Solicitation No. DTFH6117R00045 – Amendment No. 1 Question Period Closes: Friday, August 18, 2017

Answer
1
Are you interested in implementing the emerging methods which are mentioned in Chapter 3 of the final report (Surface Image and Laser Scanning-based Technologies, Continuous Deflection Devices, GPR, etc.) as part of this project?
The next generation pavement performance measures of interest to FHWA are listed in SECTION C.3 under SCOPE OF WORK. While some emerging technologies would support those measures, the implementation of those technologies is not the focus of this RFP.

Sections B.4, Labor Categories, and B.5, Schedule of Rates, refer to five labor categories to be used in preparing our proposal. Are these the ONLY labor categories that can be used in preparing our proposal? In other words, if we want to use an entry level engineer with less than 5 years of experience, are we allowed to define a new labor category that should be added to Attachment J5?
These are the labor categories suggested for this RFP but if the Offeror determines that other labor categories are applicable for their proposal, the Offeror is welcome to provide additional labor categories.
3
A Note added to the Task 3 description states that there may not be four DOTs that meet the criteria for validation at the State level. Therefore, we are asked to propose a level of effort and cost based on a per DOT basis. However, Attachment J.4, Schedule of Rates #1, appears to be asking for a single cost for this item. How is the per agency cost to be presented?
Attachments J.4 & J.5 have been revised.
The Offeror should propose the cost for one State DOT and once it is determined how many State DOTs there will be, the FHWA will multiple the single cost by the number of required State DOTs.

On page 45, there is a note stipulating that Offerors submit the original proposal with bindings in the form of a 3-ring loose-leaf binder. Can you please clarify whether this applies to the signed original copies of both Volume I and Volume 2, or just the original Volume I proposal? Additionally, can you clarify whether the additional physical copies of Volumes I and II can be bound using other methods, such as spiral binding?
Yes, bound the original copies of both Volume I and II.
The additional physical copies of Volume I and II can be bound either with the 3-ring loose-leaf binder or spiral binding but do not use paper clips or staples as binding.
5
The title of Task 2.1, Develop Next Generation Performance Measures, does not specifically state that the project team is to develop pavement-related performance measures. Can we assume that the focus of this task is exclusively on pavement performance measures?
Yes, the focus of this task is exclusively on pavement performance measures.
