About this file

This is a Questions and Answers document issued by the Delaware Department of Transportation addressing clarifications regarding the Emergency Sidewalk Snow and Ice Removal contract (DOT2619-EMER_SSIR). The procurement involves rental of equipment and operators to clear snow and ice from sidewalks, shared-use paths, crosswalks, curb ramps, and other pedestrian facilities statewide across four districts (North, Canal, Central, and South). Work must be performed to bare pavement following a minimum three-inch snow accumulation, with snow appropriately placed within the right of way. The initial contract term is five years from execution. The document confirms that mobilization bonuses are paid only once per contractor per storm event based on initial mobilization to the event, not for daily mobilization or per location. Multiple clearing and deicing passes directed by the Delaware Department of Transportation will be fully compensable unless poor contractor performance necessitated the additional passes.

Pricing under the contract utilizes daily work records with unit rates for personnel, equipment, and materials, with a 5% markup covering daily mobilization and return travel or demobilization time. Item 6 of Section A addresses periodic price adjustment requests for labor, fuel, insurance, equipment, and material escalation, subject to the Director of Maintenance and Operations' discretion. Material unit prices are paid for opened and completely used 50-pound bags of deicing material. No subcontracting is permitted under this contract. Tandem-axle dump trucks will be used to transport snow to Delaware Department of Transportation-specified locations when snow cannot be stored in the right of way adjacent to sidewalks. Standby time between active snow-clearing passes will be compensated with clear start and end times established by the agency, and direct travel time between assigned locations within the same work day is compensable at the contract hourly rates.

No, see response to Q1.
