Subject: Request for Proposals (RFP) Number DJJA-06-RFP-0384: Draft Solicitation Document for Review and Comment
Dear Interested Offerors, The United States Department of Justice is requesting comments and/or questions from potential offerors and other interested parties in response to the attached draft solicitation for large jet aircraft for the Department’s Justice Prisoner and Alien Transportation System (JPATS). These jet aircraft, including associated maintenance and logistical services, are being procured under the auspices of Part 12, Acquisition of Commercial Items, of the Federal Acquisition Regulation
(FAR).
Please be mindful that this is a “draft” solicitation, and as such, it could undergo changes before it is issued in its final form. Please also note that portions of the draft solicitation are incomplete because the Government has not yet finished work on some items (e.g., proposal instructions, technical evaluation factors for award, basis for award determination, etc.). Please be assured that in its final form the solicitation will be thorough and complete.
Because this is a commercial item acquisition, the draft solicitation document does not follow the Uniform Contract Format (UCF). However the solicitation’s sections closely mirror the UCF, to wit:

Section IV – Terms and Conditions None
Section V-- List of Attachments Attachment No. 1 Pricing Table: Please note that for Contract

Section E: Language for the award determination will be included in the final solicitation.
It is expected that there will be changes to the final solicitation’s content and formatting;
however, the Government believes that general information provided herein, particularly for the SOW and associated attachments, is adequate for the purposes of receiving public comment.
Please be advised that the Department expects to issue a final solicitation during the late winter of 2007.
Written comments and/or questions for the draft solicitation shall be received by the Contracting Officer by 12 noon eastern time on January 22, 2007, either by e-mail or facsimile. Please make sure that in your response, the corresponding solicitation section number is referenced for each comment and/or question. I prefer to receive responses via e-mail, and they must be e-mailed in any of the following formats:
