The solicitation (Solicitation No. BPM005308) is seeking a contractor to provide comprehensive audio, visual, lighting, and production services for multiple venues during the 2023 Arizona State Fair, which will run from September 22 through October 29, 2023.

The contract encompasses production services for multiple performance areas, including the Veteran's Memorial Coliseum, Backyard Stage, and various outdoor stages, with an anticipated minimum of four major national touring artist concerts. The contractor will be responsible for providing all necessary equipment, including sound systems, lighting rigs, video magnification equipment, staging, and personnel. The scope includes detailed technical requirements for each venue, such as specific audio equipment specifications, lighting configurations, and personnel needs. The initial contract term is twelve months, with potential extensions up to a maximum aggregate term of five years, and the state reserves the right to make multiple awards or a single award based on what is most advantageous.

Solicitation Summary

1. What is the State Soliciting?

The Arizona Department of Administration, State Procurement Office (the State), as authorized under A.R.S. § 41-2501 et seq. is seeking to establish one or more Contracts to provide Stage Production, Design and Video Magnification for the Arizona Exposition and State Fair.

The State anticipates awarding one contract with the intent to secure service coverage for the Arizona Exposition and State Fair but may make multiple awards if it’s determined to be most advantageous to the State. Whether or not it actually enters into any contracts, how many contracts it enters into, and how the work is awarded between those contracts are all at the State’s discretion. Furthermore, the State will use any awarded contracts on an as-needed basis, with no guarantee as to its actual spending under them.

The State reserves the right to accept any item or combination of items specified in the Solicitation, unless the Offeror expressly restricts an item or combination of items in its Offer, and conditions its response on receiving all items for which it provided a proposal. In the event of such restriction, the State will evaluate if an award on such a basis will result in the best value and is in the best interest for the State. The State may otherwise determine, at its sole discretion, that such restriction is non-responsive and deem the Offeror ineligible for further evaluation.
