1 Is there an incumbent currently performing the services outlined in the pre-solicitation notice, or is this a new requirement?

There is an incumbent that is currently providing the administrative services outlined in the PACS requirement. The program management and clerical services are new requirements to be provided under PACS.

2 What are the name(s) and contract number(s) of the contractor(s) on the incumbent contract(s)?

The incumbent, Aspen of DC, Inc., is providing services under contract 2010C_10007 for Functional Category 2.

3 When does the incumbent contract(s) expire? Contract 2010C_10007 expires on May 23, 2013.

4 What is the incumbent(s)’ FY2012 contract value(s)? The current contract is an IDIQ. The total contract ceiling is $5,000,000.

5 Is the incumbent eligible to bid on the PACS requirement? Yes.

6 If there are incumbent personnel, please provide the Service Contract Act (SCA) categories currently in use or the GS equivalent with step level.

The Service Contract Act categories are as follows: Secretary II, Personnel Assistant III and Administrative Assistant.

7 Was a Request for Information (RFI) issued for this requirement? If so, was there a down-select?

A RFI was not issued.

8 What is the estimated release date for the Request for Proposal (RFP)? The RFP is anticipated to be released on or about November 01, 2012.

9 Will this solicitation be posted on Mission Oriented Business Integrated Services (MOBIS) Schedule? If not on MOBIS, will this solicitation be posted on the General Services Administration (GSA) Schedule?

No, the RFP will be released via FedBizOpps (https://www.fbo.gov).

10 Will PACS be competed under 8(a) Streamlined Technology Acquisition Resources for Services (STARS II) or as an 8(a) Blanket Purchase Agreement (BPA) Indefinite Delivery Indefinite Quantity (IDIQ) contract?

No, the RFP will be released via FedBizOpps (https://www.fbo.gov).

11 From what organization inside the Office of Justice Programs does this requirement arise? Is the place of performance the OJP spaces located in Washington DC, some other United States Government (USG) spaces or the contractor facility?

The requiring activity is the OJP, Office of Administration (OA), Acquisition Management Division (AMD). The place of performance is the OJP Bureaus and Offices located in Washington, DC. The contractor(s)’ facilities may be utilized for program management services.

12 What specific Department of Justice (DOJ) or DOJ component company past performance or key personnel experience is anticipated to be required?

Past performance and/or key personnel experience requirements will be outlined in the RFP.

13 Where is the place of performance for the services to be provided for this requirement?

14 Will the Government release a draft Statement of Work (SOW) to industry prior to the release of the solicitation?

No.

15 Will companies be permitted to submit proposals for more than one functional category? Is an Offeror permitted to bid on all of the Functional Categories?

Yes, companies are permitted to submit proposals for more than one functional category.

16 To maximize competition, will companies be prohibited from participating in more than one functional category?

See response to question #15.

17 What is the estimated number of personnel in each functional category? At this time, we do not have estimated personnel information.

18 What is the estimated budget for this requirement? We do not provide budgets for requirements.

19 What are the list of items, schedule of requirements, scope of work, terms of reference, and bill of materials required?

This information will be outlined in the RFP.

20 Will the successful Offeror be required to have a Facilities Clearance and if so, at what level?

Security clearance requirements will be outlined in the RFP.

21 Are the services to be provided by PACS construction related work? No.

22 What level of security clearance is required to execute the tasks outlined in the SOW? If not, is a National Agency Check with Law (NACL) only required?

Security clearance requirements will be outlined in the RFP.

23 Is there an extension of the proposal bidding deadline? No, the RFP has not been issued.

24 Is there an addendum or pre-bid meeting minutes? No.

25 Will these two resulting contracts from the solicitation be the only vehicles for PACS, or will there also be an Unrestricted competition sometime soon?

The two resulting IDIQ contracts will be the only contracts for PACS.

There will not be another unrestricted competition for the services provided by PACS.

26 What will the source selection approach be? Will it be Best Value, Lowest Price Technically Acceptable, etc.?

This information will be outlined in the RFP.

27 What are the names of countries that are eligible to propose for this requirement?

Companies that are U.S. owned and operate in the U.S. are eligible to propose for this requirement.

28 Does the Government contemplate an award date within the second quarter of FY 2013?

Yes.

29 What is the estimated ceiling for each IDIQ contract? Ceiling information will not be provided at this time.

30 How many task orders are anticipated in the first year per task? There may be approximately 10 task orders issued. This is not guaranteed.

31 Will all components of the Justice Department be able to utilize these IDIQs?

No. Only the OJP Bureaus and Offices will be able to utilize the PACS requirement.

32 Will there be a minimum order size for each task order? This information will be outlined in the RFP.

33 Is this a staff augmentation on an as needed basis or will fulltime staff be utilized to complete the task?

This information will be identified at the task order level.

34 Will a DoD secret or above clearance transfer? OJP does not have the need for secret or above clearances.

35 Are there any travel requirements? This information will be outlined in the RFP.

36 Will one contract supervise the other? For example will the program management task oversee the clerical task?

This information will be outlined in the RFP.

37 Please advise if the activities you anticipate requesting under each solicitation are fully funded.

This information will be outlined in the RFP.

38 Can you advise additional information regarding the Program Management requirement?

This information will be outlined in the RFP.

39 Can you advise the scope of both the administrative services and clerical services requirements?

This information will be outlined in the RFP.

40 Would you reconsider an 8(a) set-aside, in order to enable qualified Small Women Owned Businesses to respond?

No, this is an 8(a) competitive requirement.

41 What is the magnitude of the support, number of FTE’s for each of the three Functional Categories (FCs)?

See question #17.

42 If there is an incumbent(s), have all the options been exercised under the existing contract(s)?

All options have been exercised under the current contract.

43 Will a “Bidders” conference be scheduled? No.

44 Can we request a meeting to discuss in more detail prior to the solicitation release?

No.

45 If incumbent personnel are retained will they need to be re-badged? They will not need a new badge but will be required to update their security paperwork to transition to the new contract.

46 Are there any specific benefits (e.g. training) that the incumbents now have that the prime would need to provide in order to retain the current personnel?

OJP cannot attest to benefits provided by the incumbent. There is no information that will be provided from OJP.

47 Is a security background check and security badge required? If so upon contract award what is the average time to complete a background investigation and secure a badge?

This information will be outlined in the RFP.

48 Are contractors encouraged to fill all positions with employees who have recently been the subject of a Federal background investigation? What level of background investigation would be required?

OJP does not encourage the use of any type of employee. Information about background investigation levels will be identified in the RFP for each task order.

49 Will contractor support require personnel to be placed across all bureaus and program offices?

This information will be outlined in the RFP.

50 Can you provide a high-level overview of OJP technical infrastructure? The technical infrastructure within OJP is diverse. Each task order will identify technical requirements, if applicable.

51 Does OJP require their PMs to be PMP certified? This information will be outlined in the RFP.

52 OJP is looking to strengthen its financial systems and processes by implementing the Unified Financial Management System (UFMS). UFMS is administered by HHS. How will the OJP contractor support this effort?

Each task order will identify the level and detail of support required.

53 Will the contractor be required to support grant processing, provide training, and technical assistance? What type of training would the contractor be responsible for?

54 OJP has targeted information management and technology services for improvement. Under this contract is the contractor required to provide technical support?

55 Under this contract will the contractor be required to support and management the Geospatial One-Stop?

No.

56 Please explain how past performance will be evaluated for teams. Will prime and subcontractor past performance receive equal weight.

57 What is the anticipated size of the procurement? Value? See question #18 and #29.

58 The Federal Business Opportunities (FBO) announcement lists Program Management as a functional area, will there be an Organizational Conflict Interest (OCI) and if so what are the limitations to avoid an OCI?

59 Will there be an initial Task Order with the IDIQ award, or will Task Orders be competed after the initial IDIQ is awarded?

60 If this is a follow-on requirement, can you please indicate how many FTE’s were required for each category on the previous award?

61 Will these positions be subject to the wage determination survey for the Washington, DC area?

63 Will SAM registration for all 561410, 561421, and 561431 be required to compete in FC3

SAM registration is required to do business with the government;

therefore, SAM registration will be required for all functional categories.

64 Are there any limits on teaming/subcontracting? If so, what are they? This information will be outlined in the RFP.

65 What is the contract type (i.e. cost, T&M, FFP) for this procurement? This information will be outlined in the RFP.

67 Is this a bundling of multiple contracts? If so, please provide the contract #’s of those contracts.
