About this file
This is a Disclosure of Lobbying Activities Form SF-LLL issued by the United States Department of Agriculture (USDA) for use by federal contractors, grantees, and other recipients engaging in covered federal actions. The form serves as a standardized disclosure mechanism required under 31 U.S.C. 1352 and is used to report any payments made to lobbying entities or registrants for the purpose of influencing federal officers, members of Congress, or congressional staff in connection with federal contracts, grants, cooperative agreements, loans, loan guarantees, or loan insurance. The form requires reporting entities to provide comprehensive information including the type and status of the federal action, the name and address of the reporting entity, identification of any prime contractor (if the filer is a subawardee), the federal department or agency involved, the federal program name and applicable CFDA number, the federal action number, the award amount, and detailed information about any lobbying registrants or individuals performing lobbying services on behalf of the reporting entity.
Completion of the SF-LLL is mandatory for any covered federal action where payments are made to influence the outcome of that action, with initial filings required at the initiation or receipt of a covered federal action and material change reports required when previously reported information changes. The form must be signed and certified by an authorized official of the reporting entity and serves as a material representation of fact upon which the tier above relies when the transaction is made or entered into. Failure to file the required disclosure subjects the reporting entity to civil penalties of not less than $10,000 and not more than $100,000 for each failure. The form is approved by OMB No. 0348-0046 and has an estimated public reporting burden of approximately 10 minutes per response, with the collected information reported to Congress semi-annually and made available for public inspection.
