STATEMENT OF WORK
1.0 INTRODUCTION:
The National Airway Systems Engineering (NASE) Group, AJW-14, serves as the FAA’s premiere level Subject Matter Experts for National Airspace System (NAS) systems and equipment. The National Airway Systems Engineering Group is a national organization that provides second-level engineering support that directly affects the safety of the flying public. The Group is primarily based at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma and the National Weather Service’s Radar Operation Center (ROC) in Norman, Oklahoma and provides engineering support to the FAA’s NAS which includes working in all 50 states, U.S. territories, and in other countries. Some positions will be located remotely in other states.
This Statement of Work (SOW) sets forth the requirements for Engineering Services and Technical Support for the following organizations: AJW-14, AJW-173/178, and AJW-223. Typically, the text of this document will note that contract support effort will be provided to AJW-14. It is the intent that similar support efforts will be provided to AJW-173/178 and AJW-223 in their respective contract work assignments. The work to be performed is in support of civilian and military aircraft guidance and surveillance equipment and systems. The work accomplished by these groups is unique and very complex. The contractors who work under this contract will have a direct impact on the NAS and their accomplishments will contribute to the safest air system in the world.
1.1 To accomplish the work effort specified in this SOW, the Contractor shall provide a wide variety of engineering, technical, and administrative support personnel. The Contractor shall perform the services identified in this SOW in support of the National Airspace System with minimal assistance from Federal Aviation Administration (FAA) personnel.
1.2 During performance of work under the contract, contractor personnel may be required to have access to information that is classified as “Confidential”, “Secret”, or “Top Secret”. Personnel in positions that require access to classified information shall possess or obtain a security clearance appropriate for the access required. The Contractor shall be responsible for providing personnel qualified to perform all required work, including obtaining security clearances as necessary, and complying with the terms of the Acquisition Management System (AMS) clauses found elsewhere in the contract.
1.3 The contract includes a mix of Firm-Fixed-Price (FFP) and Time-and-Material (T&M) tasks and are delineated by type further in this SOW.
2.0 BACKGROUND:
AJW-14 supports a broad range of systems, consisting of thousands of individual pieces of equipment in the Facilities, Surveillance, Navigational Aids, and Weather Systems. In support of NAS systems and equipment, AJW- 14 also provides configuration management, hardware and software documentation, modifications, direct field support, systems support, and acquisition support.
AJW-173, OK Communications Engineering Team, AJW-178, NAS Interfacility Communications Engineering Support, and AJW-223, Power Services Group/Operations Engineering Team are also located at MMAC in Oklahoma City, OK. These Teams provide similar support services to the FAA National Airspace Systems as those provided by AJW-14.
3.0 APPLICABLE DOCUMENTS:
The listed documents are examples of reference documents to be used as needed when performing services under the SOW. This is not a complete list. Additional documents, including but not limited to: FAA Orders, Standards, and/or Operating Procedures, may be identified in the individual project assignments and elsewhere. Latest revision of documents will be used.

4.0 GENERAL INFORMATION:
4.1 Period of Performance:
This contract includes a 30-day phase-in/transition period beginning June 7, 2017 followed by a base period of performance starting on July 8, 2017. The base period is followed by six 1-year options as shown below to be exercised at the sole discretion of the Government.
Base Period: July 8, 2017 – April 7, 2018 Option 1: April 8, 2018 – April 7, 2019 Option 2: April 8, 2019 – April 7, 2020 Option 3: April 8, 2020 – April 7, 2021 Option 4: April 8, 2021 – April 7, 2022 Option 5: April 8, 2022 – April 7, 2023 Option 6: April 8, 2023 – April 7, 2024
4.2 Work Schedules, Holidays, Telework, Travel, and Overtime:
4.2.1 Work Schedules: Normal day shift hours are 0800 – 1630; however; contract personnel may provide services between 0600 – 1800. In cases of system restoration, field support, short deadlines, travel, training, etc., contract personnel may be required to work outside the normal service hours. Flexible work schedules comparable to government schedules may be used when approved by the requiring organization.
The Contractor is responsible for ensuring all labor laws are adhered to and followed.
4.2.2 Holidays: Generally, the contractor shall not be required to work nor will payment be made by the Government on holidays. The following is a list of Federal holidays:
a) New Year’s Day
b) Martin Luther King’s birthday
c) President’s Day
d) Memorial Day
e) Independence Day
f) Labor Day
g) Columbus Day
h) Veterans’ Day
i) Thanksgiving Day
j) Christmas Day
k) Any other day designated by Federal statute, executive order, or presidential proclamation
l) Local determinations relating to inclement weather, potentially hazardous conditions, explosions, and other special circumstances (closure of the Aeronautical Center, local/national emergencies, energy conservation, MMAC/Organizational determinations of closure, 59 minutes, etc.). During such periods of closure, the contractor will not be compensated.
For work being accomplished in foreign countries, local holidays will be observed as well as U.S.
holidays.
4.2.3 Telework: The FAA may permit teleworking by contracting employees when determined to be in the best interest of the Government in meeting work requirements. The Contractor must have an established program subject to review by the Government.
4.2.3.1 All telework agreements must be authorized and approved by the COR before any telework occurs. The agreement must include the date of the agreement, dates of telework, and a general description of the tasks to be performed.
4.2.3.2 Contract employees may telework on a “regular basis” if approved by the COR. “Regular basis” is defined as one day a week. However, if a contract employee works a schedule that has an RDO (regular day off), the employee may not telework during the week of the RDO.
4.2.3.3 Prior to the actual dates of telework, the employee shall provide a written Daily Work Plan to their respective Technical Manager that details the work that is expected to be accomplished on the telework day(s). Subsequently, on the first day following the telework day(s), the employee shall provide (in writing) to their Technical Manager the work that was actually accomplished on the telework day(s). This written documentation must be provided to the FAA at their request.
4.2.3.4 The Government will not reimburse the contractor for out of area costs including, but not limited to: internet service, telephone service, or hardware.
4.2.3.5 The contract employee must be available online via Lync (or any subsequent FAA instant messaging system) and shall respond within 10 minutes of an initial contact.
4.2.3.6 This telework provision shall not be used for on-call situations.
4.2.3.7 For contract employees located remotely in other states, telework agreements must be in place detailing the type of work that will be accomplished. Section 4.2.3.3 does not apply to remotely located personnel; however, the contract employee must keep in close contact with their Technical Manager and provide documentation of work efforts if requested by the FAA.
4.2.4 Travel: Extensive travel may be required. The Contractor is required to obtain FAA approval prior to any contractor travel. Processing of requests for travel will be accomplished by following the Service Contract Operating Procedures pertaining to contractor travel.
4.2.5 Overtime: When overtime work is required, it must be approved in advance by the FAA.
Processing of overtime requests will be accomplished by following the Service Contract Operating Procedures pertaining to overtime. The Contractor shall follow all labor laws for overtime. There are three levels of overtime pay:
a) Straight Overtime: Straight overtime is when non-exempt employees are paid time-and-a half for overtime hours or when exempt employees are paid their regular hourly rate for overtime hours. These hours shall be charged to CLIN XXX3.
b) Double Time: In accordance with the labor laws, some overtime hours are paid double time (i.e. California). These hours shall be charged to CLIN XXX4B.
c) Restoration Overtime: Restoration of NAS systems are exigent situations that are high-pressure and have high-level visibility. The Contractor will be required to provide immediate and sustained response to these situations which will require overtime.
1) For exempt employees involved in emergency restorations, the Contractor shall pay employees 1.5 times the employee’s normal direct labor rate for hours in excess of their normal workday hours, For these restoration overtime hours, the Contractor shall bill 1.5 times the normal bill rate for the employee’s labor category. Charges shall be billed against CLIN XXX4AB.
2) For nonexempt employees involved in emergency restorations, the Contractor shall pay overtime hours in accordance with all appropriate labor laws. Restoration overtime hours for nonexempt employees shall be charged to CLIN XXX3.
4.3 Purchasing of Material & Other ODCs:
The Contractor may purchase material and other ODCs for support of individual task efforts associated with the contract. The cost of these supplies, materials, and other ODCs shall be reimbursed to the Contractor as a direct cost in accordance with acceptable accounting principles and if deemed necessary by the Government in performance of the work. The business practices that apply to the contractor’s purchases should reflect a similar degree of rigor as applies to acquisitions made by the FAA. At a minimum, competition is required to be the basis for vendor selection, prices to be reasonable, and all costs to be allocable to the contract. Documentation must be present to show the competitive process that was used or the rationale for not using competition. All purchasing documentation shall be recorded in the Government’s database of choice and shall remain the property of the FAA.
Processing of requests for purchases will be accomplished by following the Service Contract Operating Procedures pertaining to contractor purchases. In addition, the following shall apply:
4.3.1 The Contractor shall negotiate sales tax exemptions with vendors to the maximum extent possible.
4.3.2 Purchase of supplies/tools/equipment in excess of $100,000 per purchase requires advanced approval by the Contracting Officer or designated representative.
4.3.3 Reimbursement of supplies and equipment, utilized in performance of this SOW, will be submitted through the standard voucher method if appropriate approvals were received prior to purchase. Backup documentation regarding competitive quotes and proof of pricing that is fair and reasonable to the Government must immediately be provided for review and approval as requested by the Contracting Officer or the COR.
4.4 Government Access to Contractor Facility:
Government personnel shall be allowed unannounced access to the Contractor's facilities during normal working hours.
4.5 Contractor Access to Government Agencies:
When working on AJW-14 assigned projects, contract personnel shall obtain permission from AJW-14 before visiting other Government agencies or facilities.
4.6 Contractor Access and Operation of FAA Facility Equipment:
AJW-14 shall coordinate Contractor access to FAA facilities. Designated FAA site personnel have the authority to grant access, and operate the site equipment. The Contractor proposed test requirements shall be provided at the time the request for test is made. Use of FAA equipment may be outside normal duty hours.
4.7 Training:
Section 6.1 (Position Requirements and Qualifications) of this SOW specifies the level of education, training, and experience necessary to perform the work in the SOW. These requirements are to be used in the selection of employees. The Contractor shall provide employees that meet these requirements at the time of employment.
Contract employees will be required to attend the requisite in service training necessary to deliver the services identified in this SOW. Employees must become proficient on baseline and upgrades to NAS systems and equipment, support documentation, and work processes. Training may be required for non-technical as well as the technical support positions defined in this SOW.
All requests for contractor proficiency training will be in writing. Processing of requests for this training will be accomplished by following the Service Contract Operating Procedures pertaining to contractor training.
When approved by the FAA, contract employees may or shall (depending on the type of training) attend Agency and other sponsored training considered beneficial to the Agency. As examples, types of training may include, but are not limited to: administrative, technical and non-technical training, such as safety, security, environmental, PRISM, etc. Training for inherently governmental functions will not be authorized or reimbursed under the contract. Training for soft skills (e.g. conflict resolution, effective communication, etc.) will not be authorized or reimbursed for Government-sponsored offerings, and if provided by the Contractor through any method, shall not be reimbursed as direct hours under the contract. Tuition costs shall be paid by the requiring organization outside of this contract.
Prior to attending training, all support contractors are required to submit the "Support Contractor Authorization- FAA Sponsored Training" form to the division training coordinator to obtain Contracting Officer approval. See AMS Procurement Form Templates. Also, in order to comply with the Department of Transportation Appropriations Act, all contract employees are required to process the AJW-14 electronic training request prior to attending any training. In-house developed training, or on-the job training do not require the “Support Contractor Authorization-FAA Sponsored Training” form.
4.7.1 Professional Development or Professional Enhancement: In some instances, initial or refresher training may be offered by the FAA that the Contracting Officer determines to be in the category of Professional Development and/or Professional Enhancement. This includes training that may be considered transferrable, and not specific requisite training related to NAS systems. As examples, types of training may include, but are not limited to: Adobe, Oracle, Sun Microsystems, AutoCAD and commercial off the shelf software.
Training requests shall follow the procedures established in paragraph 4.7 of the SOW. However, if a decision is made that the training request constitutes Professional Development and/or Professional Enhancement or similar, an estimated budget supported by documentation for travel, labor and any other pertinent costs associated with the request that may be charged to this contract shall accompany the “Support Contractor Authorization – FAA Sponsored Training” form. Upon completion of the training activity, the contractor shall submit to the COR all final costs and supporting documentation associated with the training as an attachment to a certificate, or similar documentation, supporting the successful completion (passing) of the training course.
The Contracting Officer has the final decision on all training requests, to include the classification of training, and if the procedures identified herein are applicable.
4.7.2 Reimbursement to the FAA: If the contract employee fails to satisfactorily complete the training course(s) described in paragraphs 4.7 and 4.7.1 for reason(s) within the employee’s and contractor control, 100% of all associated costs for the training activity to include, but not limited to: labor, travel, and per diem expenses shall not be billed to the FAA. In the event the contractor has billed and been paid for failed or incomplete training, the contractor shall reimburse the FAA in full, of all charges associated with the training activity.
If the contract employee, within and through the first 365 days from the commencement of the applicable training no longer provides a service to the FAA under this contract due to any circumstance other than a FAA directed change in scope or in-sourcing, 100% of all final costs, as described above, shall be reimbursed to the FAA. The aforementioned scenario shall be treated in the same manner for reimbursement as if the employee had failed or did not complete the training course.
The Contracting Officer may waive in whole or in part the repayment requirement if the recovery would be against equity and good conscience or against the public interest. A decision to deny waiver, either in whole or part, shall not be reviewable in any forum. The procedures and allocations for reimbursement will be determined by the Contracting Officer.
4.8 Contractor-Developed Training:
In some instances, contract employees are considered Subject Matter Experts. In these situations, the contract employees may develop and conduct training on engineering topics within scope of the contract.
4.9 Time Utilization in DMS (Database Management System):
In order for AJW-14 to capture contractor employee hours expended on assigned projects, all contractor employees are required to record their time in Data Management System (DMS) on a bi-weekly basis.
4.10 Personnel and Supervision:
The Contractor shall designate sufficient supervisory personnel to meet task outcomes. Contractor supervisors will provide day-to-day supervision of contract personnel including, but not limited to: work monitoring, payroll records, leave, etc. At no time will contractor personnel be supervised by FAA personnel. Government assistance will be available to provide technical guidance.
4.11 Mission Essential Personnel:
All or a portion of the services performed under this contract may be designated as essential in the event of crisis or emergency. Should such an event occur, the Contracting Officer or designated representative may require the Contractor to designate mission essential personnel, who will be required to perform essential services to ensure continuity of required operations.
4.12 Cell Phones:
Cell phones will be provided on an “as-needed” basis. If work functions dictate such use, cell phones will be assigned to Government team managers via the National Wireless Program and provided to contractor personnel.
These will be assigned as appropriate and upon issuance, listed as Government furnished property.
4.13 Phase-In/Transition Period:
It is essential to the Government that services required under this SOW are performed without interruption.
Consequently, it is imperative that transition to full contract performance be accomplished in a well-planned, orderly, and efficient manner. The transition period shall begin 30 days prior to full contract performance as required by the solicitation/contract. The purpose of the phase-in period is primarily to:
a. Observe work accomplished by contractor personnel.
b. Become familiar with work requirements, work procedures, and status of all projects,
c. Complete personnel requirements including the hiring of personnel to ensure satisfactory performance beginning on the contract start date. NOTE: Soliciting personnel for employment during their duty hours is prohibited.
d. Obtain security clearances.
If applicable, the new incoming Contractor will be allowed escorted access by a Government employee to the facilities to familiarize personnel with the current operations. Such access; however, must not interfere with the activities of current contract personnel. To preclude such interference, arrangements must be made with the designated COR.
4.14 Phase-Out :
At the conclusion of any performance period, including option periods or extensions, the services provided under this Statement of Work may be awarded to another contractor. In the event of this scenario, the incumbent contractor shall cooperate to the extent required to permit an orderly change over to the successor contractor pursuant to the requirements of AMS Clause 3.8.2-11, Continuity of Services.
4.15 Business Relations:
It is imperative that the Contractor develop good business relations with the FAA in order to ensure successful contract performance. Continuous communication will be needed between the parties for project coordination, direct field support, voucher/invoicing discussions, problem coordination and resolution, during the phase-in and phase-out processes noted above, etc.
4.16 Personnel Retention:
Due to the number of contractors supporting the FAA’s critical function of providing second-level engineering support to the NAS, it is essential that the Contractor make personnel retention of contract employees a priority.
Therefore, it is necessary for the Contractor to provide an excellent compensation package (both pay and benefits) to their employees.
5.0 SCOPE OF WORK:
The Contractor shall provide the necessary resources and personnel to meet the Firm Fixed-Priced (FFP) and Time-and-Material (T&M) labor requirements noted below in this SOW. Material and equipment needed under the FFP task will be at the Contractor’s expense (i.e. safety shoes for shipping/receiving personnel). Material, equipment, tools, and other items/services needed for related for NAS projects, work efforts, and labs, may be purchased and reimbursed under ODCs .
Contract positions charged to the FFP and T&M portions of the contract shall not be additionally charged under General and Administrative (G&A) expenses or any other indirect rate category.
5.1 Firm Fixed-Priced (FFP) Requirements:
In support of the AJW-14 mission, contract services are needed to provide overall contract support in the following areas:
Contract Management Technical Management Invoicing Shipping/Receiving & Other Support Administrative Specialist Support
5.1.1 Requirements
The Contractor shall provide personnel, services, and supervision to perform the following functions:
5.1.1.1 Contract Management: The Contract Manager shall be responsible for the management and coordination of the overall contract including, but not limited to: program management, reporting, and handling contract personnel and security issues. The Contract Manager shall act as the central point of contact with the Government. The individual shall have the authority to represent and commit (have signature authority) the Contractor in dealing with the Government.
The Contract Manager shall be physically located on-site at the MMAC facility unless otherwise approved by the Government. Should the Contract Manager be temporarily absent or become unavailable, an individual shall be designated in writing to act as alternate. The CO and COR shall be notified of the name of the individual to act as the alternate.
Qualifications: A Bachelor of Science degree in engineering with at least 3 years of experience in management of NAS second-level engineering groups that provide hardware and software support of electronic systems is required. Experience in management of a large, multi-level engineering group is required. The experience must include: direct responsibility for providing systems level requirements definition; product design, development and installation; development of and modifications to hardware and software documentation; quality assurance and quality control programs and procedures.
Experience with National Airspace System (NAS) facilities, systems, and equipment is required. Knowledge of and experience with government procurement and contracting rules and regulations is required. Must have excellent oral and written communication skills.
Duties: Managerial duties include but are not limited to: planning; assigning tasks and responsibilities; monitoring and evaluating performance of Technical Managers and contract employees; reviewing vouchers for accuracy before submission to the FAA;
ensuring approvals for travel and overtime are included in the vouchers; coaching and developing contract staff capabilities; providing qualified candidates at the appropriate work level to perform contract tasks; approving leave for contractors; obtaining the correct signatures on the contract clearance sheets and providing final copies to the Contracting Officer, Contracting Officer Representative (COR), and AMC-700 for those contract employees separating from the contract; providing security reports as noted in the CDRLs; working with the COR; ensuring other reports as required by the contract are submitted, working with the COR to obtain risk level designations for new contract applicants; processing new contractors through the FAA automated security system;
maintaining a list of all contractors who possess a Government key; relaying the consequences of lost keys and other identification media to contract employees; ensuring all contract employees have taken the mandatory security training courses by the due dates and providing confirmation to the COR; guiding Technical Managers and contract employees on how to prevent/resolve personnel conflicts without the intervention of higher level contract management; and taking corrective/disciplinary actions as appropriate.
5.1.1.2 Technical Management: The Contractor shall provide Technical Managers to oversee approximately 260 contract employees including those under the Firm-Fixed Priced portion of the contract. This number will fluctuate with increases and decreases among approximately 10 teams.
Technical Manager(s) shall function as the contractor interface with the FAA Team and Sub-Team managers as well as with the COR.
Qualifications: A Bachelor of Science degree in engineering with experience in providing hardware and software support of electronic systems is required. Management experience of engineering groups or teams is desired. A degree in engineering technology or in an appropriate professional field such as physics, chemistry, computer science, or mathematics may be substituted in lieu of the engineering degree, depending on other qualifications and experience. The experience must include: direct responsibility for providing systems level requirements definition; product design, development and installation; development of and modifications to hardware and software documentation;
quality assurance and quality control programs and procedures. Experience with National Airspace System (NAS) facilities, systems, and equipment is required.
Knowledge of government procurement and contracting rules and regulations is desired.
Must have excellent oral and written communication skills.
Duties: Technical Managers serve as the contractor’s Front Line Managers (first line supervisors) and are responsible for providing contractor supervision within each branch/team and must make all project assignments. Work usually includes routine project/program tasks based on established policies, procedures, and guidelines. Duties typically include but are not limited to: setting priorities; assigning tasks/projects;
providing technical assistance to subordinate employees; monitoring and evaluating performance of subordinate contract employees; reviewing and providing acceptance of deliverables prior to submission to the FAA; providing management of contractor performance in terms of quality, quantity, and timeliness; coordinating and developing program, administrative and technical talent through on-the-job and formal training;
working and communicating with FAA managers on programmatic issues; ensuring FAA approval is obtained for contractor travel, overtime, and purchases; coaching and developing contract employee capabilities; ensuring personal services are avoided;
approving contractor leave; reviewing travel vouchers to ensure accuracy before submission to the FAA, submitting reports and other information requested by the FAA;
ensuring training forms (both the Support Contractor Authorization – FAA Sponsored Training Form and the AJW-14 electronic training request) have been submitted to the training team and approved by the FAA prior to allowing attendance in training courses;
ensuring accurate submittals of training cost estimates before submission to the training team; ensuring project expenses are tracked; and taking or recommending corrective/disciplinary action, as appropriate.
5.1.1.3 Administrative Specialist: The Contractor shall provide Administrative Specialists to support the NASE Group level and 6 other teams (the AJW-223 team will not require Administrative Specialists under the Firm-Fixed Price task). The Administrative Specialist serves as the principle clerical or administrative support position(s) for the NASE group/division or other organizational teams/branches. The Administrative Specialist demonstrates considerable independence in planning time and work efforts, and coordinates only as needed with a Technical Manager or more experienced employee to prioritize assignments and use assigned resources.
Qualifications: A high school diploma is required. Must be proficient in Microsoft Office Applications (Word, Excel, and PowerPoint). Must have excellent oral and written communication skills and possess good organizational and interpersonal skills.
Duties: The duties require knowledge of clerical and administrative procedures and requirements, various office skills, and the ability to apply such skills in a way that increases the effectiveness of others. The duties do not require technical or professional knowledge of a specialized subject-matter area. The Administrative Specialist performs a combination of routine, multiple, and varying assignments in support of the NASE group or other organizational unit under the limited direction of a Technical Manager, or more experienced employee; assists managers and others in day-to-day operations; applies experience and advanced knowledge to plan and perform administrative assignments; has a broad understanding of how administrative assignments contribute to organizational activities; helps others plan and identify resources to accomplish projects and tasks;
works with other employees, both contract and federal, to share information, coordinate efforts, and discuss the status of assignments; may provide recommendations to improve work processes; identifies and informs others of problems/issues that require their attention and helps them develop and recommend solutions. Specifics are shown below:
Team/branch Administrative Specialist: The duties of this discipline include, but are not limited to: attending meetings concerning standardization of organizational policies and procedures; providing telephone support in order to properly direct calls; providing written and/or oral explanations of administrative policies; assisting with the coordination of new office policies and systems; providing assistance for acquisition of office supplies and equipment required for program and administrative support; maintaining administrative and technical files, word processing, preparing correspondence, data input into multiple systems (i.e. DMS, PRISM, etc.), report preparation, reviewing travel vouchers, track expenses, serve as team training coordinator and work cooperatively with the organization’s HRM Training Support Specialist and the Training Development Specialist to ensure proper course paperwork is completed accurately, follow-up with managers to ensure training requests/Support Contractor Authorization forms are approved and completed in a timely manner, act as the branch POC for quota management inquiries, follow-up with managers to ensure quota is utilized by the highest priority employees, follow-up with employees to ensure training is completed on time, run the Learning Needs report to track status of mandatory training deadlines for the team/branch, track employee/contractor attendance, prepare presentations, schedule meetings, monitor e-mail and calendars for FAA managers, call-in facility trouble calls and track facility management issues, distribute mail, provide property management assistance by serving as property delegates to FAA team managers, perform quality review and input of time and attendance records into CASTLE, ensure leave/overtime records are attached, enter and review travel arrangements in E2, perform as a PRISM purchase card requisitioner and/or reviewer, and take meeting minutes.
Group/division Administrative Specialist: The duties of this discipline include, but are not limited to: providing training to team/branch Administrative Specialists on organizational policies and systems, providing telephone support for the group/division in order to appropriately direct program, administrative, and field support requests;
providing written and/or oral explanations of administrative policies; assisting with the coordination of new office policies and systems; providing coordination of FAA orders, maintaining the vital records of the group/division; word processing, preparing correspondence, data input, reviewing travel vouchers, scheduling meetings, track facility management issues, distributing mail, taking meeting minutes, providing on-site facility equipment support of building 189 boardroom and other conference room equipment, ensuring group/division processes are accurate and available to all employees, preparing and distributing reports, preparing presentations, monitoring e-mail and calendars for the FAA group manager; reporting facility trouble calls, performing quality review and input of time and attendance records into CASTLE, ensuring leave/overtime records are attached, entering and reviewing travel arrangements in E2, greeting visitors to NASE, ensuring AJW-14 group manager is aware of all appointments, and assisting others with obtaining the AJW-14 group manager’s signature when needed.
5.1.1.4 Purchase Card/Voucher Processing: The Contractor shall provide the necessary personnel to perform all functions related to invoicing/vouchering support of the contractor’s purchase card/petty cash program (i.e. reviewing/verifying procurement documents and reports;
reconciling procurement data for vouchering purchases; maintaining procurement files, etc.).
Personnel shall be capable of working independently under limited direction a Technical Manager and shall be located in NASE building 189 in order to quickly answer the COR’s questions regarding purchase card transactions and provide any needed documentation to clarify purchasing discrepancies.
Qualifications: A high school diploma is required. Must be proficient in Great Plains software, Microsoft Office Applications (Word, Excel, and PowerPoint), and have database experience. Must have excellent oral and written communication skills and possess good organizational and interpersonal skills.
Duties: Typical duties include, but are not limited to: tracking all team/branch purchases under $250 utilizing the contractor purchase card, providing purchase card training to individuals on the organization’s policies for small purchases under $250 including the different approval levels required by the organization, reviewing purchase card receipts to ensure all required organizational approvals have been obtained for each purchase under $250.00, reporting to the Technical Manager when procedures are not followed, and providing remedial training to the team/branch when necessary. Contract personnel shall ensure backup documentation (receipts) are provided for each charge reported on a travel voucher or items purchased and must be stamped with the contract number, task number, and subtask number.
5.1.1.5 Shipping/Receiving & Other Support: The Contractor shall perform functions including, but not limited to: shipping/receiving of approximately 3500 packages annually in MMAC Bldg. 189; maintain records on incoming and outgoing shipments, prepare items for shipment, and verify & record incoming merchandise or material. The Contractor shall ensure all paperwork associated with the packages (i.e. packing slips, invoices, etc.) are processed and recorded as necessary. Other support shall include facility maintenance which shall consist of maintenance of test labs and lab equipment, ensure calibration records are accurate, and set-up and break-down of furniture and equipment.
5.1.2 Working Hours
The Contractor shall provide services Monday thru Friday between the operating hours of 0600-1800.
There are no provisions included herein for reimbursing contractor personnel for hours worked on an overtime basis under a Firm-Fixed-Priced arrangement. The Contractor is required to provide adequate staff to complete projects on time and within schedule which may necessitate contractor employees working overtime. This does not relieve the contractor from reimbursing their employees covered by a Department of Labor Wage Determination pursuant to applicable U. S. labor laws, or any other obligation embodied in said laws.
5.1.3 Travel & Other Direct Costs
No travel or Other Direct Costs are anticipated under the Firm-Fixed-Price requirements; however, if the need arises, travel costs will be reimbursed on a cost-reimbursable basis under the team’s appropriate task order.
5.2 Time-and-Material (T&M) Requirements:
Time-and-Material efforts are primarily established under a three-tier structure: tasks, subtasks, and projects.
5.2.1 Tasks, Subtasks, and Projects:
5.2.1.1 Tasks and Subtasks: A “Task” description will be general in description and broad in scope. A separate contract delivery order will be initiated for each task effort. A typical task description will cover the support for one or more NAS systems. Within the task description, a subtask(s) may be initiated for each major system support effort. As an example, a task will be written for Surveillance Support. Subtasks to support this task may include Enroute Radar Support, Terminal Radar Support, Beacon Radar Support, etc. As a minimum, the Task Description will include: Background, Scope, and Deliverables.
Some task efforts may be very extensive and require the work be broken into Subtasks. Typically, the Subtask format will include: Background, Scope, Deliverables, Special Terms and Conditions, Quality Control / Quality Assurance, Inspection and Acceptance, and Technical Documents. The CO will forward the task/subtasks to the Contractor.
5.2.1.2 Projects: Projects are established from the task or subtask description. Each project assignment will define the project number, project title, subtask number, project description, deliverables required and Government point-of-contact. All requests to establish new projects with the Contractor shall be submitted by or through the AJW-14 Team Manager to the COR by email. The COR will ensure the work is within the scope of this SOW and will forward the approved work request to the appropriate contract Technical Manager. The Contractor will assign projects to their employees and notify the requiring office to which contract employee the work is assigned. All deliverables completed by the contract employees will be submitted to their Technical Manager for review and acceptance. The Technical Manager will forward approved deliverables to the requiring organization.
5.2.1.2.1 Types of Projects: The various task projects shall include, but not be limited to the following:
a. Perform engineering studies related to modification, design, monitoring, remote control, interfacing, and other requirements on National Airspace System (NAS) equipment. Deliverables may include an engineering report and cost estimate package for design, procurement, installation, testing, and evaluation of prototype systems.
b. Provide the technical expertise, materials, fabrication effort, and equipment to design, install, test, and evaluate prototype modifications of NAS equipment.
c. Provide hardware and software documentation, drawings, specifications, and cost estimates to implement proposed changes to NAS equipment on a national level.
d. Develop changes to equipment instruction books and system maintenance handbooks by working from comments and materials provided. Camera-ready page masters of revised books are required as an end product.
e. Provide technical support and management of the AJW-14 Program Support Facilities (PSF), System Support Facility (SSF), Radar Support Facility (RSF), Enroute Support Facility (ESF), Navigation Engineering Test Structure (NETS), VOR-700, Power Service Center, and other test bed facilities located at MMAC as required.
f. Provide for the management, operation, and support of the AJW-14 Local Area Network
(LAN), computer workstations, and peripheral computer equipment. NOTE: At this time, LAN operations are not assigned to organizations supported under this contract. This and subsequent references to LAN support are included for informational purposes only at this time and are reflective of historical workload. If it should become an assignment during the course of this contract, it will be ordered and funded either under one of the existing orders or by separate order.
g. Operate the AJW-14 technical data library and software library including software configuration control and records.
h. Provide technical drafting and illustrating, editing, word processing, property management, telecommunications, data base management, training, safety, environmental, HR programs, and other administrative support.
i. Provide first level engineering support to field organizations through telephone assistance or onsite assistance.
j. Provide for engineering, equipment installation, and other maintenance related support for
Headquarters National Airway System (HQNAS) programs and projects requiring AJW-14 support.
k. Provide technical support for new systems acquisitions by writing test plans, operation and maintenance procedures, and participating in systems level integration, validation, certification of equipment and other acquisition support as required.
l. Provide support for Safety Management System (SMS) activities.
m. Provide support for the Information Security System (ISS) function, which may include, but is not limited to: oversight, remediation, and system configuration and authorization package
(SCAP).
5.2.1.2.2 Project Procedure: Each project or project phase shall be planned for completion by the Contractor under the following procedures:
a. An orientation meeting will be scheduled as required. Start dates or project phases shall be mutually agreed upon by the Government and the Contractor.
b. The Contractor shall be provided the project background information.
c. Technical documentation (instruction books, handbooks, etc.) will be identified, and provided for access in the AJW-14 technical library if available.
d. The Contractor shall be advised of required scheduling, reporting, and deliverables.
5.2.1.2.3 Project Responsibility: After project assignment, the Contractor assumes all responsibility for supervision and accomplishment of the contractor assigned projects.
5.2.1.2.4 Project Files: The Contractor shall maintain individual project files consisting of background information, design notes, and other material for assigned projects. Project numbers shall be assigned by the FAA. All case files, program files, drawings, software, programs, diskettes, design data, artwork, etc., developed by the Contractor under this SOW, become the property of the Government. These items shall be delivered with the final product.
5.2.1.2.5 Documentation Requirement: All documents submitted to the FAA, related to project accomplishment, must be developed on electronic media. It shall be compatible with the requisite version Microsoft Word, Excel, Auto Cad, or other software as required by AJW-14. If requested, the submittal shall be delivered to the FAA on electronic media or hard copy or both. This requirement may include management reports, progress reports, ad-hoc reports, technical drawings, vouchers and other accounting documents as determined by AJW-14.
5.2.2 Specific Areas of Effort
5.2.2.1 MODIFICATION SUPPORT REQUIREMENTS:
AJW-14 is responsible for in-service improvements and modifications of assigned NAS systems. These responsibilities are accomplished by development and implementation of modifications and upgrades to assigned equipment and facilities. The Contractor will be assigned projects encompassing the full range of modification support. Typical projects range from a feasibility study of the proposed modification through prototype development, testing, and preparation of documentation. See paragraph 5.2.2.2, Documentation Support Requirements, of this SOW for definition of types of Modification Documentation.
5.2.2.1.1 Project Definition: Modification projects typically involve:
a. Engineering Study (ES), with Prototype Development and Testing.
b. Production Package Development.
5.2.2.1.2 Engineering Study Phase: This phase requires a completed engineering study report with prototype development. Typical events involved in this phase are:
a. Review and evaluate the technical material provided with the FAA assigned and approved engineering project.
b. Review the reported problem or requirement with the appropriate FAA representative.
c. Request for contact with the appropriate field installations to discuss or evaluate the reported problem or requirement.
d. Visit facilities as approved by the FAA.
e. Develop a solution to the problem.
f. Conduct laboratory or simulated testing of a breadboard design that demonstrates the feasibility of the solution.
g. Prepare an Engineering Study Report (ESR), which clearly defines the problem or requirement, the alternatives considered, and propose a solution or course of action.
h. Submit the Engineering Study Report for review. If rejected by the FAA, it is returned for additional study. If accepted by the FAA, guidance shall be provided for further contract action.
i. Fabricate a complete prototype modification kit, working from the FAA approved design.
j. Arrange through an AJW-14 representative for the location(s) to make the prototype installation and test. This request should be made a minimum of 30 days in advance of the required testing.
k. Develop a draft of paragraphs 7, 9, 14 and 15 of the SSM – System Support Modification or EEM – Electronic Equipment Modification (materials, special tools and test equipment, modification procedures and test after modification) per the latest version of FAA Order 1320.58.
l. Install and test the modification, submit a report on test results and findings, make design corrections if necessary.
m. Prepare general cost estimate for nationwide implementation.
n. Complete the draft modification in accordance with the latest Order of 1320.58. Include all the required paragraphs and draft instruction book changes to incorporate the modification.
o. The FAA will formally accept or reject the test report and the draft EEM, SSM
(System Support Mod), or SDR (System Documentation Release). If rejected, the additional work required shall be identified in general terms.
5.2.2.1.3 Production Package Development Phase: This phase of a project normally results in two documents. A Purchase Description for acquisition of materials, and the final SSM/EEM documentation.
