintain, and (or) repair HVAC equipment or systems shall have 3 years of verified field experience, possess a HVAC specialty electrical license 06B… Q3: The 06B license is a Washington State Electrical license, since this building is in Oregon will this still be a requirement or will this be replaced with a different requirement that you will provide?
A3: Oregon has an electrical license that is equal or equivalent to the Washington State O6B. It might not be called O6B but it does mirror Washington’s, All license and certification requirements should be what is required by Code for the State in which the Building Resides, in this case, applicable code is for Oregon.
Q4: Since the Generator has its own dedicated Load bank which is used to load the Generator monthly, will a separate “Annual” Load bank test be required for this contract.
A4: SEE answer to A5 below Q5: If an annual load bank is required will it need to be performed by an independent 3rd party contractor or can the O&M Contractor perform this test?
A5: Utilizing the load bank to its full capacity monthly satisfies the NFPA 110 requirement. The load bank is sized to exceed the minimum exhaust gas temperatures requirement and operating temperatures. No external Load Bank Required Q6: Attachment 13B, Question 4 is incomplete. Please provide the entire question.
A6: In your Quality Control Plan how often are QC inspections done onsite, what are the qualifications of the QC inspector, and briefly describe methodology QC inspector will use in determining what and when to inspect?
Q7: Please provide the name of the current contractor and current contract amount.
A7: Current Contractor is Northern Management Services Inc, monthly price is $32,500.00 Q8: Is there a count for sensors for C-6 on Exhibit 15 – EGWW Equipment Inventory List? The count listed on C-6 (158) seems low.
A8: We only provided the Controller count for this package. Mixing sensors and thermostats into this number only paints an untrue number of building controllers. Remember this is a radiant building. We are controlling valves and the min number of VAV boxes. It is up to the contractor to understand that sensors calibration using the controllers offset are included in these services.
Sewage ejection sump Solicitation Exhibit 4 Building Information Sheet > Section 1 > Additional Requirements> states “The sewage ejection system requires pumping out every 3 years or as required by unforeseen conditions.”
Q9: Please provide the date (month/year) the sump was last pumped clean as this date will determine whether this requirement will fall once or twice during this Contract term.
A9: Sewage sump was last pumped 1/6/2018
| Q10: | The Building Information sheet states that the Sewage Sump is required to be pumped out every 3 years, during the Site walk Fred stated that the sump is pumped out annually. Please clarify the frequency in which the sump is required to be pumped out. |
| A10. | Pump out is considered part of the maintenance duties and is not subject to the Repair Threshold Clause. |
Q11: Please clarify/verify that any “pumping out of the sewage system” will be considered a repair and will be subject to the repair threshold (unless it falls outside the limit of 8 threshold instances) as indicated in Section 7 > Historical Repair, Service Call and Testing Data. A= A11: Pump out is considered part of the maintenance duties and is not subject to the Repair Threshold Clause.
Q12: At the pre-bid conference there were several items stated as being required in this Contract but another statement was made that only items written in the solicitation are to be considered as part of the Contract and included in proposals. Since a few of these verbal requirements are not written in the solicitation will GSA be providing those verbal requirements in writing or are we to disregard all verbally stated requirements that are not written in the solicitation?
A12: The solicitation and resultant contract is the binding agreement, specific ambiguities should have been submitted with a request for clarity. If ambiguities exist between what was indicated during the pre-proposal meeting and the solicitation, the solicitation takes precedence unless modified in writing Attachment 11A Staffing Declaration:
Q13: Is this a Performance Based Contract as stated throughout the PWS and specifically defined in C.2.42 (for example where the Contractor is responsible to meet the performance requirements regardless of staffing levels) or is it some form of a more prescriptive based contract where the Contract has fixed staffing requirements?
Q:13a: If this is not the same as other Performance Based Contracts and proposals require specific staffing information down to the exact hours scheduled to be worked per week then what happens if the staffing requirement changes during the Contract period(s) be it either more or less staffing, different staff positions, or the same staffing and only more or less hours than what was declared in the Contractor proposal?
A13: This is a performance based contract where the vendor is considered to be the expert in building maintenance. The government does not endeavor to tell the vendor how the maintenance shall be completed, but what the outcome shall be.
Q14: Will the contractor be allowed to make staffing adjustments based on workload requirements?
A14: This contract contains a Performance Based Work Statement with Performance standards. The Staffing Declaration will be incorporated into the contract for the first year and maybe negotiated after that point. Hours worked are expected to be estimates. General Services Administration’s intent is for the vendor to put forth their best estimate of what positions they feel are required based on the requirements of the PWS total contract performance. As stated in the pre-proposal and solicitation, GSA will allow for potential adjustment of the staffing plan at each option with 90 day notification to the Contracting Officer.
C.8.1 Minimum staffing Q15: Can the Project Manager and Onsite Supervisor be the same person?
A15: YES
C.8.2 Communication Equipment Such devices must be on the list of GSA approved devices and are to be processed through GSA’s procedures for remote mobile management. This will allow for mobile access to GSA email, and the NCMMS mobile environment. The process for this and the list of currently approved devices is available upon request.
Q16: Please provide list of currently approved mobile devices?
A16: All mobile devices are approved for use in our buildings Q17: What works best in the buildings, cell phones or Radios?
A17: Currently cell phones.
Q 18: Does GSA provide any radios for staff?
A 18: GSA does not provide any radio’s for contractor use C.8.4. Work Request / Work Order and Administrative Support Q19: QUESTION: Is the NCMMS fully functional (Service Calls, PM’s, reports?) If not, which functions remain to be implemented?
A19: NCMMS is fully functional and utilized for this building.
C.20 LABELING OF ELECTRICAL CIRCUITS
Q20: Is labeling of circuits up to date?
A20: Circuit labeling is current C.22. System Performance Standards or Procedures Q21: What special expertise is required to maintain the rain water collection and filtration system and sewage ejection system? Is the current contractor maintaining this equipment in-house or are they using a subcontractor?
A21: It is up to the bidding contractor to effectively maintain this system. No special licenses are required to operate and maintain this system.
C.24.3 Tour Frequencies TWICE DAILY: After start-up in the AM and prior to shut-down in the PM perform tours of all major HVAC equipment such as, but not limited to chillers, boilers, cooling towers, pneumatic control air compressors, air handlers, fire alarm panels, steam system reducing and regulating stations, special HVAC for critical operations.
Q22: With a functioning building automation system, twice daily tours would appear to be excessive. In order to save man hours and cost to the Gov’t, can major equipment be considered toured if the equipment is on the BAS system and can be monitored/recorded without doing a physical tour?
A22: A: It is up to the bidding contractor to provide a tour plan to the government. This plan should incorporate best practices. We will not dictate what this plan should contain, but we reserve the right to reject it if it doesn’t meet our needs.
C.24.5 Monitoring of Central Plant Equipment.
Q23: Are all chillers over 50 ton capacity controlled by the BAS, and centrally alarmed with alarm paging? If not, what equipment is not covered?
A23: General statement everything is controlled by the BAS at this building.
C.35.4 BAS Controls
Q24: Is the Delta BAS system a proprietary system?
A24: Program proprietary information includes software, hardware and programming language.
C.35.6 Ongoing Commissioning
In addition to the daily ongoing improvement process at EGWW the O&M elects to have a controls contractor make quarterly PM checks of the Building Automated System Direct Digital Controls functionality. During each of these checks, sensors are recalibrated, new sensors are brought on line, alarms and error status flags are investigated and the system is generally improved.
One additional thing to know about the EGWW building is that it doesn’t coast in “regular” mode – ever. The system is so sensitive and was designed with absolutely no margin for error with respect to the indoor air quality, so much so that the CO2, rH and temp parameters demand continuous monitoring, or the consequences will be immediate.
Q25: Please provide more clarification/detail to the underlined above. What “doesn’t coast in regular” mode – ever? “ What “system” are you referring to, the BAS?
A25: Another word for economizing, “Coasting” is using the outside air with no chiller or turning the chiller off and using just the residual cooling in the piping for reaching the set-point. “Coasting” can also refer to shutting down the system to use any latent cooling capacity in the air. Radiant conditioning doesn’t offer these areas for savings.
C.36. Water Treatment Q26: Is there any water treatment required for the rainwater recovery system or the Gray water?
A26: The system has carbon filters, bag filters and UV lighting to treat the water. No third party testing is required for the holding tank and process area. But the closed loop and open loop systems require in-house testing and third party testing.
C.36.5 Corrosion Monitoring Q27: Are coupon racks already installed?
A27: Yes C.40.5 Repair Shared liability Q28: Can the cost of a repair include a mark-up for the Contractor's overhead and profit? Or marked up by the Standard Coefficient?
A28: Repairs under the contract shared liability threshold are the total responsibility of the awardee. Above the threshold, Standard Coefficient should be on parts only, and additional services CLIN’s should be fully loaded so there would not be additional overhead and profit added.
C.41.14 Confined Spaces Q29: Are there any confined entry requirements associated with the rainwater recovery system?
A29: Yes, the holding day tank, Rainwater Cistern and the stormwater filter tank are confined space and require confined entry procedures.
Q30: Are there any confined entry requirements associated with the UST?
A30: No, just yearly third party testing of the UST interstitial sensor C.41.17.2 Boiler Inspections and Tests Q31: Does GSA require an annual boiler inspection/certification or are the state of Oregon regulations requiring only an inspection every 2 years applicable?
A31: Contractor shall abide by the local state regulations required for inspection and certification to be complaint.
C.42.2 Fire Alarm System Services States that Testing can be performed during normal business hours only if it does not interfere with building operations.
Q32: Does GSA require after hours only testing?
Q32: All testing is after hours Q33: Are we responsible for Fire Alarm Monitoring service? If yes does the Gov’t pay for the phone lines or the contractor?
A33: Fire Alarm Monitoring is not included in this contract. GSA takes care of the fire alarm monitoring.
C.42.3 Water Based Fire Suppression System States that Testing can be performed during normal business hours only if it does not interfere with building operations.
Q34: Does GSA require after hours only testing?
A34: All testing is after hours.
Q35: Are 3-year Bibb Hose testing and 5-year Internal testing required? There is no mention anyway of an anniversary date. Please provide the last dates these were performed? If they haven’t been performed please provide the next due date?
Q35: Building reopened in 2014, Hose Bibb testing is generally a visual monthly inspection, the 5 year test was completed in 2013.
C.42.11 Emergency and Standby Power Systems Q36: When was the last annual PM performed on the Generator?
A36: No Annual Load bank required for this building.
Q37: Can the monthly run test and the annual load bank test be performed on regular hours?
A37: Monthly run test are conducted at 6 in the morning.
Q38: It was discussed at the site visit that the contractor would be able to MOD the contract after award to provide a cost to replace the UPS batteries. Please verify this is correct? If not, can you please provide the quantity of UPS Batteries and the last date they were replaced?
A38: Batteries are a consumable and are replaced by the contractor. We are talking about the third party maintenance of the system that will be reviewed and put into the contract through a modification when accepted.
Q39: If trained by our generator subcontractor, will the Contractor’s Operating Engineers be allowed to perform the weekly/monthly Generator Run?
A39: Yes
H.12. ASBESTOS AWARENESS TRAINING
We cannot find J.19 Summary of Asbestos in Building(s) – SEPARATE FILE.
Q40: Is there Asbestos in the building? If NO then see next question A40: There is no asbestos in the building Q41: Please confirm whether or not contractor staff is required to have asbestos training?
A41: Asbestos training is not required for this building.
H.14.3.1 Qualifications of Fire Alarm System Technicians Q42: If trained by our Fire subcontractor will the Contractor’s Operating Engineers be able to reset the Fire Alarm panel for minor trouble calls? Will be able to disable any alarms when a subcontractor performs work and requires a temporary disabling of certain alarms?
A42: The Contractor should be able to operate the panel in a effective manner for acknowledging trouble and put the system in standby mode for maintenance and troubleshooting of the system. Any disabling of the fire system would require a fire watch in the affected areas.
H.14.3.2. Qualifications of Water-Based Fire Suppression System Technicians Q43: If trained by a NICET level 2 technician, will the Contractor’s Operating Engineers be allowed to perform the weekly/monthly fire pump test /inspections? If trained, will Contractor’s Operating Engineers be allowed to inspect all fire suppression weekly and monthly inspections such as dry pipe/pre-action/deluge system inspections, valves, gauges, etc?
A43: Yes, the contractor personnel should be training on the operation of the fire pump and inspection of the standpipe and other visual inspection can be done in house.
H.14.3.14 Qualifications of HVAC Technicians Q44: Does the current staff meet the qualifications of NATE, HVAC Excellence Professional Level Certification or UA Star HVACR Mastery Certification?
A44: Current staff does not have the listed certifications
H.15. GOVERNMENT-FURNISHED MATERIALS
It states Space in the building, when available, and furniture and furnishings (to include telephones for restricted use) for a supervisor's office to be used for official business only in the performance of this Contract. If the Government supplies telephones, they shall only be used for communication related to the Contract.
Q45: Is the Gov’t providing any office phones for contractor use? If yes, Is the Gov’t providing the phone lines as well?
A45: The contractor is responsible for phone line and internet Exhibit J.4 Building Information It states that the last Eddy Current was performed in March 17, 2015. This would make the next due date March 2018.
Q46: Has Eddy Current been performed for 2018? If not when is it due?
It states that a partial Switchgear test was performed October 15, 2017.
A46: Last test dates are correct and the contractor will be responsible testing per A 47 and A48 below.
Q47: Why was only a partial performed and to what equipment was the partial performed on? When is the remainder to be done and on what equipment?
A47: The contractor will be responsible to conduct the testing at the interval stated by the last test.
It states that the last Infra-Red was performed March 17, 2015.
Q48: Is IR an annual requirement or only every 3 years in conjunction with Switchgear testing?
It states that Hydro testing of the Fire Extinguishers was performed in May 2013.
A48: The contractor will be responsible to conduct the testing at the interval stated by the last test.
Q49: Was this 6-year testing or 12 year testing? Was this performed on all the extinguishers? If not please provide how many were tested in 2013 and whether it was 6 yr. or 12 yr. testing.
A49: The building has only been operational since 2013. All of the fire extinguishers were installed and tested at that time.
It states a 1500 Gallon UST tanks and 500 Gallon Day tank Q50: Do the diesel fuel storage tanks require cleaning? If so, what was the date of the last cleaning? It states that the Solar Panels were last tested in October 2015 A50: No cleaning requirements Q51: What type of test was performed?

A52: This PV System is composed of (715) SolarWorld 250 watt PV modules, (55 strings of 13), and (5) PV Powered 35 inverters. The array racking system is DPW PowerFab.
Q53: It was discussed at the site visit that the contractor would be able to MOD the contract after award to provide a cost to test the Solar Array inverters. Please verify this is correct?
It states that the Backflow Preventers are to be tested in tested in August 2019. This is normally an annual test/certification.
Q54: Please confirm this date is correct or state that this is an annual requirement?
A54: Corrected date of last test was August 2017, next test due August 2018 General Questions:
Q55: Who is the incumbent contractor and the current monthly price?
A55: Current Contractor is Northern Management Services Inc, monthly price is $32,500.00 Q56: It was discussed at the site visit that the contractor would have to maintain proposed staffing levels for the 1st year and that 90 days prior to end of 1st year the contractor could propose revised staffing levels. Please verify this is correct?
A56: This is verified and correct Q57: Please verify that current employees have first right of refusal for any job positions?
A57: Please reference FAR 52.222-17 Nondisplacement of Qualified Workers Under Service Contracts
Q58: Does GSA provide any ISP lines for the office?
A58: Vendor supplies their own service Q59: Please confirm the Gross and Net square footage of building?
A59: Gross SF is 449,418 sf. There are other definitions of square footage as a subset of "gross" that GSA uses, but Net SF is not a defined quantity.
Q60: Are there any existing equipment warranties that would limit required maintenance from the successful contractor?
A60: It is up to the O&M Contractor to gather this data and understand what the maintenance during warranty actions are. It should not be assumed that routine maintenance shall be limited during a warranty period unless expressly prohibited.
Q61: Is the scope of the incumbent contract largely the same as the requirements of this solicitation or has there been significant changes? If significant changes exist, will the government please describe them?
A61: There are no significant scope differences between the existing contract and the new contract. Offerors should always read the solicitation and base their proposal on those listed requirements.
Q62: Can the government please provide historical workload data for routine, urgent, and emergency service calls?
A62: Refer to BIS in solicitation Q63: Section C.40.2 Non-reimbursable Repairs - mentions the yearly annual limit of $20,000; however, it states that this figure is only reached with “8 annual instances of non-reimbursable repairs totaling $2,500 each.” It then continues to say that repairs below the repair threshold are not applied. Are bidders to take from this that if, for instance, 100 calls in a year are for repairs averaging $2,000 each (below the $2,500 threshold) that the entire $200,000 in costs would have to be absorbed by the contractor? Is the intent not to level the playing field in that all bidders bid a cumulative liability of $20,000 in total to level the playing field?
A63: This question needs further vetting, and will be responded to no later than close of business on Monday, 4/23/2028 Q64: Can the government please provide the building inventory in Excel format?
A64: The building inventory within the solicitation is the only one to be provided.
Q65: Is the NCMMS up to date with all assets appropriately entered, PM schedules uploaded, and service call backlog annotated?
A65: An Annual Audit has been completed. But the contractor is required to review and adjust as needed. Some additional work is required to consolidate the work into routes or job sequences for better usage.
Q66: During the site walk it was mentioned that the government would like for the gaining contractor’s PM Schedule outlined in their offer to match the current schedule. Can the government please provide the current schedule to ensure we have the necessary information?
A66: We provide the major system last PM dates, this should provide you the needed information for understanding the duties and requirements. The maintenance of the equipment should not be changed without approval. . The award contractor will be provided access to the NCMMS and any paper schedule that is in our records.
Q67 During the site walk it was mentioned that the successful contractor’s staffing will be “locked” for one year. Can the government please elaborate on how this will work, as this is a performance based contract and means and methods for meeting the performance standard are the contractor’s responsibility.
A67: The Staffing Declaration will be incorporated into the contract. It is therefore in the best interest of the offeror to read the solicitation to ensure that they propose the appropriate first year staffing level based on their knowledge of the requirements. Based on the contractors expertise in building maintenance, it is anticipated that at the one year point, the vendor will have a working knowledge of the building and staffing needed to fulfill the contract requirements. GSA does not endeavor to mandate what positions or how many staff must be used to accomplish building maintenance only that those employees have the appropriate licenses to complete the required work. The contract will be performance based meaning GSA believes that the vendor/ awardee is the expert in the area of building maintenance, and the government does not endeavor to tell the vendor how the work shall be accomplished but will review work for quality and quantitative results.
Q68: When was the last pumping out of sewage ejection system?
A68: January 2018 Q69: Can the Project Manager and Onsite Supervisor be the same person or can the Project Manager be a corporate position, as it does not appear necessary to have two senior managers at the site?
A69: Yes Q70: Do the current HVAC techs at Edith Green currently hold the specialty electrical license 06B required in this solicitation? This question is important as we are required to offer the incumbent staff the first right of refusal.
A70: Current technicians are not licensed.

All Technical Questions/Service Delivery Questions have a revised page limit of 4 pages.
Q94: Can the government please advise regarding their direction in light of the following noted Attachments and parts thereof? Our question is how do we interpret this?
A94: All submittals may now be submitted in required format, and must not exceed 4 pages per question. See Subcontracting Q94 below Q95: Attachment 10 has two technical questions. One question for subcontracting in which it states there is no page limit. Are we now limited to 4 pages for subcontracting A95: No, subcontracting pages continue to be unlimited Q96: One question deals with our experience with for radiant heating. We can interpret Amendment 3 as having 4 pages for question 1, subcontracting, and 4 pages for question 2, radiant heating. Or do we interpret the statement to mean we have 4 pages total to answer both questions?
A96: All submittals may now be submitted in required format, and must not exceed 4 pages per question.
Attachment 11B has two questions = one deals with staffing and the second is divided into two parts: Part A deals with safety training and Part B deals with onsite training.
Q97: Does this mean we are limited to 4 pages to answer both staffing and safety and onsite training?
One way our company could interpret this to indicate we have 4 pages for staffing, but then, how many pages do we allocate for safety training (4 pages or 2 pages – since training is divided into an “A” and “B” part) and how many pages do we have for onsite training (4 pages or 2 pages – since training is divided into an “A” and “B” part) Please provide clarification regarding the number of pages for each part of Attachment 11B.
Attachment 13A has two sections. The instructions say limit your response to one page. Are we now authorized to use 4 pages per question?
Attachment 13B has four different questions. Are we limited to 4 pages total for all four of the questions listed in Attachment 13B? Or do we have 4 pages for each of the following questions/items in Attachment 13B?
(1) Question 1, Approach to Providing Service and Guidelines/Standards used in performing maintenance work?
(2) Question 2, What Technique/approach will be used to limit frequency of service requests?
(3) Question 3, Provide a narrative that describes the Approach to Providing Customer Service?
(4) Question 4, Quality Control Plan All submittals may now be submitted in required format, and must not exceed 4 pages per question.
A97: All Questions are now limited to 4 pages each with the exception that there is no page limitations on the subcontracting portion Q98: Can the government provide clarification regarding the number of pages as indicated above?
Amendments 3, 4 and 5. There was a document that was released (fbo.gov labeled it as Amendment 3) April 5, which was Section B and was not accompanied by an SF 30. Two documents were released 04-16, one an SF 30, labeled as Amendment 0003 along with a Scope of Work modification. These documents were labeled Amendment 4 and 5 in FBO. Will the Government please indicate how we are to acknowledge the documents released without the SF30s?
A98: Amendment posted on 4/1/18 should have been AM0004 and AM0005 combined as ones one amendment, please make this pen and ink correction and sign and return both.. Please respond to AM0003 for acknowledgement purposes by printing the posted amendment, and signing, AM03 Acknowledged by, and have signed by signatory authority.
Q99: The Factor 2 elements in Attachment 13A and 13B include 6 items that we are expected to provide "in detail" on the 2 page restriction. We find this almost impossible. Will the GSA please increase the page requirements to address the Factor 2 Service Delivery Questions.
A99: All submittals may now be submitted in required format, and must not exceed 4 pages per question.
