Amendment 0007

EQ10PMAA-1-18-0003

The purpose of this amendment is to:

1. Note, due to system issues Amendments were miss numbered and corrected through Amendment 0006.

2. Question 63 is hereby answered by the revision of C.40.2, C.40.3, C.40.4 C.40.2 Non-reimbursable Repairs A non-reimbursable repair is a single repair costing under $ 2,500 for repair parts and materials only without any Contractor labor cost factored in. That amount may include approved subcontracting costs. The cost of consumable parts and materials shall not be calculated as part of the Contractor’s repair parts and material costs. Non-reimbursable repairs where parts and materials are valued at or below $2500 are entirely the Contractor’s responsibility with no reimbursement from the Government.

C.40.3 Shared Liability Repairs A shared liability repair is a single incident valued over the non-reimbursable threshold amount of $2,500 set in C.40.2, and cannot be an accumulation of various repairs (bundling). All shared liability repairs must be approved by the CO or their designee. The Contractor’s limit on shared liability repairs is set at $20,000 per year or 8 repairs at or above $2500.

Once the threshold has been reached, i.e. there have been 8 repairs valued at $2500 or above, then the repair cost is reimbursable to the Contractor, once approved by the CO or designee. Once the annual repair threshold of shared liability repairs has been reached, all repairs greater than $2500 are reimbursable in total by GSA.

Shared Liability Example A repair is identified and estimated by the Contractor to cost $2,700 for repair parts and materials only. The annual non-reimbursable repair threshold amount of $20,000 has not been reached. The CO or their designee will verify and approve both the need for the repair and the $2,700.00 estimated cost of repair parts and materials. In this example, the Contractor will pay the first $2,500.00 of the repair (the non-reimbursable repair threshold) and GSA will pay the remaining $200.00. This is then classified as a shared liability repair.

Total estimated approved cost for repair$2,700.00
Contractor’s shared liability is to be subtracted-$ 2,500.00

Total to be paid by GSA to the Contractor for the repair $ 200.00

The required completion date for reimbursable repairs shall be established when the CO or their designee approves the work, as mutually agreed upon by the CO or their designee and the Contractor. The Contractor shall attempt to complete work as promptly as possible. Immediately upon identification of a reimbursable repair, the Contractor shall create a work order in the NCMMS and defer it by putting it in a “hold” status.

C.40.4 Miscellaneous Work The Contractor shall provide 16 hours for miscellaneous work hours and up to $75 for parts and supplies per calendar month (hours and dollar amounts are not cumulative to succeeding months. The value spent on all miscellaneous work will be reported in the Monthly Progress Report and managed by the Contractor and the CO and/or their designee. No labor cost shall be included.

The Contractor shall furnish the labor, tools and consumable materials as necessary to perform the work. Miscellaneous work may be required for work that makes use of any of the trades normally employed in performing operations and maintenance services under this Contract and does not include tasks associated with the performance of services covered under the scope of this Contract. The Contractor shall create and process NCMMS work orders for all miscellaneous work, and accurately record hours of labor expended and costs incurred in the NCMMS.

3. The solicitation requires bidders to submit Checklist of Items to Submit (Attachment 16). However, Attachment 16 is a List of Attachments. Are we to submit this, or is there another document that is a checklist?

a. This checklist is no longer required; vendors should be cautioned to ensure all the required submittals are sent with their proposals.

4. Included in the attachments is the GSA 527. However, there is no requirement in the solicitation that this form be submitted with our offer. Are we to submit it?

a. This document will only be required for submittal if necessary based on potential award.

5. All the pricing sheets (attachments 5-9) are PDFs. To expedite the solicitation and evaluation processes, would the government consider issuing these as Excel sheets?

a. Vendors may convert these sheets back to excel or word, GSA will not be providing them, submittal may be made in the form of excel or PDF
