Answer
6
From the discussion of the promising performance measures on the bottom of page 7 and top of page 8 of 55 of the RFP, our understanding is that the FHWA would like to implement one of these life-cycle cost and/or financial measures. Is FHWA expecting development and implementation of only one final measure or multiple measures?

As stated in the “Scope of Work” on page 5 – 6, FHWA is interested in the development and implementation of one or more measures to meet the relevant objective of “strengthen performance management and better link investments to long term performance.” It is expected that more than one measure may be warranted to meet the objective. Final measure is not limited to one measure.

7
Pavement condition information would be needed for calculation of the life-cycle cost measures. Is FHWA expecting this project to include development and implementation of ideas for collection of such pavement condition data that would be used as inputs to life-cycle cost measures?

Yes. As stated in the RFP, how the data supporting the next generation pavement performance measures would be collected, analyzed, and presented and the potential costs and benefits of using this type of performance measure, is within the scope of this RFP.

8
From the discussion of the promising asset management methodologies on page 8 of 55 of the RFP, our understanding is that the FHWA would like to implement one of these methodologies. Is FHWA expecting development and implementation of only one final asset management methodology or multiple methodologies?

FHWA is interested in the development and implementation of asset management methodologies to “enable full implementation of a comprehensive asset management plan, including trade-off analysis.” It is expected that the final asset management methodology will be comprehensive and flexible to meet the objective.

9
For Task 3 and Task 4, is FHWA expecting this project to use the data already available at State DOTs or would FHWA anticipate any asset condition data collection required for this project?

No. Asset condition field data collection is not within the scope of this RFP.

L.2, Page 43 of 55: This section outlines number of copies for Volume I and a CD with Volume I and II on it clearly identified. L4, Page 45 of 55 Volume II indicates number of copies and one CD. Is the FHWA requesting two CDs (one with both Volume I and II on it and one with only Volume II on it)?

Yes, the FHWA is requesting two CDs.

· Volume I Technical Merit (Parts I and II); and

· Volume II Business and Cost/Price (Parts I-V)

Page 51 of 55, 1252.239-71 INFORMATION TECHNOLOGY SECURITY PLAN AND ACCREDITATION (APR 2005). All offers submitted in response to this solicitation must address the approach for completing the security plan and accreditation requirements in TAR clause 1252.239-70. Where should the security plan be included in the proposal?

The Information Technology Security Plan and Accreditation can be included with the technical proposal in Volume I.

12
Task 4 refers to an assessment of proposed performance measures using HPMS data and national pavement performance models implemented in the HERS. The publicly available technical documentation is for the HERS-ST dated August 2005. We understand that there is an effort currently underway to upgrade pavement performance models in the HERS. Can the Government provide clarification on which models should be used to perform the validation of performance measures at the Federal level ? Can the Government provide access to the latest version of national-level HERS pavement performance models, technical documentation and relevant portions of the software?

It is expected that the validation will assume the use of the latest versions of the national level HERS pavement performance models at the time of validation. Yes, the Government will provide technical documentation related to national level HERS pavement performance models. Access to relevant portions of the software may also be provided but it is expected that the new pavement performance measure(s) being developed may necessitate a prototype implementation of the computation methodology for those measures using HPMS data.
