Attachment No. 8
Performance Measurement and Reporting The Contractor shall compute and report the following performance measurement standards monthly, in electronic media, via e-mail to the JPATS Contracting Officer, in a format determined by the Contractor, for each leased aircraft and for the fleet as a whole.
I Aircraft Availability Rate:
The Aircraft Availability Rate relates to the days per month that each assigned leased aircraft is available for use by JPATS. This time does not take into account the days the aircraft is unavailable for use by JPATS due to a “Scheduled” maintenance event.
The Aircraft Availability Rate for each assigned leased aircraft will be determined by dividing the total number of days the aircraft was available in the month by the total number of days the aircraft could possibly be available that month then multiplying by 100.
An example would be an aircraft that was available 25 days in a month and could possibly be available 30 days that month. 25 divided by 30 equals .8333, multiplied by 100 equals 83.33% Availability Rate.
II
Dispatch Reliability Rate:
The Dispatch Reliability Rate relates to the ability of each assigned leased aircraft to successfully depart their assigned JPATS main operating site as scheduled.
The Dispatch Reliability Rate for each assigned leased aircraft will be determined by dividing the total number of on-time departures achieved in a month by the scheduled departures for the month then multiplying by 100.
An example would be an aircraft that achieved 19 on-time departures in a month and was scheduled for 20 departures that month. 19 divided by 20 equals .95, multiplied by 100 equals 95% Dispatch Reliability Rate.
III
Mission Completion Rate:
The Mission Completion Rate relates to the ability of each assigned leased aircraft to successfully complete all scheduled flight legs for any specific day.
The Mission Completion Rate for each assigned leased aircraft will be determined by dividing the total number of mission completions achieved in a month by the scheduled missions for the month then multiplying by 100.
An example would be an aircraft that achieved 19 missions in a month and was scheduled for 20 missions that month. 19 divided by 20 equals .95, multiplied by 100 equals 95% Mission Completion Rate.
