Project No.: OR PFH 46(13)

Project Name: Fall Creek Bridge Replacement

# General Technical Question Answer Date

1 x What are the insurance requirements for the project?

Since the concrete bridge deck is not the wear surface, will a bridge deck finisher be required to place the bridge deck concrete? Or can another type of vibrating screed be used?

Please refer to Section 107‐LEGAL

RELATIONS AND RESPONSIBILITY TO THE

PUBLIC . In the FP‐14 and contract Special

Requirements for insurance requirements.

Please refer to Section 552.‐ Structural

Concrete for finishing requirements and tolerances. An approved power driven finishing machine equipped with a screed that oscillates in a traverse direction is not required for surfaces underneath waterproofing membrane deck seal.

2 X Requesting information on layout of the temporary by‐pass roadway. The specifications section 650 – “Temporary Traffic Diversion” references the need for materials i.e. asphalt, crushed aggregate, unclassified borrow, temporary culvert pipe, temporary pavement markings and water. Further in the specifications the temporary bridge is to be 60’ with a width minimum width of 14’ and HL‐93 load requirement. Also referenced is a temporary culvert. The question is there is not a contract drawing showing the layout, route, or beginning and ending of the diversion.

Requesting a drawing showing the layout, orientation and bridge quantities that are required for the “Temporary Traffic Diversion”.

The temporary traffic diversion will be clarified in a forthcoming amendment.

3/28/17

3 X Can you tell me if this bid will be opened publicly at the delivery address?

Yes, sealed bids are opened publicly at the delivery address. See Standard Form 1442

Block 2 and Block 13.

3/29/17

4 X Is there an Owner approved pit where the unclassified borrow and select borrow can be mined for this project?

There are no Government‐provided or

Government‐approved sources for this project. Contractor is responsible for material source selection. See Section 105.

3/29/17

5 X There doesn’t seem to be a bid item for the removal of the guardrail. I am wondering what bid item this would fall under, or if it is incidental to the G4 guardrail install item.

See Bid Schedule Item No. 20302‐1200

Removal of Guardrail.

Check General or Technical

6 X Inquiring if the detour bridge and roadway can be two way traffic instead of one way, this will eliminate the traffic light. The contract drawing show the traffic light as if the bridge is phased which will not be the case.

The Temporary Traffic Diversion is contractor designed. There are no restrictions on the Temporary Traffic

Diversion maximum width, as long as it fits within the Temporary Construction

Easement shown in the plans. Bid the project to provide the signal. If the need for the temporary traffic signal is eliminated as a result of the Temporary

Traffic Diversion design, it will be handled in a future contract modification.

7 X

Requesting detail for the Temporary Diversion

Berm. See Amendment A001

3/30/2017

8 X

Requesting information for the cofferdam.

There are no specifications or drawing showing the location or length of the cofferdam.

Cofferdams are contractor designed according to Section 208.

4/3/2017

9 X Where are the cofferdams located?

The cofferdam location is up to the contractor to determine.

4/3/2017

10 X

Since the Cascade Lakes National Scenic Byway has been closed since the solicitation notice and is currently closed approximately 5 miles before the project site, and the opening of the roadway is not expected until sometime in

May, will the bid date be postponed to allow prospective bidders to view the site before submitting bids?

The bid date will not be postponed. A preliminary letter and preliminary plans were posted to FedBizOpps on 8/4/16 notifying interested parties that access will be limited during the advertisement period due to winter weather. Referenced in FAR

Provision 52.236‐27

4/5/2017

11 X

The special provisions section 552.08 say "Do not exceed 300 revolutions, including mixing and agitating speed." The ready mix producer in Bend is telling me that they cannot get concrete to the job with less than 500 revolutions. Can this specification be adjusted due to the distance from the batch plant to the project site?

No. The specification will not be adjusted to amend the revolution requirement.

12 X

Sheet Number D.3, Plan and Profile, shows two callouts for removal of guardrail (typical).

However, the line‐work shown and stations called out on Sheet Number D.1 appear to be associated with new guardrail. Existing guardrail line‐work does not appear to be shown on the plan and profile drawings (Sheet

D.3). Please confirm the tables shown for removal of existing guardrail on Sheet D.1 are correct.

Removing existing guardrail and installing new guardrail are both required as shown on D.3. The quantities shown on D.1 are approximate. Bid the estimated quantity shown in the bid schedule.

13 X

Section 650.01 – Description, for Temporary

Traffic Diversions, paragraph 2, states; “This work includes clearing; removing, conserving and replacing topsoil;…” and Section 650.07

Temporary Roadway, paragraph 3, states;

“Remove and conserve topsoil within the footprint of the diversion road according to…”.

However, paragraph 2 in Section 650.07 –

Temporary Roadway, states; “Do not grub within the construction limits of the temporary roadway. Cut vegetation flush with existing ground, leaving roots intact. Place separation‐ stabilization geotextile fabric over existing ground.” Please confirm it is acceptable to cut vegetation flush with existing ground and build the roadbed subgrade over existing topsoil as stated in paragraph 2 of Section 650.07 –

Temporary Roadway.

No. It is not acceptable to construct the temporary traffic diversion over existing topsoil. Conserving topsoil is described in

Section 204. Remove, conserve, and replace existing topsoil within the limits of the temporary roadway. Grubbing is described in Section 201. Do not grub within the limits of the temporary roadway.
