About this file
This file is a questionnaire template for organizations seeking to establish and operate Defense Innovation OnRamp Hubs as sub-awardees under a Defense Innovation Unit (DIU) cooperative agreement. The questionnaire is divided into two sections: Location Questions and Vendor Questions, with submission requirements including company information, CAGE code, UEI, and point of contact details.
The Location Questions require respondents to describe ecosystem strengths and technology verticals aligned with Department of War (DoW) priorities, including Innovation Development Administration (EDA) innovation index scores; demonstrate community commitment to growing the National Security Innovation Base (NSIB) through public-private collaboration and alignment with national guidance; identify test capabilities, military organizations, and veterans within a 100-mile radius of the proposed hub location; and identify existing federal and DoW investments in similar programs within the same geographic radius. The Vendor Questions assess organizational capabilities across eleven areas: business development and mentoring services; industry engagement and innovation ecosystem development; connections with DoW mission partners to identify capability gaps; tech scouting and portfolio development; communications and marketing strategies; delivery of lethal capabilities to warfighters including Independent Verification and Validation (IV&V) and Technology Readiness Level validation; experience with non-traditional and dual-use defense companies; knowledge of DoW demand signals; partnerships and collaborations within the defense innovation community; ability to provide a minimum ten percent cost share of the total award amount (including in-kind contributions); and experience managing large-scale projects and programs.
