| ServicesaMaterials: The State’s EMS and Trauma System is a combination of public, private, and tribal organizations to benefit EMS Patients. The Arizona Prehospital Information and EMS Registry System (AZ-PIERS) allows agencies to securely submit electronic Patient Care Reports (eCPR) and other electronic records. ImageTrend Inc. will provide assistance and direction to enhance the ADHS’ ability to maintain conformance with all statutory requirements related to the EMS. The materials include software, data storage, webinar training, and support for these materials. The services they provide are Custom Development, Training, Consultation, Collaboration, and Hosting. |
| Justification: [Compliance with A.R.S. § 41‐2533, 41‐2534, 41‐2538, or 41‐2578 is unnecessary] |
| DetailsOFProcurementNeed: ADHS Bureau of Emergency Medical Services (EMS) and Trauma System (BEMSTS) is responsible for protecting and promoting the health and safety of residents and visitors to Arizona. ADHS coordinates this process by establishing and administering a statewide system of EMS and trauma care. The collection of EMS and trauma data through its registries allows for the functions of this responsibility (Arizona Revised Statutes § 36-2208). The ADHS will be creating a new Contract to replace Contract No: ADHS16-114329 EMS Arizona Pre-Hospital Information and EMS Registry System, with the Contractor ImageTrend Inc. ImageTrend Inc. will provide software and assistance to help the ADHS maintain conformance with statutory requirements related to the EMS. All services rendered are to be in compliance with the established medical professional guidelines and procedures that are responsive to fulfilling the obligations of the ADHS. Failure to approve this CI will have the following substantial impacts on ADHS, the Bureau System Providers, collaborating health and safety agencies, and university programs relying on AZ-PIERS, Health Connect, and AHCCCS: |
1. ADHS would need to pay for a new license and a new ePCR system.
2. ADHS would experience system continuity issues and related adjustment expenses between the old and the new ePCR system.
3. EMS crews would not have real-time patient health information available to them to aid in diagnosis treatment, impacting patient care, and possible survival until a new system is solicited and installed.
4. To replace the existing system with a new system would be cost prohibitive and time consuming.
The previous Contract, ADHS16-114329, had a total annual cost of $80,250.00 per year. The new Contract would have a new annual cost being quoted as having a Not to Exceed amount to be $154,980.00 per year and not to exceed $806,522.14 for a fully functional statewide EMS enterprise. Considering the cost to re-solicit for this service, and the gap in services it would create in absence of this Contract, it would be in the best interest of the State to approve this Competition Impracticable Determination. ImageTrend Inc. has the experience and resources to provide the ADHS with the services and materials necessary to coordinate the process successfully.
| ProcurementProcess: Due to the nature of the eCPR system and the work required to maintain the system, the State determined it would be disadvantageous to re-solicit these services. The original request for this new Contract was categorized as a Competition Impractical Contract because to acquire a brand new license and new eCPR system would be expensive, it would take a large amount of time to train end users, and there would be a significant gap in services while the State would conduct a solicitation. For an eCPR system solicitation of this scale, it would take months to develop, conduct, and award a new Contractor. Without this eCPR system, the BEMSTS would be out of compliance. The current pricing offered by ImageTrend Inc. is approved by BEMSTS and aligns with their projected funding for the next five years for this eCPR system. | |
