HELICOPTER MAINTENANCE

DE-SOL-0006643

Questions and Answers Response Date: May 9, 2014

Question #1

Line 1048, Is this at “cost item” as noted under the parts column?

Answer #1

Yes. This line item will be used for small unscheduled maintenance that isn’t already priced in the contract.

Question #2

Line 1048, Is this case by case scenario?

Answer #2

Yes.

Question #3

As noted in yellow, on page 28 of 58, how is the contractor going to estimate for overhaul items (Overhaul items such as line 1011, 1012, 1013 etc.) when we cannot tell what the final invoice will be?

Notes:

Line Items 1047, 1048, 2047, 2048, 3047, 3048, 4047, 4048, 5047, 5048 will be negotiated prior to issuance of a task order. When Western requires services to be performed under theses line items, a SOW will be issued to the contractor. The contractor will then submit a firm fixed price quote based on the hourly rate established in the line items ending in –47 and the actual price of the parts as stated in line items ending in –048. All other line items are firm fixed priced and Western will issue an order at those prices as necessary. The proposed pricing for the line items shall cover all work described in these line items and the attached SOW.

Answer #3

The price provided should be the standard—typical —overhaul of the components.

Question #4

Every component is different do to its condition and can only be determined once it has been inspected. Do you want a standard overhaul cost or average?

Answer #4

The price should reflect the price of the standard-typical-overhaul for that component. If there are significant variances between the “typical” overhaul and what actually needs to be done, then we will negotiate that at that time.
