All successful IDIQ contractors shall participate in an annual roundtable discussion at no cost to the Government. It shall be planned and facilitated by the DOL Building Management Division, which will be a form of discussion to generate and implement lessons learned into subsequent FY construction programs targeted at improving the DOL construction program. The objectives will include but not limited to increased efficiency, technical accuracy of procurement documentation, and higher quality at less cost. In addition the roundtable discussion is an opportunity for the participants to get together in an informal setting to examine customer relationship management issues as they relate to the implementation of construction initiatives at the DOL facility. The duration of each FY roundtable discussion is anticipated to be one full business day.
Participants will be required to attend the mandatory roundtable discussion that will be held at the DOL facility, and to prepare documentation explaining cause and effect, examples of problematic areas, and to recommend multiple solutions to resolve the issues in subsequent FY programs.
C.4 General Construction Services: Construction work required by the Contractor will involve all trades normally utilized in construction, to include but not limited to, installation and movement of heavy equipment, electrical, plumbing, mechanical, masonry, carpentry, sheet metal, and painting. The Contractor shall manage, administer, supervise and inspect the construction. The coordination and supervision of all work shall be the Contractor's responsibility.
a) Record Drawings
During performance of the work the Contractor shall have on hand and shall maintain a current record of all changes and corrections that deviate from the approved Construction Documents, Submittals, and Scope of Work. The Contractor shall record changes and corrections on the
Construction Documents and shall submit the As-Built Drawings in the form of “red line” drawings in both Hard Copy and AutoCAD Format to the Contracting Officer upon completion of the project. The Government does not guarantee the accuracy of any existing record drawings that it may be appended to the Task Order, Contract or Scope of Work. The Contractor is solely responsible for the verification of all existing conditions and As-Built Drawings issued with the contract.
b) For all Task Orders requiring Construction Documentation including Drawings and Specifications the DOL general
AutoCAD format requirements apply.
Electronic AutoCAD drawing files shall be submitted in the following two formats:
Format-1: Drawing files shall include all externally referenced and base files.
Format-2: Drawing files shall include all externally referenced and base files BOUND into a single electronic file using the “Insert” method (described below). Use XBIND to add individual xref-dependent named objects to the local definition table. There are two methods of binding xrefs to the base drawing. They are “Bind” and “Insert”. Bind alters the definition table names of an xref and attributed blocks within the Xref when it is inserted. Insert does NOT alter the definition table names of an xref and attributed blocks within the Xref when it is inserted. To bind a nested xref, you must also select the parent xref.
The Contractor shall use the “Insert Method” to bind xref files to the base drawing file. It is critical that Xref-dependent named objects and attributed blocks are not changed from their original block name. This shall allow the drawings to be incorporated into an automated facilities management platform as a single file while maintaining the data integrity for Xref dependent objects and attributed blocks. The A/E contractor must use the “Insert Method” for the Format-2 submittal.
All externally referenced (Xref) files shall NOT include a pathname associated with them,
c) Verification of Dimensions
The Contractor shall be responsible for the coordination and accuracy of the work. The Contractor shall field verify all dimensions and advise the
Contracting Officer Representative (COR) of any discrepancies, conflicts, and risk prior to proceeding with any phase of the work. Where exact locations are not given for the positioning of equipment and devices, they shall be positioned to permit easy access for maintenance and for removal and replacement of component parts and shall comply with all codes and ordnances.
i) Physical Data. Data and information furnished or referred to below is for the Contractor’s information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.
ii) Physical Conditions. The indications of physical conditions on the drawings and in the specifications are the result of site investigations.
iii) Inspection of Sites or Buildings. It is the Contractor’s responsibility to ascertain possible conditions at the site, including such things as elevator size and capacity, exiting building materials and components, etc.
iv) Weather Conditions. The Contractor shall have made an investigation of weather conditions, which might occur during the construction period.
v) Standardization. Where two or more items of the same type or class of equipment furnished in this project are required, the units shall be products of the same manufacturer and shall be interchangeable when of the same size, capacity, performance characteristics, and rating. The only exception to this requirement is where the items are interchangeable due to conformance with industry standards (valves, fittings, etc.); they need not be by the same manufacturer. This requirement applies to all manufactured items in the project, which normally require repair or replacement during the life of the equipment.
vi) Existing work shall be cut, drilled, altered, removed or temporarily removed and replaced as necessary for performance of work under this contract. Work that is replaced shall match existing work. Structural members shall not be cut or altered, except where noted on drawings and where alterations to existing structural systems are approved and sealed by a registered practicing Structural Engineer, if there are no engineered changes to structural systems will be vetted by SMEs and approved with authorization by the COR. Work specified as “existing to remaining” but is damaged or defaced during performance of work shall be restored to the condition existing at time of placement of the task order. Work out of alignment when exposed by removal of existing work shall be called to the COR’s attention.
vii) New Work. Unless otherwise noted or specified on the task order new work shall correspond in all respects with that to which it connects, or to similar existing conditions, in materials, workmanship and finish.
d) Coordination with Government Activities
The Contractor in coordination with the COR shall be responsible for the coordination of the work with all state and local government entities regarding EPA, disruption of utilities, traffic, etc.
i) If it becomes necessary to interrupt daily operations of the facility in order to perform the work, the contractor shall submit a detailed “Maintenance of Operations Plan” illustrating in detail the impact of the work on daily operations and how the contractor will phase the work to minimize the impact of the work. The Maintenance of Operations Plan shall be submitted in conjunction with the Project Delivery Schedule (PDS). Permission to disrupt the facility’s daily activities must be approved in writing by the Contracting Officer and the COR seven (7) working days prior to the commencement of the work determined to cause the impact. COR written requests for street closing shall be submitted for approval of the
COR seven (7) working days prior to closing the street.
ii) Temporary interruption of essential and daily operations due to the performance of the work shall be scheduled in consultation with the COR and the Integra
