About this file
This document is a Contract Amendment (Amendment Number 3) for the IT- Blockchain, Identity Management, and Digital Credentials Vendor Pool (Contract #195) between the State of North Dakota, acting through its Office of Management and Budget and Information Technology Department, and Paramount Software Solutions. The amendment was executed on January 9, 2024, involving multiple state agencies and the contractor.
The amendment primarily extends the contract term to March 31, 2025, which is the final 12-month extension period, with no additional renewal options remaining. It also updates insurance requirements in accordance with 2021 House Bill 1057, increasing liability coverage limits for commercial general liability, automobile liability, and employer's liability insurance. Additionally, the amendment introduces a Third-Party Risk Management Program (TPRM) provision, which may require the contractor to complete an annual security questionnaire, unless they have received specific certifications like FedRAMP, StateRAMP, or HiTrust. The contractor must provide the completed questionnaire within 21 calendar days of receiving a written request and must also undergo the security questionnaire if a breach occurs.
