Who we are

• Research arm of the U.S. Department of Education

• The National Center for Education Statistics (NCES) is part of the Institute for Education Sciences in the U.S. Department of Education

NPSAS & Postsecondary Longitudinal Studies

Overview

• Legislatively mandated data collection to make sense of the federal government’s $160B per year investment in financing students’ postsecondary educations:

Who are these students?

Where are they enrolling?

How are they paying for college?

Student, institutional, and federal financing

What are they experiencing in the postsecondary “environment?”

The National Postsecondary Student Aid Study (NPSAS)

• Longitudinal Studies

The Beginning Postsecondary Students Study (BPS)

The Baccalaureate and Beyond Study (B&B)

The Postsecondary Education Transcript Study (PETS)

Overview: Previous Studies

In NPSAS:12 and previous studies:

• A two-stage sampling design was used to draw a nationally representative sample of students,

• A student interview was used to collect information about family background and educational experiences,

• Administrative data from institutional student records and other sources were used to obtain data on financial aid and enrollment,

• A sample was drawn from the NPSAS study to launch a BPS or a B&B study in alternative administrations.

• The oversampling of states has been limited.

Overview: Data Collection Goals

• Increase the use of administrative data thereby reduce burden and costs to fund other initiatives.

• Reduce the number of contractor-institution contacts (generally, the same contractor should interface with institutions).

• Increase the frequency of the longitudinal studies.

• Oversample states using only administrative data.

Base contract:

• Administrative National Postsecondary Student Aid

Study in the 2015-2016 academic year

• Requires the creation of a process to standardize data extractions from postsecondary institutions

• Includes a field test and full-scale data collection

• Publications and data products.

The base contract does not include a student interview as was done in past studies.

Performance Work Statement

• Additional administrative NPSAS studies (including a study as early as the 2013-2014 academic year)

• Adds a student interview to NPSAS and includes interview questions to launch a Baccalaureate and Beyond longitudinal study (B&B) or Beginning Postsecondary Students Longitudinal Study (BPS)

• Longitudinal study follow-up interviews from this or previous NPSAS contracts

• Postsecondary Education Transcript Studies (PETS)

• Adds sample to a NPSAS study

• Adds questions to a NPSAS study

• Incentives to students

• Administrative data extractions from postsecondary institutions for other NCES studies
