STANDARD FORM 30 (REV. 10-83) BACK
SF30 (continued) EA133M-15-RP-0056 Amendment 0003
Amendment 0003 is issued to complete the following:
A. Answers to questions received in response to the solicitation.
Question: In item 3.10 bilge piping renewal can NOAA supply a material list for the piping materials needed for this item? The drawings supplied do not give enough information to quote this item and at the ship check the tanks were not open for inspections.
Answer: Drawing 529-6233819 (Ref 3.10.1.1) is the most detailed drawing available.
Pipe sizes are indicated on the plan views, lengths of pipe can be reasonably estimated from the drawing, knowing the 2-foot frame spacing, and materials are indicated in the Material Schedule on sheet 1 of the drawing.
Question: In item 3.4 parg. 3.4.3.9 for the Okeanos Explorer it tell the contractor to touch up the chain locker. Question is how many SQ FT of touch up will be required?
Answer: Question refers to para 3.4.3.9; however, the requirements for the chain locker (Spaces 1-6-1-Q and 1-6-2-Q) preservation are contained in para. 3.4.3.19. The paragraph indicates the touch-up is to include a stripe coat followed by a full coat. The stripe coat coverage includes all cut-outs, welds, backsides of angles, flanges, edges, wire clips, ladder rungs, and other hard to reach areas. The full coat is the entire surface area of the chain locker which may be reasonably estimated from information on the General Arrangement Drawing, OE-601-101.
Question: In item 3.5 parg. 3.5.1.1 ( MOC-631-3B ) It tells the contractor to use only International or Devoe paints. Can the contractor use Sherwin Williams paints if they meet the required Mil Spec for the paint system?
Is the contractor required to bump or shift the block to paint 100% of the underwater body?
Answer: (a) Yes, Sherwin Williams paints are perfectly acceptable. The intent is to meet the MIL-PRF-24647 Type I or II requirement in the detail spec. (b) No, there is no requirement to bump or fleet the ship or to move bilge or keel blocks to achieve 100% bottom coverage. This will be achieved at the next drydocking by using a different docking position.
Question: Item 3.7 parg. 3.7.3.5 How much belzona or fairing material will be required?
In order to bid the proper amount of material needed.
Answer: For bidding purposes, assume 10 gallons of Belzona material will be required.
Question: Item 3.3, Paragraph 3.3.3.15 The specifications and drawings indicate that the stern tube lube oil piping transits Ballast Tank 4-86. Does the port side pipe also transit Lube Oil Tank 2-92-2? If this pipe transits 2-92-2, is opening, cleaning and gas freeing this tank to be included in this item?
Answer: Tank 2-92-2-F no longer exists on Okeanos Explorer. Please see Plan 45D on Sheet 6 of the General Arrangement drawing (OE-601-101). What was that tank is now part of the Stern Thruster Room (2-86-0-Q). Currently, the stern tube lube oil piping on the port side runs outboard along the forward side of Bulkhead 94, penetrates the 4-86-2-W Ballast Tank, then turns aft and penetrates Bulkhead 94 approximately 10-12 feet outboard from the centerline. However, had the tank still existed, cleaning and certifying the tank safe for hot work would have been required and would have been covered by para. 4.11.2 of NOAA Standard Specification 000-1G and therefore, should have been included in the price for this item.
Question: Item 3.4, Paragraph 3.4.3.9 & 3.4.3.10
3.4.3.9: Please confirm that the specifications reference to Ballast Tank 4-82-2W should actually be Ballast Tank 4-86-2-W.
3.4.3.10: Will the GFE meters be delivered to the shipyard calibrated?
Answer: (3.4.3.9) Yes, 4-82-2-W was a typographical error. It should have read 4-86-2- W. This typo was corrected in Rev 6 of the spec. (3.4.3.10) The Tank Level Indicator parts were shipped directly from the manufacturer. They are exact replacements for the currently installed TLI components in Fuel Oil Tank 4-14-1-F. Calibration, as required, is expected to be part of the testing and demonstrating of proper operation called out in this paragraph.
Question: Item 3.5, Paragraph 3.5 3.5: Will NOAA accept QP-1 inspection of all critical aspects of surface preparation and coating application?
Answer: No, the surface preparation and painting contractor must be QP-1 certified.
Question: Item 5.11, Paragraph 5.11.3.4.7
Will the Penn/Johnson Controls V43 WRV regulator be GFE?
Answer: No, the Water Regulating Valve called out in this paragraph is to be Contractor-furnished. Note: The V43 valve is somewhat longer than the currently installed V46 valve and has different flanges, hence the requirement for companion flanges for the V43
WRV.
B. The closing date and time remains unchanged.
