About this file

This document outlines the evaluation criteria and considerations for selecting locations for the Defense Innovation OnRamp Hub program, a Department of War (DoW) initiative to establish regional innovation hubs supporting national security technology development.

Hub location selection will be evaluated across four primary criteria categories: Ecosystem Strength, measured using the EDA Innovation Intelligence Index, assesses proximity to private sector technology ecosystems relevant to DoW modernization priorities, workforce and talent availability, and expected near- and long-term defense innovation outcomes. Community Support evaluates evidence of local commitment to growing the National Security Innovation Base through existing investments, potential for public-private collaboration, and alignment with Administration and national security guidance. Existing U.S. Military Presence considers proximity to testing and evaluation assets, proximity to priority military partners, and veteran community strength by population. Other Considerations address geographic and strategic distribution of hubs, alignment with DoW capability needs, assessment of existing federal, state, and local innovation ecosystems to avoid duplication, and resource availability. Funding requirements specify that 10 percent of establishment and sustainment costs must come from local, state, and private sources, with preference for hubs to achieve full self-sustainment within five years. The Director may identify additional relevant evaluation elements beyond those listed.
