1. If we are going to respond to this solicitation, do we submit more that the SF-330? Background to the question: The solicitation, as found at FedBizOpps, states that interested firms must submit an SF-330 (with SF-33s for subs). No problem there. But the attachment to the solicitation, the statement of work (SOW) for the BER, refers to a “Synopsis” about the assessment team which can be found at the end of the SOW. That synopsis appears to be a DOT form and has “Proposal for BER Services” at the top of the form. In fact, here are several forms that follow the synopsis, all asking for details about the assessment team’s discipline leaders. Do we fill these forms out and submit them with the SF-330?

Answer to Question 1

Yes, all forms should be submitted. Templates have been provided as a reference. Contractor supplied documentation should meet and/or exceed the intended criteria set by the government referenced templates.

2. The BER_SOW_2-13-12 document (page 2 middle of page) calls for the consultant to provide an Assessment Team of experienced NYS licensed professional engineers. We are interpreting that the key personnel / task leaders for each discipline must be a NYS licensed professional engineer. We are also interpreting that it is not mandatory to have every sub-consultant provide NYS licensed personnel as long as the lead person or the person in charge for discipline is a NYS licensed professional. Please confirm that our assumption is correct.

Answer to Question 2

“The Assessment Team may include members with less than five years assessment experience provided they are led by another team member in the same discipline with the necessary minimum five years’ experience.”

3. With regard to the “VFA Facility” software, the software vendor VFA, Inc. currently sells the software suite based on number of facilities and square footage of facilities to be inspected and recorded using their software. The solicitation document released by the Government does not include any information relating to size and square footage of the facilities to be inspected. Please provide additional information necessary to better understand the scope of this project as it relates to usage of the VFA software.

Answer to Question 3

VFA software is no longer required. MARAD seeks recommendations of software to accomplish goals stated in the previous response to questions.

The USMMA has approximately 900,000 square feet of floor space across 85+ access of property. The property includes buildings, homes, piers, seawalls, parking lots, sidewalks, utilities and various other structures to support facility operations

4. The FBO solicitation calls for Consultant to submit SF

330. The solicitation also refers to “The Requirement Template” that is to be used. The BER_SOW_2-13-12 document contains these “Requirement Templates” with a heading “Requirement – Use of Template”. We have reviewed these templates, and they seem inconsistent, and provides no instructions for them. For example the templates call for filling out “shaded cells”, but the templates are not “fillable” PDF documents and there are no shaded cells in the templates to fill out. We request that the Government clarify the Templates with detail instructions, and whether or not the consultant must fill out the templates and submit with the proposal.

The requirement is to provide documentation that has a systematic approach to properly documenting the assessments results. The government templates are provided as an example. These can either be used by the contractor, or they may develop their own documentation, as long as it meets the intended criteria of the government furnished templates

5. About SF 330, the Solicitation calls for SF-330 to be submitted for all proposed subcontractors or consultants. We are assuming that this requirement does not mean that separate SF 330 forms are to be submitted for each proposed sub-consultant and subcontractor. To the best of our knowledge, an SF 330 form is usually prepared for the entire team encompassing all proposed subcontractors or consultants in the same SF 330 form.

Please confirm our assumption is correct.

6. In the Proposal Forms, the Form titled Proposal for BER

Services – This form has part of the table cut off. It is my understanding that we need to fill out this form and submit it with our SF330. Please confirm. If so, we can recreate the form and list all our Assessment Team Members with the required information.

Yes, recreating the form is acceptable. The requirement is to provide documentation that has a systematic approach to properly documenting the assessments results. 7. Is security clearance necessary for this project? If so, can we apply for it after the contract is awarded?

Answer to Question 7

All security clearance requirements must be met prior to starting work on the USMMA facility. So yes, after award is acceptable, but must be met prior to the start of work.

8. The Resume attachments is for Architect, Mechanical

Engineer, Electrical Engineer, Fire Protection Engineer, and Program Manager only. Do you want this attachment for ALL the team members or only these specifically? Please confirm that these resumes are in addition to the SF330 resumes.

The firm will need to meet this requirement in the SF-330. Each Team Member will need to meet the criteria set forth in the “Assessment Team” section.

9. The solicitation asks for at least 3 professional references for similar projects and facilities. Do you want this for every team member? Will the references on the project sections suffice in the SF330?

10. Are we able to visit the buildings prior to the proposal submission?

A pre-Inspection meeting, walk through survey, and post-inspection meeting will be scheduled. No other site visits, prior to award, will be authorized.

11. Will the evaluation of sea walls, piers and other water front structures be a part of this contract? If so, can these structures be identified?

Answer to Question 11

Yes. All USMMA sea walls, piers and other water front structures are part of the evaluation.

12. Please confirm the other templates in the solicitation not mentioned in the questions above are to be used for the actual assessment. They do not have to be submitted with our proposal. Please confirm the only items to be submitted are as follows:

a. SF 330 (for the entire Team) Part I and Part II

b. Proposal for BER Services Synopsis

c. Resume templates for the Entire Team

Your submission should include: SF-330 part 1&2, your proposal for BER services synopsis, and resumes for all team members having a significant role is the assessment process including those specific members identified in the SOW
