About this file

This document is a Statement of Work (SOW) for a federal contract opportunity from the Fermi National Accelerator Laboratory (FNAL) to provide all-weather, 24/7 drone infrastructure services for situational awareness, security, site inspections, and contingency response.

The SOW outlines the scope of services required, including supporting operations across FNAL's 10-square mile facility, both above ground and in subterranean environments. Key requirements include providing a tailorable, autonomous, multi-platform/multi-sensor drone system that integrates with FNAL's existing security systems. The system must enable remote viewing, package/supply delivery, and performance monitoring. The work will be completed in five phases, with above-ground operations as the priority. Licensing, emergency response, access, and quality requirements are also detailed. The related federal contract opportunity has a solicitation number of 357835-MTC, with proposals due by August 30, 2024 and questions accepted through July 31, 2024.

SCOPE OF SERVICES

1.1 Introduction

The Fermi National Accelerator Laboratory (FNAL) is requesting proposals from drone technology organizations to provide all weather, 24-7 drone infrastructure supporting situational awareness, security, site inspections, and contingency response services. The services will need to support operations throughout a ten square mile facility, both typical United States Midwestern terrain and subterranean environments.

1.2 Background

Since 1967, Fermilab has worked to answer scientific and other fundamental questions and enhance our understanding of everything we see around us. As the United States' premier particle physics laboratory, we do science that matters. We work on the world's most advanced particle accelerators and dig down to the smallest building blocks of matter. We also probe the farthest reaches of the universe, seeking out the nature of dark matter and dark energy. Fermilab's 2,160 employees include scientists and engineers from all around the world. Fermilab collaborates with more than 50 countries on physics experiments based in the United States and elsewhere.

Fermilab's 6,800-acre site is located in Batavia, Illinois, and is managed by the Fermi Research Alliance LLC (FRA) for the U.S. Department of Energy Office of Science (DOE). FRA is a partnership of the University of Chicago and Universities Research Association Inc., a consortium of 89 research universities.

1.3 Overview

The Fermilab Security Department within the Security & Emergency Management Division (SEMD) shall establish a comprehensive drone program to provide the Fermi National Accelerator Laboratory with an autonomous drone infrastructure that provides situational awareness for security, various types of inspection capabilities (Environmental Safety and Health (ESH) / Infrastructure)(verification of integrity of roofs, pipes, fences, etc.), contingency response in support of security / emergency responders, and logistics supply (security posts) on the installation for above ground and subterranean environments. The suitable infrastructure must enable a 24/7 all weather persistent presence able to respond and provide / deliver critical information to FNAL decision makers. The intent is to produce an infrastructure that is tailorable and thus exportable to other DOE, USG, and civilian sites / agencies for the purposes of a malleable program over time. The FNAL solution will be an autonomous, multi-platform / multi-sensor capable integrated system that will provide live video feed to the Security

Operations Center (SOC) for remote viewing on FNAL devices for emergency responders as well as package / supply delivery where applicable on the installation. The infrastructure will provide for autonomous recharge of the platforms (drone), auto load of user selected sensor payload, and performance metrics to determine the health and future maintenance of the employed architecture. The FNAL solution will be integrated to existing FNAL security systems (AXIS camera platform / Acoustic Threat Detection (ATD)), while maintaining the ability to operate when other systems become inoperable. Initial employment will utilize visual line of sight (VLOS) protocols within approved airspace under pilot command and control. Under this configuration, charging, and sensor payload selection and mounting will be conducted by trained personnel. As software and hardware matures, functions will migrate to autonomous operations.

Upon approval of the Federal Aviation Administration (FAA) beyond VLOS (BVLOS) regulations, FNAL drone operations will fully migrate to complete autonomous (w/ pilot override). Vendor will be required to perform maintenance and routine inspections.

This document provides the minimum specifications and requirements to be met by the drone technology organization. By this reference, FNAL expressly reserves the right to amend, modify, and reissue orders, directives, and other instructions pertaining to the responsibilities of the drone technology organization.

1.4 Scope of Contract

The Subcontractor is to furnish all labor, supervision, safety, and material necessary to comply with any applicable scope of work, specifications, and drawings provided by authorized personnel of FNAL. The Subcontractor is responsible to coordinate all work with existing conditions, schedule, and operations of FNAL, and to complete the work in the time required by FNAL and in accordance with the purchase order requirements.

Due to the complex nature of this project in conjunction with federal approvals, this project will need to be completed in phases. Each phase needs to be fully approved by SEMD before the next phase can begin.

1.4.1 Phases

This project is a multi-year / multi-phase project. We plan to conduct this project in five phases with above ground operations as the priority. Subterranean project implementation will commence at a date TBD. (Note: Improvements to software / hardware installation are phase independent. FNAL will be afforded with most current secure software and modern version of all hardware at the time of project end. These items should be codified on a joint calendar to ensure maximum participation and limit disruption. Drone company must present their DFARS Compliance Certification, and subsequently update SPRS to depict compliance before moving to Phase III
