3.0 REQUIREMENTS

3.1 References 2.1 through 2.8 form a part of these Detail

Specifications. All provisions and requirements contained therein are applicable to all work items, including all additional work items which are authorized by the Contracting Officer.

3.2 Provide and maintain a Quality Assurance (QA) TEST AND INSPECTION PLAN applicable to all work items, including all additional work items which are authorized by the Contracting Officer and update it weekly for each weekly progress meeting. The form shall include the following minimum information for each work item and additional work item:

1) Specification item and paragraph number

2) Component/Equipment name

3) Test or Inspection description

4) Acceptance Criteria

5) QA Inspection Report

3.3 The design and execution of work items within the work package are the Contractor’s responsibility. Work items and Contract Guidance Drawings provided as part of the work package do not fully describe all work required to meet regulatory requirements. However, all work performed by the Contractor and Subcontractor, regardless of tier, shall comply with regulatory

28SEP16

001-2 requirements, and the cost shall be borne by the Contractor/Subcontractor.

Only the costs of ABS ship surveys/inspections will be borne by the Government. However, the scheduling of ABS surveys/inspections remains the Contractor’s responsibility.

3.4 Weigh each item removed from and installed on the ship. Provide a summary report to the COR indicating the total weight in pounds of items removed, the total weight in pounds of new items installed, and the locations of weight removals and installations, with reference to deck level, frame number, height above deck level, and distance from centerline.

3.5 Unless otherwise stated in the individual work items, prepare and coat all new steel, all existing steel surfaces identified to be cleaned and painted, and any paint system disturbed while accomplishing work items, in accordance with reference 2.2. Finish coat colors shall match those of the surrounding, unmodified area. In addition, all power tools used to prepare internal spaces for painting, such as staterooms, the bow thruster space, engine room, stern thruster rooms and Generator Rooms, shall be fitted with dust collecting equipment to keep air bourne contaminants to a minimum. This does not relieve the Contractor from using protective coverings on equipment in those spaces.

3.6 Ship’s force will maintain a minimal presence during

accomplishment of work to these specifications. Their availability to operate ship’s equipment will be limited. Unless otherwise specified, provide a minimum of one working day prior notice for any equipment operations.

3.7 Several items require the modification or installation of various piping systems. All piping systems, unless otherwise specified within these specifications shall be installed in accordance with reference 2.5.

3.8 Several items require the installation of new cabling and electrical equipment. All new cabling and electrical equipment shall be installed in accordance with references 2.3, 2.7, and 2.8.

The Redline and CAD updates shall include a complete list of new parts used, to the level of detail shown on existing parts lists on the referenced drawings. The Government shall provide either a full size copy of the drawing to be redlined or a copy of the CAD drawing. The updated drawings shall be returned to the COR no later than 14 days after completion of the contract.

3.10 All new equipment and furnishings purchased by the Contractor for installation on the vessel shall be provided with factory supplied technical manuals, or data sheets, complete with parts listings. Faxed copies of this information is not acceptable. This documentation shall be turned over to the COR after installation is completed.

3.11 At no time will the ship be required to moor at any dock which has water depth of less than that required to provide a minimum clearance of two

(2) feet under the lowest underwater hull projection during the entire period for which the ship is at the Contractor’s Facility (As applicatble).

3.12 The Contractor shall schedule and participate in a one-day sea trial near the end of the work performance period to witness testing of all

28SEP16

001-3 repaired or newly installed equipment and machinery. The sea-trial is expected to take 8 hours, departing from and returning to the same facility. The COR will coordinate the sea-trial date with the Contractor and other vendors, with at least 72 hours notice.

MISC ELECTRICAL REPAIRS

300-1 l.0 ABSTRACT

1.1 This item describes cleaning and torqueing of the main and emergency switchboards.

2.0 REFERENCES/ATTACHEMENTS:

2.1 ATTACHEMENTS: US Standard Bus Connection Bolt Torque Values.

3.1 Location: Main Control and Emergency Generator Rooms

4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: None additional

5.1 The Contractor shall comply with all requirements of the vessel’s equipment tag out program prior starting work.

5.2 Prior to the start of work, the Contractor shall contact the Chief Engineer to coordinate the implementation of the Tag-Out Program for the entire performance period of this item. The Prime Contractor shall be responsible for compliance by both prime and subcontractor personnel.

6.1 All torque values shall be determined using Reference 2.1 and verified.

6.2 All work is to be inspected and approved by the Port Engineer (PE) and/or Chief

Engineer (CME). The PE/CME is to inspect for cleanliness after cleaning and prior to closing up of enclosures.

7.1 Accomplish the following to clean the ship’s main and emergency switchboards.

This work will be done separately. Starting with one switchboard and completing all work and getting the necessary sign offs before starting the other switchboard.

The procedure below will be repeated for both switchboards.

300-2

7.1.1 Thoroughly vacuum with HEPA vacuum cleaners and/or blow with clean, dry, compressed air, all dust, dirt, carbon, film, etc., from all internal electrical/electronic components and all interior surfaces of the ship’s main switchboard.

• Cleaning is to be accomplished in such a manner as to mitigate re-contamination of cleaned areas.

• Workers are to be grounded to the enclosures to prevent damage to circuitry.

7.1.2 Cleaning by wiping all interior surfaces, wiring, bus bars, circuit breakers, and components in the respective switchboards (Main and Emergency).

This cleaning is also to include the interior surfaces of the actual enclosure and covers for subject equipment.

• The use of cleaning solvents, the type of cleaning solvents, and what components are being cleaned with solvents of any type is to be coordinated with the PE/CME prior to use of such materials. No solvents or chemicals containing chlorides will be permitted.

• Cleaning is to be accomplished with lint-free rags.

7.1.3 Visually inspect all electrical connections and components.

7.1.4 The ship’s service section of the switchboard will require that the ship’s power be secured. Cleaning is to be coordinated with the PE/CME.

Contractor is to provide temporary lighting, ventilation, generator, and other required equipment while that power is secured to clean this section.

In lieu of a generator, 460VAC, 3-phase, and 120VAC, single phase power is to be available on the pier.

7.1.5 Upon completion of cleaning each section or piece of equipment, tighten all electrical connections using properly calibrated torque wrenches to match rated torque values for various sized bolts, screws, and other fittings. Use extraordinary care and do not over-tighten connections. See attachment (1) for reference. The calibration must have 6-months or more time on the calibration to be used starting from the date the switchboard work starts and not the contract start date.

300-3

• Provide calibration documentation for each torque wrench on the job site.
