FIRMS EXPERIENCE

Arizona State University Downtown Phoenix Campus Taylor Street Pedestrianization Study, Phoenix, AZ The corridor is designed as a curbless pedestrian mall and dynamic civic space, serving the fast-growing Downtown Arizona State University (ASU) Campus. CivTech was responsible for analyzing existing conditions, traffic and road safety, developing design concepts, and preparing a cost estimate for the University. CivTech hosted a design charrette with ASU staff, facility managers, department stakeholders and the Dean of the University. This working session provided insight to the various needs, desires, and requirements for the re-envisioned streetscape. The conceptual design includes; a scramble intersection at 1st Street, bioswale plantings to capture street ponding during rain and monsoons events, moveable street furniture, shade canopies, a water wall providing literal and psychological cooling using water harvesting, variable lighting and base lighting for safety and security, and fire and security accessibility. This project was developed for ASU in coordination with the City of Phoenix Streets and Fire Department. It demonstrates CivTech’s understanding of integrating great pedestrian access to transit, education, and downtown amenities.

Ak-Chin Casino Expansion and Long-Term Master Plan - Ak-Chin Indian Community, AZ CivTech prepared a traffic and pedestrian circulation analysis and proposed circulation plans for pedestrian linkage and safety, traffic signal design and signing and marking plans for the new retail center located on the southwest corner of SR- 347 (Maricopa Road) and Farrell Road. The proposed plan included retail, office, family entertainment, theater, bowling and hotel land uses along with an expansion of the existing Casino.

MAG Rural Paratransit Needs Assessment, Maricopa County, AZ CivTech was retained to conduct an assessment of Rural Paratransit Needs in areas of the MAG region outside of the urbanized area. Cuts in LTAF II and state non-emergency medical transportation funds have lessened the abilities of agencies to provide mobility services in these areas. The assessment included an initial review of existing conditions and the existing rural paratransit service population. CivTech then developed ridership demand estimates for rural paratransit riders. Upon review of service demands and financial service costs, CivTech proposed an implementation plan to address unmet demands. Recommendations included operation strategies, funding opportunities, a travel training program, as well as, infrastructure and service extensions linking greater areas of the unserved county with local paratransit providers.

She has secured a depth of knowledge and skill across multiple aspects of traffic and transportation planning, transportation operations, and public participation, as well as broad coordination with many municipalities, and public interests, Ruth has been instrumental In the City of Glendale’s Loop 303 Master Planning Report where the purpose was to document and compare existing traffic conditions to the planned future conditions within the study area. Ruth assisted in the coordination with multiple agencies/consultants, including MAG, City of Glendale, area property owners, Northern Parkway Planning Owners, and the loop 303 planning efforts to accurately reflect interests in the area.

Ruth’s familiarity with tasks such as collecting data, utilizing intensive excel spreadsheets to conduct data within study areas, creation of transportation models using TransCAD, TransModeler Synchro and SIMtraffic, calculating future volumes using MAG projected 2030 volumes and the added proposed site traffic, calculating intersection turn movements, determining roadway classification, and future lane geometry in projects such as the Sahuarita Farms Master Transportation Plan, City of Phoenix’s 7th Street and 7th Avenue Microsimulation, and the Crossroads East Area Plan ensures a continuous quality when it comes to her project tasks.

TEMPE SMALL CORE AREA TRANSPORTATION STUDY, TEMPE. Ruth is currently working on the ASU/Tempe TransCAD model which incorporates updated ASU student population, new commercial, office and student housing land uses within the Tempe downtown core area. The study area encompasses the SR202 to the north, Apache Boulevard to the south, Priest Drive to the west and SR101 to the east. Tasks included extensive coordination with City of Tempe staff and ASU, utilizing intensive Excel spreadsheets to calculate TAZ information within study area, developing a gravity based TransCAD model, running/calibrating several iterations of the TransCAD model. Part of the travel demand model will also include all existing and proposed Transit in and around the study area to help determine areas within the model used by pedestrians and bikes.

COOPERLEAF TRAFFIC INTERCHANGE TRAFFIC REPORT AND AREA TRANSPORTATION MODEL,

TONOPAH. The Copperleaf T.I. traffic report and change of access report were prepared by CivTech to document the existing and future traffic conditions of the study area that includes a four mile stretch of Interstate 10. CivTech, through extensive coordination with the Maricopa Association of Governments (MAG), Arizona Department of Transportation, the Hassayampa Framework Study, and planned developments in the area, developed the TransCAD model to project future traffic conditions.

The modeling process included several roadway alignment changes, land use changes, and coordination with multiple agencies. The reports supplemented the Design Concept Report and the Environmental Categorical Exclusion for this proposed roadway project.

SAHUARITA FARMS MASTER TRANSPORTATION PLAN, SAHUARITA. Ruth worked with Crown Community Development, the Town of Sahuarita, ADOT, Pima County, and PAG to study the future build-out conditions within the Town of Sahuarita. The model Ruth prepared encompassed a 10-mile diameter study area, and has been developed using assumptions approved by the Towns General Plan. As a result of developing the TransCAD model, extensive coordination with the Town is operations of the proposed Sahuarita Farms development. Tasks included extensive coordination, data collections, utilizing intensive Excel spreadsheets to calculate TAZ information within the study area, developing a gravity based TransCAD traffic model, running/ calibrating several iterations of the TransCAD model to establish projecting future ADT volumes, and using the ADT volumes to calculate peak hour turning movements for each study intersection within the study area.

Relevant Project Experience

MARICOPA ASSOCIATION OF GOVERNMENTS (MAG) ROAD SAFETY ASSESSMENTS (RSA) 67TH

AVENUE/GLENDALE AVENUE. CivTech has been selected under the safety on-call contracts with MAG to perform the RSAs for local jurisdictions. CivTech lead the RSA effort with the City of Glendale for the intersection of 67th Avenue/Glendale Avenue. CivTech created the power point presentation for the kick-off meeting and lead the team to perform field observations to document good safety practices and short, medium, and long-range improvements to address crash and potential safety issues at this intersection. There have been 173 total crashes over 5 years at this intersection including 11 bicycle and pedestrian crashes. CivTech presented the findings on day 3 of the RSA and a final report documenting findings observations and recommendations. Significant recommendations included putting the pedestrian phase in recall, pedestrian access improvements, clear zone short and long-term improvements and sight distance improvements.

ADOT ROADWAY SAFETY ASSESSMENT, ADOT/US 60 IN GLOBE. As a subconsultant, CivTech participated as a team member for an RSA on US 60 in Globe MP 247.5 to MP 248.6. CivTech also provided the traffic counts at the intersection of US 60 and Radanovich Blvd. There were 74 recorded crashes in this section in 5 years. There was 1 fatal and 4 incapacitating crashes; nearly 75% of the crashes were either rear-end or angle crashes. Our observation of sight distance issues, lack of lighting and access control led to recommending mitigations to improve these areas.

ADOT I-10 DETOUR ROUTE TO US70 STUDY. CivTech assisted WSP in a study on US70 from Safford to the New Mexico State Line to determine the feasibility of routing traffic from I-10 to US70 when shutdowns of I-10 occurred due to weather or crash incidents. CivTech reviewed crash data and used the ADOT photolog to recommended safety improvements and locations of the improvements on US

70. CivTech also provided a planning level cost estimate for the recommended improvements.

Improvements included pavement markings, centerline rumble strips, extending culverts, slope layback, shoulder widening and passing lanes.

ADOT HSIP SAFETY EVALUATIONS. Pedestrian night time crashes were evaluated on US70, SR86 and SR264 as a result of these locations appearing on the list for high crash locations. Pedestrian paths close to the highways were observed between housing areas and school and commercial areas. In some cases where bridges were present on US 70 and SR 86 pedestrians traversed the bridge to cross the wash. Most crashes occurred in darkness. Recommended countermeasures were continuous lighting and sidewalks. As US 70 and SR 86 are near astronomical observatories, consideration for reducing light emissions that affected the observatories was a part of the lighting designs.

ADOT Traffic Safety Roadway Departure Safety Implementation Program (RDSIP). CivTech, as a subconsultant, research, develop standards and develop safety project to address the emphasis areas Enhanced Signing and Marking on Curves, Centerline Rumble Strips, Shoulder Rumble Strips and Edge Line Rumble Stripes, Alignment Delineation with Flexible Delineators, Wet Weather Treatments, Guardrail Delineation, Cross Median Crash Treatments.
