Amendment No. 3 to RFQ No. DTOS59-15-Q-00040

This RFQ Amendment No. 3 answers further questions posed concerning the RFQ.

1. Further Question: Is it permissible for an offeror under this RFQ to partner with or subcontract with another Lenel Partner who has all of the needed credentials outlined in the RFQ?

1. Answer: No. Each offeror-entity must itself satisfy all of the requirements set forth in the RFQ.

And each proposal submitted to DOT must satisfy all of the requirements set forth in the RFQ.

2. Further Question: Will all work be performed during normal working hours or will there be after hours work?

2. Answer: RFQ Line Items numbered 0001, 0002 and 0003 are for the described standardized Lenel support agreements, and so the RFQ does not prescribe any contractor-labor-hours for those particular Line Items. RFQ Line numbered 0004 is 24/7 Emergency Support as needed from the bidding contractor, and so contractor-work performed under Line Item numbered 0004 may be performed during normal business hours but will most likely be performed outside of normal business hours. This answer numbered 2 is not a substitute for each prospective offeror’s carefully reading the published RFQ, including, but not limited to, the RFQ’s Line Items.

3. Further Question: Will DOT be providing—to all prospective offerors—answers to the questions posed by each prospective offeror?

3. Answer: Yes—as this published Amendment No. 3 and the previous one amply demonstrate.

Answers have been, and will continue to be, published in RFQ Amendments posted to the

FedBizOpps website.

4. Further Question: Will the winner of the contract awarded from this RFQ also be the provider of new material for additions or new systems for the DOT Headquarters’ Lenel system?

4. Answer: No. Any such new material for additions or new systems for the DOT Headquarters’ Lenel system will be separately procured by DOT at such future time.

5. Further Question: Does DOT have spare parts on hand for emergency maintenance?

5. Answer: DOT does have spare parts on hand. And for any unforeseen parts needed (which DOT does not have), DOT at its own expense will acquire the parts needed.

This Amendment No. 3 provides no other clarifications regarding the RFQ.
