About this file

This document is a state and local contract solicitation issued by the Arizona Department of Transportation (ADOT) for On-Call Transit Consulting Services. The solicitation involves a competitive sealed proposal process for multimodal transit consulting services, with potential participation from state departments, eligible universities, political subdivisions, and nonprofit educational or public health institutions. The procurement is funded through federal transit assistance, specifically involving the Federal Transit Administration (FTA) and is open to qualified firms or individuals who can provide consulting expertise.

The contract will support two primary disciplines: Studies, Operations, and Planning, and Transit Technical Assistance & Program Support. Services will include transit planning, operations analysis, performance auditing, coordination projects, grant support, technical training, and compliance oversight for transit agencies. The contract term is initially twelve months with potential extensions up to forty-eight months total. While no specific DBE (Disadvantaged Business Enterprise) goal is established, contractors are encouraged to obtain DBE participation. The contract will use task assignments to distribute specific project work, with pricing to be determined on a per-task basis. Potential subrecipients include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, nonprofits, local governments, and transit authorities, with a focus on serving rural and small urban areas of Arizona.
