About this file

This file is a questionnaire template for organizations seeking to establish and operate Defense Innovation OnRamp Hubs under a cooperative agreement with the Defense Innovation Unit (DIU). The questionnaire is designed to evaluate potential hub locations and the qualifications of applicant organizations.

Location-based questions require applicants to describe ecosystem strengths aligned with Department of War (DoW) priorities, including technology verticals and the Economic Development Administration innovation index score for the proposed county; demonstrate community commitment to growing the National Security Innovation Base through public-private collaboration; identify test capabilities, military organizations, and veteran populations within a 100-mile radius; and document existing federal and DoW investments in similar programs within that geographic area. Vendor-focused questions assess organizational experience and capabilities across eleven key domains: business development and customer identification services, industry engagement and innovation ecosystem facilitation, connections with DoW mission partners to identify capability gaps, technology scouting and portfolio development, communications and marketing execution, delivery of lethal capabilities to warfighters through IV&V and technology readiness validation, experience with non-traditional and dual-use defense companies, alignment with DoW demand signals, partnerships and collaborations in the defense innovation community, ability to provide a minimum 10 percent cost share (including in-kind contributions with identified non-federal funding sources), and experience managing large-scale projects and programs. Applicants must provide standard organizational information including CAGE code, Unique Entity Identification number, and point of contact details.
