About this file
This is a Price Proposal Instructions and Volume II Template document for DARPA solicitation DARPA-PS-26-126 (RF Architectures Applying Photonic Timing and Routing - RAAPTR), establishing formatting requirements and cost documentation standards for full proposal submissions.
Proposers must submit price proposals using the mandatory Attachment F: DARPA Price Summary Spreadsheet in editable format with intact calculation formulas to ensure cost traceability between the prime proposer, all subcontractors/sub-awardees, and the Technical Data Document (TDD). The Price Volume must address the full program duration covering both Phase 1 and Phase 2 with costs broken down by phase, milestone, month, and TDD tasks. All proposals must be formatted for 8.5" x 11" paper with 1-inch margins and minimum 12-point font (8-10 point acceptable for figures, tables, and charts) and submitted in PDF or Microsoft Word format. The price proposal requires comprehensive cost documentation including: itemized direct labor by category with hours and rates; all indirect cost rates (fringe benefits, overhead, G&A, facilities cost of money) with justification; detailed materials and equipment lists with quantities, unit prices, vendors, and basis of estimate (quotes or catalog prices required for items exceeding $10,000); travel purpose and logistics; Other Direct Costs with backup documentation; cost-sharing details; consultant SOWs with signed agreements verifying rates and hours; and subawardee costs with the same level of detail as the prime. Additionally, proposers must provide rate agreements if available and a Value Assessment demonstrating unique benefits of their solution, including specific measurable benefits from utilizing Other Transaction authority, quantified return on investment calculations, and for traditional contractors, potential administrative burden reductions and compliance cost savings.

Price Proposal Instructions and Volume II Template
The Price Volume must address the full program (Phase 1 and Phase 2) and must include all components described herein. No page limit is specified for the Price Volume. Information incorporated into the Price Volume that is not related to cost will not be considered.
Full proposals must use this form (Attachment E) and Attachment F: DARPA Price Summary Spreadsheet.
All pages shall be formatted for printing on 8-1/2 by 11-inch paper with 1-inch margins and font size no smaller than 12 points. Font sizes of 8 or 10 points may be used for figures, tables, and charts. Submissions must be written in English. The Price Volume must be in PDF or Microsoft Word formats. Spreadsheet files must be included as a separate file in the full proposal package.
The Government requires that proposers use the provided Attachment F: DARPA Price Summary Spreadsheet in the development of their price proposals. All tabs and tables in the price summary spreadsheet should be developed in an editable format with calculation formulas intact to allow traceability of the price proposal. This price summary spreadsheet must be used by the prime organization and all subcontractors. In addition to using the price summary spreadsheet, the price proposal still must include all other items required in this solicitation that are not covered by the editable spreadsheet. Using the provided price summary spreadsheet will assist the Government in a rapid analysis of your proposed price and, if your proposal is selected for award, speed up the negotiation and award execution process.
Costs must be traceable between the prime proposer and all sub-awardees/consultants, as well as between the price volume and the TDD. This includes ensuring a consistent task structure across all proposal documents. Cost information must be provided in sufficient detail to substantiate the proposed prices.
The prime proposer is responsible for the compilation and submission of all non-proprietary sub-awardee price proposals. Proposal submissions will not be considered complete until the Government has received all subawardee price proposals.
Attachment E: DARPA-PS-26-126 Volume 2: Price Volume Template Competition Sensitive Information – Distribution with Agreements Officer’s authorization only Proprietary sub-awardee price proposals may be included as part of the Price Volume or emailed separately by the sub-awardee to RAAPTR@darpa.mil. Email messages must include “Subawardee Price Proposal” in the subject line and identify the principal investigator, prime proposer organization, and proposal title in the body of the message.

Costs must be broken down by major cost items to include labor costs, materials, travel, consultants, sub-awards, other direct charges (ODCs), indirect costs (overhead, fringe, general and administrative (G&A)), and any proposed fee for the project. Proposers are required to use Attachment F: DARPA Price Summary Spreadsheet to provide the detailed cost summaries for each phase (or base effort and any proposed options) by milestone.
Price Details Provide the price details broken down by the following. Include supporting documentation describing the method used to estimate costs:
· Phase
· Milestone
· Month
· Task Description Document (TDD) Task(s)
1. Direct Labor Provide individual labor categories or persons with associated labor hours and direct labor rates. In addition, in order to assess the price realism of each task and subtask, each task and subtask should include all proposed labor categories with associated labor hours proposed.
2. Indirect Costs Identify all indirect cost rates (Fringe Benefits, Overhead, G&A, Facilities Cost of Money, etc.) and the basis for each.
3. Materials Provide an itemized list of all proposed materials, including quantities, unit prices, proposed vendors (if known), and the basis of estimate (e.g., quotes, prior purchases, catalog price lists, etc.). Any item that exceeds $10,000 must be supported with backup documentation, such as a copy of catalog price lists or quotes prior to purchase.
4. Equipment Purchases Provide an itemized list of all proposed equipment, including quantities, unit prices, proposed vendors (if known), and the basis of estimate (e.g., quotes, prior purchases, catalog price lists, etc.). Any item that exceeds $10,000 must be supported with backup documentation, such as a copy of catalog price lists or quotes prior to purchase. Include any requests for Government-furnished equipment or information with cost estimates and delivery dates.
5. Travel Provide the purpose of the trip, number of trips, number of days per trip, departure and arrival destinations, number of people, etc.
6. Other Direct Costs (ODCs) Provide an itemized breakdown with costs. Backup documentation must be submitted to support proposed costs. An explanation of any estimating factors, including their derivation and application, must be provided.
7. Cost Sharing Provide the source, nature, and amount of any industry cost-sharing.
8. Consultant Costs Provide a copy of all consultants’ proposed SOWs as well as signed consultant agreements or other documents that verify the proposed loaded daily / hourly rate, hours, and any other proposed consultant costs (e.g., travel).
9. Subawardee Costs For each proposed subawardee, provide the information requested above in Sections 1-7. All documentation must be prepared at the same level of detail as that required of the prime proposer.
Provide the following for all proposed sub-awardees, as applicable:
· A copy of the proposed TDD as well as any documents that verify the proposed loaded daily / hourly rate, hours, and any other proposed costs (e.g., travel).
· Interdivisional work transfer agreements or evidence of similar arrangements.
· A cost or price reasonableness analysis of proposed subawardee prices as defined in FAR 15.404-3. Such analysis shall indicate the extent to which the prime contractor has negotiated subcontract prices.
10. Rate Agreements Provide any available approved rate information or other documentation that may assist in expediting negotiations (e.g., Forward Pricing Rate Agreement, Department of Health and Human Services (DHHS), or Office of Naval Research (ONR) rate agreements).
11. Value Assessment This Value Assessment is an opportunity for proposers to demonstrate the unique value of their solution to the Government, and/or the value that utilization of an OT has afforded your organization. When discussing the value of using an OT agreement, value could refer to a variety of outcomes, such as speed, flexibility, or cost savings. This analysis should consider the following:
· Specific, measurable benefits (e.g., cost avoidance, time savings, performance improvements, risk reduction) afforded by utilizing OT authorities (10 U.S.C. 4022);
· Compare quantified value against reasonable alternatives or status quo approaches;
· Present a clear return on investment calculation or other financial analysis that demonstrates value to the Government;
· Specifically for traditional prime contractors, consideration may include:
· Administrative burden reduction, resulting in changes to indirect, overhead, and G&A rates achieved through more efficient business systems and compliance avoidance;
· Direct cost savings in other processes like property management, subcontracting, and general cost of compliance; and
· Resource allocation improvements, for instance, bypassing regulatory compliance and increasing value engineering opportunities (optimizing the value of a product or service by analyzing its functions and associated costs).
· In addition to the above, proposers may also consider the following:
· If there has been limited prior investment in this technology area, discuss how DARPA’s investment could catalyze further development and adoption by other organizations.
· Commerciality review could include potential market size, barriers to entry, potential licensing opportunities, and spin-off potential. Proposers should focus on the most significant commercial opportunities and challenges. This may include unexpected costs and technical challenges; honest and transparent assessments are valued.
