DIVISION 1 – GENERAL REQUIREMENTS

A. CONTRACT REQUIREMENT

Construct and complete Tucson Substation Stage 02, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western’s Construction Standards (September 2013), including Standard 1 – General Requirements, Standard 2 – Sitework, Standard 3 – Concrete, Standard 4 – Substation Metalwork and Transmission Line Lattice Structures, Standard 5 – Transmission Line Steel Pole Structures, Standard 8 – Glued Laminated Structures, Standard 9 – Substation – Electrical, Standard 10 – Transmission Line – Electrical, Standard 11 – Service Building, Standard 12 – Painting, Standard 13 – Environmental Quality Protection, Standard 15 – Drawings; Standard Drawings; and these Project Specifications and Drawings.

If a conflict occurs between the Project Specifications and the Construction Standards, the Project Specifications shall govern. The Project Specifications and the Drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.

Western’s Project Specifications and Construction Standards are explained in Standard 1 – General Requirements, Section 1.1.1., “Standards and Project Specifications”.

B. DESCRIPTION OF WORK

The principal components of work include three bays of 115-kV energized bus constructed with 230-kV spacing, structures, associated electrical equipment, site grading and development, a new service building, three approach spans, and removing underground utilities, as required in the area of new construction.

1. The principle components of work include the following:

a. Install Government-furnished Equipment (GFE) as follows:

(1) 230-kV power circuit breakers.

(2) 230-kV disconnect switches, including support structures.

(3) 230-kV disconnect switches with grounding blades, including support structures.

(4) 115-kV coupling capacitor voltage transformers, including support structures.

(5) Vertical switchboard sections.

(6) Station battery.

(7) Station battery chargers.

b. Provide (furnish and install) electrical equipment as follows:

(1) 115-kV station service disconnect switch.

(2) 115-kV fuse disconnect.

(3) 115-kV single-phase station service voltage transformers.

(4) 115-kV surge arresters.

(5) Pad mounted station service transformer.

(6) Grounding system, bus system, conduit system, insulated conductor and cables, fiber optics, terminal boxes, outdoor lighting units, and substation signs.

(7) Foundations and structures.

c. Sitework:

(1) Provide cable trench with cable pull box into the building.

(2) Grade yard to mitigate drainage concerns.

(3) Provide gravel surfacing.

(4) Provide security chain link fence and razor wire.

d. Transmission Line Work:

(1) Construct concrete foundations for two three-pole transmission line steel pole structures, and two double-circuit single-pole transmission line steel pole structures with Government-furnished anchor bolt cages.

(2) Install two three-pole transmission line steel pole structures, and two double-circuit single-pole transmission line steel pole structures on concrete foundations.

(3) Remove and reinstall fiber optic cable.

e. Modify one transmission line steel pole structure.

f. Construct new service building.

g. Demolition:

(1) Remove and dispose of existing abandoned foundations in area of new work.

(2) Remove and dispose of pump house, pump house foundation, and associated equipment.

(3) Remove and dispose of warehouse and foundation.

(4) Remove and dispose of existing underground utilities in area of new construction.

(5) Remove and dispose of approximately 2,300-feet of substation fence.

(6) Remove and dispose of approximately 0.25-miles of 115-kV transmission line.

Paragraphs “Description of Bid Items” in Divisions – 1, 2, 3, 4, 5, 9, 10, 11, and 13 describe the work to be performed.

The work is located in Tucson, AZ, as shown on Drawing TUC 0015.

C. DESCRIPTION OF BIDDING SCHEDULE ITEM

1. Bidding Schedule item “Mobilization and Preparatory Work” includes the following:

a. Perform mobilization and preparatory work in accordance with Section H of the contract clauses.

b. Prepare and submit a Construction Schedule and a Safety and Health Program.

c. Provide a jobsite office trailer and the items listed below. Prior to any jobsite work, the

Contractor shall provide the office trailer for the exclusive use of Western personnel.

(1) Office Space Requirements:

(a) Size and Arrangement: At least 250-square-feet (minimum) consisting of two separate rooms (one office and one larger workroom).

(b) Heating and Cooling: Heating and cooling unit sized to provide adequate heating and cooling.

(c) Lighting and Electrical: Adequate lighting and 110-V electrical outlets.

(d) Utilities: Make all arrangements and pay all costs for providing utilities, including potable drinking water, electrical power, and heating and cooling energy.

(e) Toilet Facilities: Toilet facilities shall be provided in the immediate vicinity of the office, and shall be maintained.

(2) Installation: Install anchors and tie-downs for the trailer complying with local, State and Federal regulations. The office trailer shall be grounded. Entry points to the trailer shall be provided with stairways complying with OSHA (29 C.F.R.

§ 1926.1052).

d. Emergency Equipment:

(1) Provide and maintain the following emergency equipment:

(a) First Aid Kit by Affirmed Medical, Inc., Model No. 3503, or equal. Mount to the wall inside the workroom.

(b) Dry chemical fire extinguishers, classified 4-A:60-B:C, one to be located inside each entrance to the trailer.

e. Window Coverings: Provide adjustable mini-blinds.

f. Office Furniture:

(1) Provide good quality, fully-functional, office furniture as follows:

D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK

1. COMMENCEMENT AND COMPLETION: Refer to Section F Clause 52.211-10.

2. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 30-calendar-days for review of drawings or data submitted for approval.

3. COMMENCEMENT OF CONTROL WORK: Do not perform any control board or outdoor equipment wiring until receipt of Government-furnished wiring diagrams. Western will furnish outdoor wiring diagrams, outdoor schematic diagrams, control board wiring diagrams, and control board schematic diagrams no sooner than 20-calendar-days after the delivery of the control boards. Include these restrictions in the Construction Schedule.

4. CONSTRUCTION SEQUENCING AND REQUIREMENTS: The following sequencing and requirements shall apply:

a. The below-listed foundations at the north end of the project shall be constructed first in conjunction with outages described in the "Outage Restrictions" paragraph below:

(1) Foundations for transmission line Structures 0/2, 35/3, and 24/16.

(2) Foundations within the heavy dashed line on Drawing TUC 2200A.

b. Construction of the remaining foundations shall follow completion of those constructed in items 4.a.1) and 4.a.2) above.

c. The control building shall be complete with electrical, heating, cooling, and plumbing systems fully operational by July 1, 2017.

d. Western will commission equipment in the control building and switchyard during the Summer and Fall of 2017.

e. Conductors and overhead groundwires between new Structure 0/1 and the new take-off structure shall be installed prior to October 1, 2017.

f. The approach spans shall be strung into the new take-off structures in the Fall of 2017.

g. The existing fiber optic cable lashed to a messenger wire at existing Structure 0/2 must be transferred to the new Structure 0/2 before the existing Structure 0/2 is removed.

h. After the Del Bac Transmission Line is strung into its permanent location in the Fall of 2017, the remainder of the north bus shall be constructed.

i. Upon completion of the north bus, the Saguaro and Oracle Transmission Lines shall be strung into their permanent positions.

5. OUTAGE ADVISEMENTS AND RESTRICTIONS: In addition to the restrictions listed in the standard specifications Construction Standard 1, the following outage restrictions shall apply:

a. A three-week outage will be taken on the Del Bac-Tucson Transmission Line from October 31, 2016 through November 19, 2016 to facilitate construction of the foundation for Structure 0/2, and the foundations referenced in paragraph 4.a.2) above.

b. A 10-day outage on the Saguaro-Tucson Transmission Line will be taken from November 28, 2016 through December 7, 2016 to facilitate construction of the foundations for Structures 35/3 and 24/16.

c. A 12-day outage on the Del Bac-Tucson Transmission Line will be taken between October

2, 2017 and October 13, 2017 to erect new Structure 0/2, remove existing Structures 0/2 and 0/1, re-sag and deadend the 0/3 to 0/2 span conductors, re-plum suspension insulator assemblies as necessary at existing Structures 0/3 and 0/4, and string conductors and overhead groundwires from new Structure 0/2 to new Structure 0/1. The line must be ready to re-energize at the end of this outage.

d. A 10-day outage will be taken on the Saguaro-Tucson Transmission Line between

October 16, 2017 and October 25, 2017 to erect new Structure 35/3, remove existing Structures 35/3, 35/4, and 35/5, and string conductors and overhead groundwires from new Structure 35/3 to the new take-off structure.

e. A 10-day outage will be taken on the Oracle-Tucson Transmission Line between October

30, 2017 and November 8, 2017 to erect new Structure 24/16, string conductors from existing Structure 24/15 to new Structure 24/16, and from new Structure 24/16 to the new take-off structure.

6. MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the protective ground leads shall be sized to carry the maximum available fault current in accordance with the Standard 1 – General Requirements, Section 1.4., “Safety and Health” and the following:

a. The maximum available fault current in the work area is 14,431-amperes.

b. A minimum of one (1), 1/0, 2/0, or 4/0 grounds with a maximum length of 36-feet shall be used in the work area.

7. PROTECTIVE GROUND LEADS: Testing and Certification of Protective Ground Leads: Each protective ground lead shall have a permanent identification tag with unique identification number, certified wire size, and test date. Each protective ground lead shall be tested complete with connectors, in accordance with ASTM F 2249.

Protective ground leads shall be retested and recertified annually. Protective ground leads shall be retested and recertified annually. A protective ground lead without an identification tag to relate it to the annual certification of that protective ground lead shall not be used. Protective ground leads that have calculated voltage drops in excess of 100-volts at 15-cycle withstand rating, or 75-volts at 30-cycle withstand rating shall not be used.

No protective ground lead shall be longer than 36-feet, unless approved by the COR. Test results shall be submitted to the COR for approval 20-calendar-days prior to use of the grounds. The test report, Table 1-1, shall include the test method used, measured results, and be signed by the person performing the test.

Typical foundations are shown on Drawings TUC 2300 through 2303. Regarding foundations noted as “design not firm”: Western will design these foundations after receipt and final approval of seismic qualification documents and informational drawings and data from the Contractor. Western will forward revised drawings for these foundations within 30-days after final approval.

E. CONSTRUCTION SCHEDULE

1. SUBMITTAL TIME: Refer to Contract Clause 52.236-15. Schedules for Construction Contracts.

2. FORMAT AND DETAIL: Dates for each item of Government-furnished material shall be included in the submitted Construction Schedule. Construction Schedule shall be provided in the Microsoft Project 2007 format, PDF, and shall clearly show a critical patch base line. Do not schedule dates earlier than the estimated delivery dates shown in the “Material” paragraph.

1. POINTS-OF-DELIVERY: With the exception of the power circuit breakers, material furnished by Western will be delivered to the warehouse at Western’s Tucson Substation, as shown on Drawing TUC 0015.

The power circuit breakers are stored at Coolidge Substation, located at 2288 N. Arizona Boulevard, Coolidge, AZ 85228.

The Contractor is responsible for loading, transporting, and unloading all Government-furnished material from its storage location to the worksite.

The Contractor shall be responsible for storing and safeguarding all material after receipt from the Government. The Contractor shall co-ordinate with AZDOT (the County’s transportation department, or applicable transportation agency) for any special loading and transportation permits during construction. The Contractor shall relocate all spare parts and unused material back to Western’s Warehouse, located at 615 S. 43rd Avenue, Phoenix, Arizona 85009, prior to the contract completion date.

During storage, the Contractor shall prevent ground or surface water contact by placing steel and aluminum on timber blocking.

G. RIGHTS-OF-WAY

1. GENERAL: Contact Western for the substation line right-of-way dimensions and physical restrictions. Orient construction methods and equipment to utilize Government-furnished rights-of-way, or obtain additional temporary access or any required permits without additional cost to the Western. During the contract period, Western reserves the right to use Contractor obtained access or any additional Environmental clearance needed during the performance period to complete the construction contract.

Any additional temporary access acquired by the Contractor shall have prior COR approval, since several areas of the transmission line have travel restricted areas. If additional access to the transmission line is needed, the Contractor shall be responsible for contacting the landowner to obtain permission to traverse their private road. The Contractor shall obtain a signed agreement from the landowner, granting permission to use their road for the duration of the project. Permission must be obtained, and the required agreements forwarded to the COR, prior to the work commencing on-site.

2. ACCESS EASEMENTS: Western has acquired access easements from existing public roads to the transmission line, and some off-right-of-way access along the transmission line. This off-right-of-way access route is to provide access to the transmission line structure sites not accessible by traveling the transmission line.

3. WORK ON THE RIGHT-OF-WAY:

a. General: Perform work on the rights-of-way necessary for access to or along the transmission line. Only that excavation, dozing, or blading absolutely necessary will be allowed. Excavation, dozing, and blading for ease of travel may only be performed after field review and approval by the COR. Unauthorized excavation, dozing, or blading shall immediately be repaired, or Western will have the damage repaired, and back-charge the Contractor for all costs involved.

b. Ease of Travel and Crane Landings: Excavation, dozing, or blading done for ease of travel on any easement, or for crane landings, shall be restored to the original contour of the land, and shall be compacted to a dry density not less than the natural in-place dry density of the surrounding earth. The use of water may be required to obtain the required density. Topsoil shall be stockpiled and spread on cuts prior to completion of work.

H. GEOLOGIC INVESTIGATIONS

Geologic logs of subsurface explorations included in the drawings constitute the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on Drawings.

Reference Geotechnical Engineering Report No. 65125300, dated December 13, 2012, prepared by Terracon Consultants, Inc.

Western does not guarantee that the geologic information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained.

The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of the material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the worksite.

I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES

Provide all electric power for construction purposes. Provide necessary transmission lines, distribution circuits, transformers, and other electrical equipment including circuit breakers for distributing the power to the places of use. At contract completion, remove temporary electrical equipment and distribution lines.

Until permanent power is available, provide temporary power to the service building to serve all building loads, including heating and air conditioning (HVAC), lighting, and station battery system.

Provide temporary HVAC prior to beginning finish work, sufficient to keep the interior of the building between 70-80-degrees-Fahrenheit for 24-hours-a-day, until permanent HVAC is available.

J. WATER FOR CONSTRUCTION PURPOSES

Furnish water for construction purposes. Make arrangements for obtaining and conveying the water to the points of use.

K. EXPLOSIVES AND BLASTING

Explosives shall not be used.

L. SUBMITTALS

1. GENERAL: Submittals must be provided in accordance with the Construction Standards and Project Specifications. The Contractor shall furnish submittals electronically (i.e. e-mail), unless otherwise specified by the COR. Submittals shall be sent to: DSW-G5600-CS@wapa.gov in standard PDF or electronic CAD “*.dwg” (AutoCAD 2010) formats. All submittals shall include the project number, project title, Contractor’s transmittal/submittal number, Western’s standard reference (CLIN), and corresponding item number. Refer to the Submittal Log for the list of required submittals. This list may not be all-inclusive, and it remains the Contractor’s responsibility to ensure conformance to the individual Specifications for possible additional submittal requirements. The submittal cover sheet in Microsoft Word or PDF format shall also be included.

DIVISION 2 – SITEWORK

A. DESCRIPTION OF BIDDING SCHEDULE ITEMS

1. Bidding Schedule item “Miscellaneous Sitework” includes the following:

a. Clearing and grubbing.

b. Provide precast reinforced concrete pipe (RCP) culverts with matched precast concrete flared-end sections at inlets and outlets, as shown on the drawings.

c. Provide high density polyethylene pipe (HDPE) sections with matched flared-end sections at inlets and single pipe headwalls (TUC 2059) at outlets, as shown on the drawings.

d. Provide riprap and sand and gravel bedding for protecting earth slopes at inlets and outlets of RCP culverts and HDPE pipe sections, in drainage ditches, and elsewhere, as shown on the drawings.

e. Replace and protecting existing gravel surfacing.

f. Provide a soil-applied herbicide where gravel surfacing is placed, including around perimeter of new service building.

2. Bidding Schedule item “Remove Environmental Contaminants” includes removing and disposing of contaminated materials in accordance with Division 13, Standard 13, and environmental regulations of the local governing jurisdiction.

3. Bidding Schedule item “Demolition” includes the following:

a. Remove and dispose of the existing warehouse and pump house buildings, as shown on

Existing Installation Drawing TUC 2052. Co-ordinate with the COR, and refer to Division 13 and Standard 13 regarding disposal of materials, and disposal of salvageable materials contained within the buildings.

b. Remove and dispose of existing abandoned services, as shown on the Existing

Installation Drawing TUC 2054. Co-ordinate with COR, and refer to Division 13 and Standard 13 regarding disposal of materials. Items include, but are not limited to, buried conduit, piping, cables, duct bank and pullboxes.

(1) Reference “For Information” Drawing TUC 3017 for possible abandoned piping between the existing control building and the previously removed operator’s house.

Remove and dispose of piping if present.

c. Remove and dispose of existing concrete foundations, as shown on the Existing

Installation Drawing TUC 2052. Co-ordinate this item with COR, and refer to Division 13 and Standard 13 for disposal of materials.

d. Remove the chain link fence and gate, as shown on Existing Installation Drawing TUC

2052. It is a standard seven-foot-high chain link fence with a guard of three strands of barbed wire. The fence posts are set in concrete. Removal is to occur after new security fence, posts, and gates have been installed and approved by Western.

4. Bidding Schedule item “Remove Existing Transmission Line” includes the following:

a. Remove electrical items and wood pole structures, as shown on the Existing Installation

Plan and Profile Drawings TUC-APE 4000, SGR-TUC 4035, and ORA-TUC 4055. Items removed from the existing line, except the fiber optic cable, polymer insulators, hotline links, and yoke plates at Structure 24/15, shall become the property of the Contractor, and shall be removed promptly from the right-of-way, and may not be re-used in constructing the new line. Removal of the transmission line shall be in accordance with Western’s Construction Standards, and any restrictions listed in Division 13.

b. Approximate quantities are listed in Tables 2-1 and 2-2. The Contractor shall determine the actual quantities to be removed and, regardless of the quantities removed, payment will only be made for the lump sum price bid in the Bidding Schedule.

c. Remove the conductors, insulator assemblies, overhead groundwires, fiber optic cable lashed to messenger, and accessories, as listed in Table 2-1, between Stations 4+31.63 and 0+00 on the Tucson-Apache Transmission Line (Drawing TUC-APE 4000EI), Stations

6252.08 to 6262+25.6 on the Saguaro-Tucson Transmission Line (Drawing SGR-TUC 4035EI), and between Stations 8+46.72 and 11+02.87 on the Oracle-Tucson Transmission Line (Drawing ORA-TUC 4055 EI). Conductor and insulator removal includes jumpers and associated suspension insulators from the transmission line conductors to the upper jack bus. It also includes removing duplex drops from the transmission line conductors to tie-down structures and the tension insulators at the tie-down structures.

Salvage a sufficient amount of the fiber optic cable to splice it to fiber optic duct cable at Structure 0/2 of the Tucson-Apache Transmission Line.

2. Bidding Schedule item “Borrow Excavation” includes required borrow excavation to provide material for embankments for the substation yard. Borrow site shall be off of Government property and rights-of-way. Materials shall be from a commercial source suitable to be used as engineered fill materials, in accordance with Standard 2 and Geotechnical Engineering Report No. 65125300 prepared by Terracon on 12/13/2012.

3. Bidding Schedule item “Embankments” includes constructing and compacting engineered fill embankment materials for the re-graded substation yard, substation equipment foundations, service building foundations, and elsewhere as shown on the drawings.

4. Bidding Schedule item “Security Chain-link Fence” includes providing new seven-foot tall galvanized steel security chain-link fence with Type I double gates in concrete foundations, guard of three strands of barbed wire, three spools of razor wire at the base, and one spool of razor wire on top, in accordance with Standard Drawings 31 2000, 31 2001, 31 2038, and Project Drawings TUC 1515, TUC 2052, TUC 2053, and detail on TUC 2053.

Chain-link fence materials shall be in accordance with ASTM A392; fabric mesh size (weave spacing) shall be one-inch; fabric and bottom tension wire shall be nine-gage nominal diameter. The weight of zinc coating on the fabric shall be Class 1 (1.20 oz/ft²).

Security chain-link fence includes providing three spools of security razor / concertina type wire stacked inside fence immediately adjacent to fence, and one spool on top of fence in addition to barbed wire strands.

Security razor / concertina type wire shall be installed in accordance with the manufacturer’s recommendations. Bottom three coils (ground level) shall be 30-inches-in-diameter, top coil (top of fence) shall be 24-inches-in-diameter. All coils shall protect the entire perimeter of the fence, with the exception that the bottom three coils are not required at the gate, as shown on the drawings. The strands shall be securely attached to the chain-link fabric such that they will withstand 200-pounds (minimum) of pull load without becoming detached. Material shall be classified as medium security, shall be constructed of stainless steel, and shall be resistant to cutting with normal cutters.

Electrical ground connections to the fence shall be included in the work for installing the grounding system for the electrical equipment.

5. Bidding Schedule item “Gravel Surfacing” includes the following:

a. Provide six-inch-thick gravel surfacing with herbicide over newly-graded yard, per

Western’s Standards, to match the surrounding existing yard surfacing. Limits of gravel surfacing are shown on Drawings TUC 2052 and 2053.

b. Provide two-inches of washed crushed rock over the six-inch-thick gravel surfacing

(specified in previous paragraph) within the substation. Washed crushed rock shall conform to the following requirements:

(1) One-hundred-percent shall pass the 1½-inch screen.

(2) Zero-percent shall pass the ¾-inch screen.

(3) Crushed rock shall have a minimum of three fractured faces.

6. Bidding Schedule does not contain separate items for the following. Include these items in applicable Bidding Schedule items.

a. Excavations for foundations, structures, and trenches.

b. Place and compact earth material and backfill.

c. Provide gravelfills for the Service Building and under concrete foundations, as shown on the drawings.

d. Dispose of excavated material: Material from excavations not suitable or required for earthwork shall be removed from the substation and access road right-of-way. The Contractor shall make arrangements required for disposal of waste material in an approved landfill.

e. Expansion anchors and adhesive anchors.

f. Case excavations, if required.

g. Unwater excavations, if required.

h. Dispose of excavated material.

i. Comply with applicable environmental standards.

DIVISION 3 – CONCRETE

A. GENERAL

1. MATERIAL:

a. Cement: Type IIA cement.

b. Compressive Strength: 4000 psi at 28-days for substation and transmission line concrete.

c. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed 0.52 by weight.

d. Type A and D water-reducing and retarding admixtures may be used if approved by the COR.

e. Class F flyash is required to neutralize ASR reaction in accordance with ASTM C 311 (regarding test data), ASTM C 618 (regarding material), and Standard 3 – Concrete (regarding Western-specific requirements). Proposed concrete mix designs shall incorporate flyash. The weight of flyash shall not exceed 20-percent of the total cementitious material required.

2. TEST FOR POTENTIAL REACTIVITY OF SAND AND COARSE AGGREGATE: Perform test for each source used. If the tests determine the aggregate(s) to be unsuitable as a concrete aggregate, a suitable source shall be obtained by the Contractor.

3. CURING: Cure exposed, formed surfaces of concrete foundations. Use resin-base curing compound without fugitive dye, or cover with polyethylene film.

B. DESCRIPTION OF BIDDING SCHEDULE ITEMS

1. Bidding Schedule item “Concrete Foundations for Substation Steel Structures” includes

a. Earthwork, formwork, reinforcement, material used in concrete, void forming material, drilling and grouting anchor bars, anchor bolts, curing, finishing, joints, and other related work and material needed to complete the concrete construction.

b. Concrete foundations for substation steel structures.

c. Concrete foundations for electrical equipment.

d. Unwatering foundation excavations, if required.

e. Casing auger excavations will likely be required; refer to Geotechnical Engineering Report

No. 65125300 prepared by Terracon on December 13, 2012.

f. Trial augering, if required.

g. Concrete materials for sitework related concrete structures.

Measurement for quantities for concrete foundations will be made on the basis of concrete quantities shown on Drawing TUC 2060. Regardless of the concrete quantities actually placed, payment will be based on the quantities of concrete shown on the drawing.

2. Bidding Schedule item “Concrete Foundations for Transmission Line Steel Pole Structures” includes the following:

a. Constructing concrete foundations with Government-furnished anchor bolt cages for transmission line steel pole structures as follows:

(1) Structure 35/3, Type 146D-55 (BP), as shown on Drawing SGR-TUC 2102.

Foundation locations are shown on Drawing SGR-TUC 4035. Three foundations are required for this structure. Foundations shall be located perpendicular to the line angle bisector, 15-feet and 0-inches center-to-center.

(2) Structure 0/2, Type 154N-45 (BP), as shown on Drawing TUC-APE 2101.

Foundation locations are shown on Drawing TUC-APE 4000. Three foundations are required for this structure. Foundations shall be located perpendicular to the line angle bisector, 16-feet and six-inches center-to-center.

(3) Structure 0/1, Type 281D-45 (BP), as shown on Drawing TUC-APE 2102.

Foundation location is shown on Drawing TUC-APE 4000.

(4) Structure 24/16, Type 281D-50 (BP), as shown on Drawing ORA-TUC 2104.

Foundation location is shown on Drawing ORA-TUC 4055.

Foundations locations and orientations shall be as shown on the Plan and Profile Drawings.

b. Concrete construction includes earthwork, formwork, reinforcement, anchor bolts, material used in concrete, curing, finishing joints and other related work, and material needed to complete the required concrete construction in accordance with Standard 3.

c. Unwater foundation excavations, if required.

d. Casing auger excavations, if required.

e. Measurement for quantities will be made on the basis of concrete quantities shown on

Drawings ORA-TUC 2104, SGR-TUC 2102, TUC-APE 2101, and TUC-APE 2102.

Regardless of concrete quantities actually placed, payment will be based on the quantities shown on the drawings.

3. Bidding Schedule item “Type “C” Cable Trench” includes providing precast concrete Type

“C” cable trenches, complete with sandfill, polymer concrete covers, and other accessories, and installed as shown on Drawing TUC 2500.

4. Bidding Schedule item “Furnish and Install Fiber Optic Pullbox” includes furnishing and installing the following:

a. One pullbox equal to: Oldcastle Precast 444-LA, three-feet, four-inches by three-feet, four-inches by three-feet, one-inch ID, Electrical Vault Standard layout.

b. Base: 444 BL with conduit knockouts sized to match entering and exiting conduits, sump indent in floor, pulling eyes, one three foot long P4000 unistrut insert per wall, HS20 wheel loading in off-street locations.

c. Cover: 44-3636 frame and cover, 180-degree open with lift assist, and recessed lockable hasp.

d. Install where shown on Drawing TUC 1766B (installation detail), and in accordance with

(1) Pullbox shall be installed on a six-inch-thick layer of compacted gravelfill, and have a top-of-concrete projection of approximately six-inches above finished grade. The bedding material shall completely cover the bottom of the excavation, screed level, and compacted.

(2) Base shall be set level and at a depth to provide the abovementioned projection above grade.

(3) Keyways shall be free of dirt, rocks, water, or other debris that would prevent the vault sections from seating and sealing properly.

(4) Do not backfill until the vault is completely assembled. Acceptable backfill materials are sand, pea gravel, crushed rock, approved native soil, or select well-graded material that is free of large rocks and not saturated with water.

(5) Add backfill material in even lifts all around the vault structure. Compact each lift to reduce air voids and consequent settlement of the vault. Do not backfill one side at a time, as this may compromise the structural integrity of the vault.

DIVISION 4 – SUBSTATION METALWORK

MEASUREMENT: Measurement for quantities for Bidding Schedule item “Steel Structures, Welded (Galvanized)” will be made on the basis of weights calculated in accordance with LRFD, “AISC Code of Standard Practice for Steel Buildings and Bridges”, except that weights for non-rectangular shapes and plates are to be based on actual detailed dimensions.

Steel structure weights, calculated as noted above, shall be shown on the Contractor-furnished final shop drawings, and payment will be based thereon. Steel estimated weights are shown on the Specifications’ Drawings for the structures requiring approval drawings as noted in the Bidding Schedule items “Steel Structures, Welded (Galvanized)”.

DIVISION 5 – TRANSMISSION LINE STEEL POLE STRUCTURES

Four steel pole structures shall be installed for this project – one Type 146D-55 (BP) three-pole structure, one Type 154N-45 (BP) three-pole structure, one Type 281D-45 (BP), and one Type 281D-50 (BP). Structures will be galvanized, base-plated, and anchor-bolted.

Structures and components will be delivered to Western’s Tucson Substation, as shown on Drawing

TUC 0015.

Structure components include pole shaft sections, davit arms, anchor bolt cages, nuts, washers, and templates, connection bolts, nuts, and locknuts. Steel pole shop drawings will be furnished when they are available.

1. Bidding Schedule item “Install Government-furnished Transmission Line Steel Pole Structures” includes assembling and installing the steel pole structures listed in Table 5-1, complete with the following:

a. Connection bolts, nuts, and locknuts.

b. Furnish and install structure number signs (two per structure) on all structures in accordance with Standard Drawing 41 9027 and the Plan and Profile Drawings. Structure numbers are listed in Table 5-1. Signs for Structures 0/1, 0/2, and 35/3 shall be in accordance with the 1- and 2-digit-mile number detail. Signs for Structure 24/16 shall be in accordance with the 3-digit-mile number detail on Standard Drawing 41 9027.

The Contractor shall furnish all mounting hardware.

c. All pole shaft sections shall be jacked together in accordance with the manufacturer’s recommendations, as shown on the steel pole shop drawings.

d. Install the structures listed in Table 5-1 on concrete foundations.

Specified equipment shall be qualified according to the requirements of IEEE Standard 693-2005, and shall meet the requirements of the seismic qualification level indicated above; refer to IEEE Standard 693 2005, Figure 1 – Using this recommended practice.

Seismic qualification documents, including project-specific seismic outline drawings, shall be provided to the COR for technical evaluation and acceptance. Foundation designs will not be provided for construction until the technical evaluation is complete and all documents have been accepted.

For equipment being qualified with support structures, the specified equipment and associated structures shall be qualified as a system (defined as the equipment mounted on the structure). For this case, the support structure shall exactly match the structure that is the subject of the seismic qualification documents.

IEEE Std. 693 2005 includes required provisions for equipment being qualified without support structures.

4. Unless otherwise specified, associated support structures provided for each electrical equipment rated above 7-kV shall be 102-inches-in-height and hot-dip galvanized, if made of steel. Instrument transformers that are seismically qualified shall be 96-inches-in-height. If tubular steel supports are furnished, they shall be galvanized internally and externally.

5. Installation and painting of electrical equipment and material shall be provided in accordance with Standards 9 and 12, respectively.

The Contractor shall be responsible for delivering the power circuit breakers to Tucson Substation. Contractor personnel shall inspect the power circuit breakers for possible damage during shipment or transportation, and report any damage to Western’s COR immediately.

Transportation of equipment may require a special permit through Arizona’s Department of Transportation.

Special tools, appliances, and spare parts will be furnished with the power circuit breakers that will include, but not limited to, the following. (A complete list will be included with the breaker instruction books):

a. Two SF6 breaker filling connection assembly (including hose, pressure gauge, and the hose end connections to the power circuit breaker and SF6 gas cylinder). One set per voltage level.

b. Spare parts will be furnished with the power circuit breaker that will include four trip coils, and two close coil for each voltage level.
