Amendment 0001

This Amendment provides a copy of the Pre-bid Site Visit Attendance Register, responds to questions, extends the bid opening and replaces the specifications.

A. The date and time specified for the Bid Opening and receipt of Bids is hereby changed to July 21, 2016, 2:00 PM Local Time.

B. The Specifications are hereby replaced with the attached Specifications, dated July 8, 2016, 69 Pages.

Revisions have been denoted by a line in the right-hand margin.

C. A copy of the Pre-bid Site Visit Attendance Register is attached.

D. Below are responses to questions received related to Solicitation DE-SOL-0009771.

Q: Will the necessary hazardous material testing for the items being demolished be provided by the government or contractor?

A: Hazardous material testing, and information presently available, is addressed in Division 13.B.2. of the Specifications.

Q: Not knowing how much or what materials will be involved in bid item “0003 Remove Environmental Contaminates” what should we consider when pricing this bid item?

A: Project Specifications’ Division 13.B.2. addresses all work associated with Removal of Environmental Contaminates. In addition, refer to Drawings TUC2052 EI, TUC2052, TUC2053, TUC2054 EI, and TUC2055 EI.

Q: There appears to be a structure on the north side of the substation (see attached drawing) within the clouded scope of work that does not have structure type associated with it. If this is in the project scope can you please provide the structure type.

A: The structure is 24/16, and is shown on Drawing TUC 0011B.

Q: Where can one obtain a copy of Division 13 Standards?

A: Per the Specifications, all Divisions can be located using the following link: https://www.wapa.gov/DoingBusiness/SellingToWestern/Pages/what-western-buys.aspx

Q: A lot of the big items on this one show as “Gov’t furnished.” Does WAPA already own or are they coming out on a separate RFQ?

A: All Government-furnished items have already been procured.

Q: Please confirm the distance between the existing fence and the new fence.

A: See "Fence Detail" on Drawing TUC 2053C.

Q: Is the new fence being installed on the exterior side or interior side of the existing fence?

A: See "Fence Detail" on Drawing TUC 2053C.

Q: Is the new fence to be installed on the exterior side or interior side of the existing fence?

A: See "Fence Detail" on Drawing TUC 2053C.

Q: Depending on the location of the new fence, will there be an option of installing the new chain link fence fabric on either side of the new fence posts?

A: The fence fabric shall be installed on the outside of the new fence posts.

Q: In regards to the removal of the existing fence, should we also include the removal and disposal of concrete encasements for the metal fence posts or can the existing posts be cut at grade?

A: Existing fence posts and concrete footings shall be completely removed in accordance with Standard 2 – Sitework, paragraph 2.2.1.3.

Q: Please confirm the gate opening dimensions for the new double swing chain link gate.

A: The double gate opening shall be 24'-0" face of gate post to face of gate post.

Q: Please provide detail for isolation fences (at two locations). Drawing refers to Detail C (31 1501) but could not locate this detail.

A: Drawing 31 1501 is a standard Western drawing. Detail C is located to the right, and in the bottom half of the drawing page, entitled “Type 1 Fence Isolation Joint Detail”, with a drawing underneath.

Instructions for locating this drawings are given in Division 1 – General Requirements, paragraph A.

Q: Specifications page 14, Gravel Surfacing calls for 6” of gravel and 2” of crushed rock, the drawings show 6" total, also will the WAPA Standards for gravel apply with the PI requirements, or will a Arizona DOT spec. be acceptable.

A: "Gravel Surfacing" as used in the description of bid items in Division 2.A.8. shall consist of 6" of gravel surfacing over which 2" of washed crushed rock shall be placed giving a combined thickness of 8". Gravel surfacing shall comply with Standard 2-Sitework, paragraph 2.11.1.
