SOW

a) Is Data Center cleaning the responsibility of the contractor?

b) If so, please provide description of the level of service, number of areas, total square foot, and frequency

a) Yes. Cleaning of the data center is within scope of this RFP the same as mechanical and electrical rooms that are also not cleaned by the separate cleaning contract which is not associated with this RFP.

b) Industry standard for data center cleaning is above and beyond mechanical or electrical rooms. This should be understood within the SOW however additional clarification is provided below.

1. Subfloor and Surface Full Clean:

· Surface Decontamination:

· Vacuum underneath of all PDU’s, Pump Stations, Server Cabinets, etc. Use compressed air with 3-Stage HEPA Filtration vacuums within immediate proximity to collect dislodged contaminants to eliminate risk to fire system

· Wipe clean safely accessible exterior surfaces of Fire Extinguishers, STS/PDU Cabinets, Server Cabinets, doors, sills, CRAC Units, handrails, etc. using anti-static solution and microfiber cloths

· Remove all scuff marks, tape and grime restoring the flooring to like “new” condition

· Mop entire floor surface using a mild solution of cleaning solution specifically designed to decontaminate HPL floor tiles and water

· Subfloor Decontamination:

· Remove all floor panels to gain access to subfloor

· Removal of tiles to be limited to 4-6 at a time to mitigate safety hazard. Safety barricades will be utilized

· Perform intense HEPA vacuuming of under-floor plenum to remove contaminants

· Remove all debris from plenum floor surface

· Vacuum and wipe down all stringers, pedestals, cable tray, piping, etc.

· Mop subfloor slab surface to further aid in the removal of imbedded contaminants (will need to disarm water detection)

· Wipe edges of floor panels with damp cloth before reseating

· Ensure all floor panels are properly seated and inline

· Special care to be taken around smoke and fire suppression detectors

· Special care to be taken around refrigerant lines entering pump station

· Report any issues related to structure or poor conditions to client

2. Panduit Cable Duct:

· Wipe interior and exterior of entire duct system which includes the fiber duct, copper duct and power

· Ensure all covers are closed and secure upon completion Areas to be included for this level of attention to be performed annually are:

Data Center Staging Area- 672 SF Data Center- 10,000 SF MDF 1 & 2 (560 SF each) - 1,120 SF

Please clarify if the correct validity date for proposal is 90 days or 120 days?
Section L.27.7 is hereby revised to read “120 days”.

L.27.9 Labor Hours

a) Please explain the intent of this paragraph as Offorers are not required to provide any ‘HOURLY RATES” pricing on the Section B pricing sheets that would allow for evaluation based on this statement - “The Government will take the hourly rates provided for the direct labor categories and then multiply each of them by 1,880 hours per year (anticipated number of hours) for evaluation purposes.”

b) Should this statement be deleted ?

Section L.27.8 is hereby deleted in its entirety.

a) Please review the requirement for offerors to provide all of proprietary internal bid codes and burden centers corresponding to the labor categories in the price volume and consider this information be required of the successful offerer?

b) Will this be requirement be deleted?

The first paragraph, beginning with “This section of the price proposal” through “provide the date of the source”, is hereby deleted.

L.27.2 GENERAL INFORMATION: Do Contractors have to provide a written methodology as well as all pricing spreadsheets for the price proposal?

Yes. The Quality Assurance Surveillance Plan shall be placed in Volume II, Technical, after Factor 3.

L.30 Vol VI Contract Documentation Please confirm that VOLUME VI – CONTRACT DOCUMENTATION shall be submitted back to the Government in only one Original Hard Copy Volume?

The Government requires only one Original hard Copy of Volume VI, but the offeror shall also submit this Volume VI via e-mail by the proposal submission date and time.

Is the Government estimate amount provided in Section B Clin 0003 Repair Liability $300,000.00 per year the amount the Government is budgeting for the for the requirement in the RFP Section F, 5.2, page 31 for each repair up to $25,000 per month?

a) Please confirm if the Clin 0003 Repair Liability ($300,000.00 per year and the Government Required Monthly Materials ($144,000.00 per year) estimates in Section B amounts are provided as estimated budgets that the Government will fund and Contractors are NOT required to include in any pricing for these items in their Firm Fixed Price line items?

b) Please confirm that Contractors CAN include their G&A and Profit/FEE on these estimated amounts in the line items provided on the Section B sheets for those elements?

c) Is the budgeted amount for Government Required Monthly Materials estimates of $144,000.00 per year inclusive of ALL mechanical, etc. materials/supplies for Clins 0001 and 0002?

d) If actual spending exceeds any of the Government estimates on Section B, what will be the method to increase funding?

a) All offerors shall insert the exact dollar amounts listed in CLIN 003 into their FFP proposal.

b) All contractors are to include their G&A and Profit/Fee on the CLIN 003 prices.

c) The $144K/year does not include all mechanical, etc. materials and supplies for CLIN 001 and 002. The offerors are to determine the prices for these within their CLIN 001 and CLIN 002 FFP submission.

d) If actual spending exceeds any of the CLIN 003 estimates listed in Section B.3, which is not expected, then a contract modification would be issued by the Contracting Officer to increase the dollar amount for that CLIN.

SOW Section A Paragraph 1 bullet n

This section refers to factory Certification and factory training on the existing Rotary. Does the bidder have to have this training at time of proposal submission?
Factory certification and training on the existing Rotary is not required until time of performance.
SOW Section G
This section describes the security requirement of the contractor. Do each of the onsite technicians need to possess an active TS/SCI full polygraph clearance at time of award?
No but refer to the response to question 5 in 1st round of questions. All Key Management Personnel must be cleared (e.g., possess a TS/SCI clearance) at time of proposal submission. As stated in the RFP Section L.26.1 and M.3.3offeror has the ability to assume full contractual responsibility at the TSC Liberty Park facility without any degradation to the quality of performance, meet a high confidence factor that the 100% uptime of critical systems will not be at risk, and ensure that all Corporate and personnel matters of security are favorably adjudicated within the first fifteen (15) working days of contract performance( 25% at contract award, 50% within 2 weeks of award and 100% by end of week 3).
General Question
Please confirm that in accordance with FAR 52.22-43, Contractors are to warrant that the prices for each option period in their contract do not include any allowance for any contingency to cover increased costs for which adjustment is provided under this clause and that wage & fringe benefits current on the anniversary date of a multiple year contract or the beginning of each renewal option period, shall apply to this contract.
FAR Section 52.222-43 applies to this solicitation and any resultant contract.
General Question
Will the Government provide the successful offeror with an opportunity for a Request For Equitable Adjustment for Union wages and benefits during the Base Year on April 1st 2015 or should offerors bid in the estimated increase due to the union due to the union increase at that time?
Offerors shall include the estimated increase in their proposal, and note accordingly.

Does the font size of 12 point Ariel standard font applies to the Volume III Price?
Yes.

L.9(i) (3)

a) Can the requirement for offeror’s to print both sides of the paper for submission be removed so that offerors can submit single sided copies?
This requirement is hereby removed, so offerors can submit single sided copies.

Demountable walls-If the customer requests to reorganize the office space by removing and reinstalling the demountable walls, including possible relocation of light fixtures, HVAC supply and return, and fire sprinklers; would this completed on a service order as part of the fixed price contract?

Who is responsible for the preventive maintenance and maintenance service orders for the high density server rack coolers in the data center?
That is within the scope of the RFP, so it would be the contractor that is awarded the contract.

Who is responsible for the security devices (mag locks, electric strikes, card readers, etc.)?
These items are not within the scope of the RFP. The referenced devices are maintained by the Government. This RFP does include high voltage power infrastructure that supply these systems.

Who is responsible for the building management system?
All BMS systems are within scope of the RFP, so would be the responsibility of the contractor that is awarded the contract.

Who is responsible for the maintenance of the gym equipment?
The government may elect to use service orders within scope of this RFP to perform repairs on referenced gym equipment. Scheduled or preventive maintenance on gym equipment is not within scope of this RFP.
