Clarification for non-production environment (1)
Section C, 1.3.3, "Implementation"
Requirement R0017 states, "The test environment(s) used for System Integration Test, Performance and Volume Test and Parallel Test shall exactly replicate the production environment." Must non-production environments exactly match the same hardware and configurations for production, or can they be logically the same to satisfy the requirement?
For the purposes of system integration, performance, volume, parallel, and acceptance testing, OWCP expects the test environments to exactly replicate the production environment in terms of the hardware and software installation, implementation, and configurations. OWCP recognizes that the test system data will vary from the production system data.

Encrypted disks
Section C, 1.3.3, "Implementation"
Is it a requirement that DOL be on its own set of encrypted disks, or can they share encrypted disks with other federal agencies?
There is no mention of “encrypted disks” in Section C, paragraph 1.3.3. Section C.3 of the RFP contains WCMBP Information Security Standards requirements.

Clarification of requested project schedule
Section C, 2.1.1, "Transition-In"
Requirement R0046 asks for a "fully loaded Project Schedule.” Is the DOL expecting this as part of the RFP response or once the award is granted and the Contractor has met with the DOL SMEs to develop all the requirements?
OWCP expects the Offeror’s draft project schedule, delivered with the proposal, will include the tasks required to meet all requirements based on the Offeror’s work breakdown structure (WBS). Each task will have an effort estimate and a resource list with availability for each resource. OWCP expects the final project schedule to be fully resource-loaded and delivered to the Government for review and approval 60 days after contract award. The Government will work with the awardee to baseline the project schedule within 60 days after contract award.

Clarification of "user-friendly"
Section C, 2.1.2, "Requirements Analysis"
Requirement R0054 states, "The Contractor shall propose “user friendly” features and characteristics as part of the requirements capture process.” Can the DOL clarify or expand on this requirement?
For all parts of the WCMBP system user interface (UI) that OWCP users, web portal users, and call center users access, the controls, inputs, and transitions should be intuitive, clearly labeled and supported by field-level and mouse-over explanations and help. The web portal is also expected to comply with Section 508 of the Rehabilitation Act, as amended

Claim file customization
Section C, 2.1.3, "Customization"
Regarding requirement R0060, Is it the DOL’s expectation that the contractor shall use the DOL existing Claim file layouts/format and translate these as required into the format that the contractors WCMBP systems use and also return these files to the respective DOL entities, in the format that the DOL entities systems can accept?
Yes. OWCP expects the Contractor to accept the existing program interface files for both inputs from and outputs to the OWCP programs.

Can the DOL provide the file layout for each of the entities from whom we will receive a daily file?
These ASCII formatted file layouts will be provided to the awardee as a portion of Government-Furnished Information during the requirements elaboration activities.

Section C, 6.3.1, "OWCP Imaging Services," Data Transmission
Requirement R0279 states, "Image and index data shall be pulled from the contractor site via a VPN connection using standard File Transfer Protocol (FTP)." Will the DOL accept SFTP (Secured File Transfer Protocol)?
No, standard FTP should be used.

Clarification for non-production environment (2)
Section C, 26.2, "Implementation"
Requirment R0850 states, "The Contractor shall provide isolated environments that exactly replicate the Production processing environment and functionality, to be used to develop, test, and train for the changes made to the WCMBP." Must non-production environments exactly replicate the same hardware and configurations for production, or can they be logically the same to satisfy the requirement?

Section J Attachment 4, "Conformance Matrix"
Lines are included for L.4.3 (Revised Proposals, lines 229 and 230) and L.4.4 (Protests, lines 231 to 232), but Section L stops at L.4.2. Please clarify.

L.3.1.4 asks for redacted copies that do not include company names, POCs, and/or logos. Could we use black “highlighting” to cover such information and submit PDFs on the CD? This would eliminate the possibility of accidentally removing the opaque marks before printing a redacted file.

Yes, the “CLIN Structure” worksheet in Attachment 1 is for informational purposes only and cost should not be included in this worksheet. It is the Government's intent that the Excel workbook labled Section J - Attachment 1 be used to submit proposed pricing.

Section J - Attachment 1 "Mailroom XXX7" Worksheet, Tab 9
Table 1 in Section B.2 of the RFP identifies the CLIN groups 001-006 and does not include 007. Please clarify whether the "Mailroom XXX7" worksheet in Attachment 1 is a duplicate of "Mailroom XXX5" or if the government intended to include an additional CLIN.
Mailroom xxx7 is a duplicate. DOL corrected Section J Attachment 1 in Amendment 3.

Operational Volumes
Could the government please provide a breakdown of the operational volumes by medical versus pharmacy in the following categories: Bills Processed, Bills Returned, Call Center Calls, Call Center Minutes, and Authorizations Processed?

Program Manager
The RFP states: "During the Implementation phase, the Operations Manager is responsible for managing (planning, directing, monitoring and correcting) the personnel and activities supporting overall WCMBP design, development, and implementation. The Operations Manager interfaces with the Government PM and COR. The Operations Manager has authority to hire and terminate employees and make operational decisions that have financial impact." In the Description of Duties section, the RFP makes reference to the Operations Manager. Please confirm that the referenced position title should be Program Manager.
Yes, the referenced position title should be Program Manager. This is updated in Amendment 3.

Section 1.3.2 - Requirement R0003
Historical Audit Numbers & Mandated Audit
"The Contractor shall participate in audits (including adhoc audits) performed by DOL and its independent auditors, which may include IT security, financial statements and FISCAM, among others." Could DOL provide some historical data on the number of audits that are performed annually, as well as any recurring audits that we would be expected to support?
An annual SSAE-16 audit is conducted in the spring. In addition there are occasional FISMA audit requests normally less than once per year. These audits are separate from the security requirements for annual self-assessments.

Deputy Program Manager
In the Description of Duties, the RFP references the "Implementation Manager." Please confirm that the referenced position title should be Deputy Program Manager.
Yes, the referenced position title should be Deputy Program Manager. Amendment 3 includes the corrected PWS section.

Under Description of Duties, the RFP references the Technical Operations Manager, who is to assist the Operations Manager. Please confirm that all references to Technical Operations Manager should be Technical Manager, and all references to Operations Manager should be Program Manager.

Deliverables
The requirement states: "The Contractor shall develop and maintain all documentation for each functional and operational area, and provide the most current versions of that documentation to the Government." Please provide a list of documentation required outside of the formal deliverables defined in Section F.
Documents/reports developed as a result of the Contractor’s proposed Fraud and Abuse program/approach will be required and have been added to this table in Amendment 3.

The requirement states: The Contractor shall generate all external correspondence based on the Government-approved templates for all OWCP programs." How many government approved templates exist currently?
There are currently 102 government-approved letter templates.

Size of Existing Data
The RFP states: "Existing data, provided by the incumbent (with Government oversight), shall be converted by the Contractor and migrated to the test environment before this end-to-end test period begins." Please provide the size information for the data to be converted per the following:

1. What is the total size of the 7 years of bill information that is online?

2. What is the total size of all data for life?

3. What are the total number of images and the size of image database?

1. Total size of online bill data is approximately 150GB

Phone Line Transition
The requirement states: "The Contractor shall coordinate transitions from existing to new phone line services when required." Please confirm if the transition is referring to the Call Center phone numbers? Are there any other phone lines as part of this contract that need to be transitioned?
Transition refers to all toll free numbers that can be transitioned. All current telephone numbers are listed in Section C.27.3 Table 3.

Responsibility of Brochure
The RFP states: "The Contractor shall coordinate the development and dissemination of Government-approved informational brochures to all affected parties prior to transition." Who is responsible for developing and disseminating the informational brochure? If the Contractor, is the dissemination expected by mail and other means?
The programs develop the transition information and the contractor is responsible for disseminating these materials via mail.

Provider Re-enrollment
The RFP states: "The Contractor shall develop, submit, for Government approval and maintain comprehensive Provider and Claimant Outreach Plans that detail plans to educate providers and claimants about the transition to new WCMBP services, re-enrollment processes, and ongoing WCMBP operations." Please detail the provider re-enrollment requirement. Do all the providers need to re-enroll as part of this transition to the new system. If not, which providers need to re-enroll, when, and how many?
OWCP does not require a blanket provider re-enrollment with operational implementation of the awardee's system. Provider re-enrollment is addressed in Section 15 of the PWS.

Section B.2.3, Service Enhancements
Service Enhancements Pool
The RFP states: "Service Enhancements: A pool of 12,000 hours per operational year to cover enhancements requested by the Government. The total pool of enhancement hours will be prorated based on the number of months of operations during years of mixed implementation and operation." For contract years where less than 12,000 hours has been used for service enhancements, will the remaining balance roll forward to the next year?
The Government intends that any unused hours from the pool of 12,000 per operational year shall roll forward to the next operational year.

L.3.2.7.3 - Subcontracting Goals
Subcontracting Goals - Second Tier Subcontractors
May second tier subcontractors (e.g., subcontractors to subcontractors) count toward the Prime Offeror's small business subcontracting goal?
Yes, as long as the prime contractor ensures it is reflected in the ESRS reports.

L.3.2.7.3 - Subcontracting Goals
Subcontracting Goals
The RFP states: "The contractor shall decide how much opportunity will be available for subcontractors, then apply the percentile against the subcontracting opportunity." As a graduate of the 8a program, we understand the value of small business subcontracting goals. The way the requirement reads, it would allow contractors to not subcontract any dollars to small businesses by self-performing all of the work. Will the government consider revising the subcontracting goal to focus on total dollars subcontracted rather than mandating a percentage of dollars subcontracted to small business?
No. The Small Business Administration mandates subcontracting requirements for all Federal Agencies. The Department of Labor establishes its subcontracting goals to ensure meeting the SBA’s requirements. Please be advised that the contractor selects the amount of subcontracting opportunity available.

F.2 - Periods of Performance
Option Periods
The RFP states: "The Government anticipates this contract to be effective for a 12-month period from the date of contract award, with the Government's unilateral right to exercise up to six (6) option periods. Award Terms 1 and 2 are based on contract performance during Option Periods 1 through 4." Will the Government please identify the criteria for the execution of the option periods?
Consistent with the applicable FAR provisions, the Government will exercise the options listed in the contract if it is in the best interest of the Government to do so.

The Government will determine whether to award the final performance periods - Award Terms 1 and 2 - based on the award term plan in Section H.

Bill Data for Migration
a) How many years of bill history data is available for migration?

b) Is the Government aware of any data layout changes in the system over the years since CBP has been in production?

a) Approximately 11 years of bill history data

b) Yes. There have been some layout changes in various files over the years since CBP has been in production. The government does not maintain statistical data on the exact numbers and types of data layout changes over the years. Approved changes to data files have been applied to the whole database at the time of approval.

a. Tagged Image File Format (TIFF) Group IV format at 200 x 200 dots per inch (DPI)/pixels per inch (PPI) which is an open standard.

The requirement refers to an end-to-end test period. Please confirm that this is also referred to previously in R1125 as the System Integration Test period.
Yes, R1130 refers to the System Integration Test period.

RTM
The requirement states "The Contractor shall develop and submit a requirements traceability matrix (RTM), as part of its requirements specification that includes all Government-approved requirements," and goes on to say that the RTM contains traceability to test cases and is also used to develop test cases. Please confirm our understanding that initial RTM delivery at time of requirements specification deliverable will not include test cases until such time that they are created as part of the test process per R0058 bullet #4.
Yes. The Government agrees that the RTM may be updated in alignment with system implementation tasks, however acceptance and approval of the RTM will not occur until it is complete. The Government expects to review the template with the Contractor and then provide reviews as interim updates are made available.

Testing
Please clarify that "integration" test methods listed refers to testing performed in the previously mentioned "System Integration" test period per R1125.
Yes. This requirement includes both Implementation and Operations phases, so the reference to R1125 is correct as far as Implementation is concerned. During the Operations phase, system changes will also require integration testing, depending upon the scope, prior to migration to the Production system.

Volume and Performance
Please define volume test and performance test. Is volume to refer to testing of production level volumes of bills (load, process, payment) and performance test the verification that the screen response times of the system under load (some # of users performing activities to support proposed volumes) is acceptable?
Volume and performance tests focus on “how much” load the system can handle. Volume tests collect performance-related metrics for variety of loads and major activities that a system is expected to encounter in Operations.

Volume testing is used to analyze performance (response time under different loads; resource utilization) and scalability (throughput) of the system.

Volume and Performance testing is used to determine the CBP system’s behavior under both normal and anticipated peak load conditions, as well as to measure the response time of transactions and verify that performance requirements are met for the load conditions.

Please provide an FTE count by project phase and sub phase of OWCP personnel who will be available to the contractor for the purposes of requirements validation, design reviews, testing, and operations readiness.
Government subject matter experts will be provided depending upon the implementation task and awardee’s project management plan, particularly the Government-approved project schedule. There will be at least one SME from each program and three members of the OWCP Project Management Office available for most tasks.

This reference concerns user interfaces, which may be web-based depending on the Offeror’s technical solution.

Requirements Analysis
Our understanding is that the RFP and the RSDs provide the complete set of functional and non-functional requirements to be met by the system. Does OWCP anticipate an additional period of time to identify additional requirements or to derive / decompose the current requirements?

Please clarify the statement "as a baseline for developing detailed WCMBP requirements" in requirement # R0052.
