About this file

This is a Controlled Unclassified Information (CUI) Guide for the Radio Frequency Architectures Applying Photonic Timing and Routing (RAAPTR) program, issued by DARPA on June 23, 2026, under the authority of Executive Order 13556 and DoDI 5200.48. The guide establishes information protection requirements and dissemination controls for sensitive but unclassified program information.

The RAAPTR program delivers next-generation, high-precision timing systems for radar and radio frequency applications by integrating advanced optical and electronic technologies with specialized vibration-resistant packaging to enable air assets to achieve precision traditionally reserved for stationary, ground-based systems. The guide identifies five primary CUI categories applicable to RAAPTR: Export Control (Export Controlled and Export Controlled Research), Proprietary Business Information, Defense Controlled Technical Information, and Intelligence Operations Security (OPSEC). All RAAPTR CUI must be stored and processed in accordance with DODI 5200.48 and DFARS 252.204-7012 requirements, with systems compliant to NIST 800-171 standards. The Office of Primary Responsibility for CUI matters is MXOsecurity@darpa.mil. Public disclosure requires DISTAR process approval through the RAAPTR OPR and Public_Release_Center@darpa.mil, while FOIA requests are directed to the DARPA FOIA Office. Personnel must immediately report unauthorized disclosures and data breaches involving Defense Industrial Base networks to both the RAAPTR Program Security Officer and the DARPA Project contracting officer. The guide provides detailed information protection guidance charts specifying marking requirements, legal authorities, and dissemination limitations for various information elements including RF system architectures, design specifications, proprietary data, and pre-decisional program documents.
