Paragraph L.21 of the RFP states QUOTE "Each Offeror shall submit a Quality Assurance and Surveillance Plan (QASP), to be included as an attachment to the proposed PWS, which identifies the minimum performance indicators, indices, and metrics to be used. The measures identified in an Offeror’s QASP shall relate to the FBI’s stated objectives and measures of success, as stated in the Statement of Work (SOW)." ENQUOTE This statement implies that the Government desires offerors to submit Performance Work Statement Statements (PWS) as part of its proposal which are based upon the Scope of Work. HOWEVER, we have not identified any requirement within the RFP or the Scope of Work which requires offerors to prepare such PWS statements.

Does the Government intend for offerors to prepare Performance Work Statements based upon the Scope of Work?

A Performance Work Statement (PWS) is not required, and Section L.21 is revised, in part, to read as follows: “Each Offeror shall submit a QASP, which identifies the minimum performance indicators, indices, and metrics used…”

A PWS is not required, as reflected in above Q&A 35. Therefore, the QASP shall be placed in Volume II, Technical, after Factor 3. Also, see Q&A 19 in Amendment #4.

Can the five (5) Facility Monitors be served by a subcontractor?
Yes. The offeror is required to meet all of requirements regarding the (5) Facility Monitors. The offeror must decide on its approach and articulate said approach for evaluation.

Section A, 1.i
This question asks if we have managed facilities with Top Secret clearance or TS/SCI clearance over the past five years. Since the answer to Question Number 13 in the Questions and Answers indicates offerors are not required to submit past performance for contracts that required Top Secret Clearance and TS/SCI clearances, can we respond “None” without penalty or disqualification?
SOW Section A – Project Management Requirements, 1.i is hereby revised to read: “How many facilities requiring TS Clearance and/or TS/SCI clearances does the company have, or has, managed over the past 5-years?” The offeror must meet all of the required security requirements contained in the RFP, including responding to all SOW Section A questions, including this one. All responses will be evaluated in accordance with the RFP.

We respectfully ask if the three year relevant experience be based on years, not months. We have a relevant project but are restricted if based on months and years. (FBI Field Office, DC, 10/02—03/12.) Another potential option would be to increase time to 5 years, which would correspond with Section A.1.i. “How many facilities…over the past five years.”
RFP Section L.28.2 stated, in part, that “The Offeror shall submit information on 3 of their most relevant, recent contracts completed by the Offeror over the past 3 years”. For clarification purposes, the projects would have had to be completed no earlier than 4/22/12 (date RFP issued) or later, or can still be ongoing (e.g., not completed yet).

The answer to Question Number 13 in the Questions and Answers indicates offerors are not required to submit past performance for contracts that required Top Secret Clearance and TS/SCI clearances. Is this correct?
Offerors must meet all security requirements contained in the RFP. As the answer to Q13 in Amendment #3 stated, in part the projects must have been performed in a secure environment requiring a security clearance. It does not specifically state that it needs to be a TS or TS/SCI clearance.

The Scope of Work, Section G, Item a, (page 38) states the contractor “shall maintain a Facility Clearance Level of Top Secret and demonstrate contractor suitability. The FBI will issue a DD-254 upon issuance of the contract.”

Since the answer to Question Number 13 in the Questions and Answers indicates offerors are not required to submit past performance for contracts that required Top Secret Clearance and TS/SCI clearances, can an offeror who currently possesses a Secret Facility Clearance submit a proposal and then apply for the Top Secret upgrade after award?

Offerors must meet all security requirements contained in the RFP. As stated in RFP Section M.1.1, the Offeror must have a Department of Defense (DoD) facility clearance at time of proposal submission and, if it doesn’t, then they will be ineligible for award.

The incumbent, DTZ, maintains these units. This equipment is within scope of this RFP and shall be priced in your FF priced proposal. Also, see Q24 response in Amendment #4.

Description of services—Will the government provide contractor with a CMMS system?
The Offeror is required to provide their own CMMS for their internal use. However the successful offeror will be provided access to the Government provided system for performance related matters.

Yes.

ARK Flash survey and labeling hasn’t been completed on any of the electrical equipment as of yet. Does the Government consider this part of the Base contract or reimbursable?
ARC flash study was completed during the commissioning process. It is not expected that another study would be required during the performance period of this procurement.

The cafeteria was not open for tour. Is there a commercial kitchen and if so, is the equipment covered under base?
There is not a cafeteria in the facility, so it is not a part of the RFP.

Document shredding was discussed on the site visit. Is this included in base contract and if so, how many estimated annual or monthly hours are dedicated to shredding.
Typically it’s 32.0 hours per month. Since it is a part of this RFP, all offeror’s shall include it in their FF priced proposal.

Our policy is to consider, based on Government recommendations, the hiring of key personnel in order to ensure a seamless transition. Given this, can we please obtain key personnel resumes?
No. The Government does not have the authority to provide other contractor personnel resumes to other companies.
