DCF RFP 2324 107 - Addendum No. 05 Summary

This is Addendum No. 05 with written inquiry responses for a Request for Proposals (RFP) issued by the Florida Department of Children and Families (DCF) for Workforce Leadership Development and Behavioral Outcomes Training (Solicitation Number: DCF RFP 2324 107). The solicitation requires providers to conduct a comprehensive Needs Assessment and Gap Analysis across all six DCF regions, develop Initial and Annual Training Plans, and deliver targeted leadership development training for Program Administrators, Operations Managers, Family Navigators, and other designated leaders. Key deliverables include up to six training sessions per region annually (minimum 288 participants statewide), professional coaching services comprising 150 sessions annually, quarterly and annual reports, and project management support. Training delivery formats may include in-person, virtual, or hybrid approaches as approved by the Department. The contract is structured as a hybrid fixed-price and cost-reimbursable arrangement, with the Needs Assessment due within 90 days of contract execution and the Initial Training Plan due within 45 days following submission of the Needs Assessment. The anticipated contract start date is November 1, 2025, with a three-year term spanning four State Fiscal Years (July 1 through June 30). Response submissions were originally due October 16, 2025, though this date has been extended through multiple addenda, with the most recent extension (Addendum No. 09) posted March 27, 2026.

The Department has not established an explicit budget ceiling or cost range for this procurement; vendors must submit all-inclusive pricing in Appendix V: Cost Proposal based on deliverables, with travel reimbursements adhering to Florida Statutes Section 112.061 and market-standard rates subject to Department approval. No indirect costs are permitted; all costs must be direct and deliverable-related. The contract contains financial consequences for non-compliance, including $100 daily penalties for late report submissions. No set-asides have been designated, although Florida law provides tiebreaking preferences for certified women-owned, veteran-owned, and minority-owned businesses. The Department has previously partnered with the University of South Florida and multiple other vendors providing related leadership and behavioral health training services, though there is no single incumbent for this specific scope. Training will utilize the Department's existing Learning Management System (My FL Learn through Cornerstone), which accepts SCORM 2004 version 3 or newer files, and virtual sessions will be conducted via Microsoft Teams. The Department expects all training materials and deliverables to be ADA Section 508 compliant. Performance measures include achieving 85% knowledge increase in post-training assessments, 80% attendee satisfaction ratings, and 100% completion of trainings per the approved Annual Training Plan. The project is funded through a combination of Federal and State funds.

How many training sessions per year does the Department anticipate delivering across the six regions?

Per the Scope of Work outlined in the RFP, the Provider is required to conduct up to six (6) training sessions annually in each of the Department’s six (6) regions. Would the government please clarify why Line Item # 6 (Annual Coaching and Consultation Report and Training Report) is “not applicable” in the payment schedule for all four years?

Recommendation: synchronizing the contract periods with the deliverable

The Annual Coaching and Consultation Report is developed based on needs identified through the Needs Assessment and Gap Analysis, which are funded as allowable expenses. Since these reports stem directly from those assessments, including them as separate payable deliverables in the payment schedule would result in duplication of expenses.
