Small Business Subcontracting Plan Template

FAR 19.704, Subcontracting plan requirements
FAR 52.219-9, Small Business Subcontracting Plan (July 2013) – Alternative II (October 2001)
In accordance with FAR 19.704 and FAR clause 52.219-9, the offeror representing a large business shall submit a Small Business Subcontracting Plan in response to this solicitation, which shall address the broadest possible scope of small business participation, including all eleven (11) required elements of the plan.
The offeror representing a large business shall submit a Small Business Subcontracting Plan, based on the Small Business Subcontracting Plan template in Section J, which separately addresses subcontracting with small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The offeror shall submit the Small Business Subcontracting Plan as part of the ContractPrice Volume. The plan shall be included in and made a part of the resultant contract.
Subcontracting Goals
The Contracting Officer has determined appropriate subcontracting goals for this acquisition, to be based on the total subcontracting amount proposed by the offeror. The goals in Table 1 represent the percentage per small business category out of the offeror’s proposed overall subcontracting amount. These goals are considered to be minimum allocations per category, and categories are not mutually exclusive.

Note: Subcontract dollars may be attributed to as many categories as are applicable. (Example: WOSB & SDB also count as SB) For example:

Contractor decides that 10% of his contract needs to be subcontracted, which would be $10
The following dollar thresholds would apply in this situation-
SB- $6
SDB- $1.10
WOSB- $0.70
HZSB- $0.30
SDVOSB- $0.30
VOSB- $0.30
The offeror representing a large business shallshould:
· Propose goals that are equivalent to or greater than those recommended by the Contracting Officer.
· Clearly state the proposed goals and dollars for each small business category in the plan.
· Provide cage codes for the primary bidder as well as all proposed small business subcontractors.
In no case are “zero” goals acceptable; fFailure to submit a small business subcontracting plan that meets the percentage requirements (goals) set forth by the Contracting Officer for all small business categories may render the proposal non-responsive result in a less favorable rating than a small business subcontracting plan which does meet the goals.
Subcontracting Reporting
The offeror representing a large business shall agree to enter, and ensure that its subcontractors enter, the required subcontracting reports into the government-wide Electronic Subcontracting Reporting System (eSRS) in accordance with the instructions provided with eSRS. Prior to final payment, the successful contractor shall submit their small business utilization figures, to the DOL Contracting Office (address on page 1 of this solicitation) for use in determining how well the successful awardee adhered to their proposed subcontracting plan and for use in determining the company’s overall performance evaluation.
Subcontracting Plan Evaluation
The CO will evaluate the acceptability or unacceptability of the Small Business Subcontracting Plan prior to evaluation of the proposal by the Government.
For a subcontracting plan to be deemed acceptable, the offeror representing a large business shall respond to all eleven (11) elements of FAR 52.219-9. In addition, the offeror representing a large business shall demonstrate a commitment to small business subcontracting and its extent of participation in compliance with the associated regulations. The offeror representing a large business shallshould submit a plan, which will meet or exceed the percentage requirements (goals) described in this section for small business, small disadvantaged business, woman-owned small business, HUBZone small business, veteran-owned small business, and service-disabled veteran-owned small businesses. Failure to meet the subcontracting plan requirementsgoals may cause the proposal to receive a less favorable rating than a small business subcontracting plan which does meet the goals be non-responsive and ineligible for award.

Item A: Enter the total proposed value of the contract for each year.
Item B: Enter the total amount to be subcontracted for each contract year. Calculate the percentage of line A.
Item C: For categories (1) thru (6), enter the dollar amounts to be subcontracted to each category of small business. Small business categories are not mutually exclusive; subcontract dollars may be attributed to as many categories as are applicable. For example, the dollars subcontracted to a self-certified woman-owned and service-disabled veteran –owned small business that is also certified by SBA (on PRO-NET) as a small disadvantaged and HUBZone business should be counted in each of the six categories. Calculate the percentage of line B.
