About this file
This Addendum No. 1 is issued by the West Virginia Department of Administration Purchasing Division on behalf of the West Virginia Schools for the Deaf and the Blind (WVSDB) for a centralized request for quote (CRFQ) solicitation numbered DBS2700000002. The solicitation seeks bids for a one-time purchase of two (2) utility task vehicles (UTVs) with specified technical requirements. The solicitation closed on August 27, 2026, at 1:30 p.m. EST, with vendor questions due by August 13, 2026, at 2:00 p.m. EST. The vehicles will be shipped to and invoiced to the School for the Deaf & Blind located at 301 East Main Street, Romney, West Virginia. Bids should be submitted to the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, West Virginia 25305.
This addendum addresses four vendor questions regarding engine type, transmission specifications, braking systems, and block heater requirements. The purchasing division approved a gasoline-powered engine variant as acceptable in lieu of the original diesel specification, approved four-wheel hydraulic disc brakes as an acceptable alternative to front/rear wet disc brakes, and rejected a continuously variable transmission (CVT) as unacceptable compared to the specified variable hydrostatic transmission. The division maintained the block heater requirement for year-round service regardless of engine type selected. All vendors must acknowledge receipt of this addendum by completing the included Addendum Acknowledgment Form and submitting it with their bid; failure to acknowledge addenda may result in bid disqualification. The point of contact for buyer inquiries is James W. Atkins at (304) 558-0094 or james.w.atkins@wv.gov.

Vendor Questions
CRFQ DBS27*02
Q1. Section 3.1.2 Engine: Request to Allow Gasoline-Powered Engine Variant
• Current Spec: Minimum 3 Cycle, 68 cu in, +24 Gross Eng HP. Exclude any DEF or DPF engines.
• Requested Amendment: Update to allow commercial-grade Gasoline engines.
• Justification: To comply with EPA Tier 4 emission standards without complex, high-maintenance DPF/DEF systems, major manufacturers limit diesel outputs to 22–24 HP.
Allowing an Electronic Fuel Injection (EFI) gasoline engine removes all DPF/DEF concerns while vastly exceeding the minimum power requirements (yielding 50+ HP) for superior torque and reliability.
A: Gasoline powered engine variant is acceptable.
Q2. Section 3.1.3 Transmission: Request to Allow Continuously Variable Transmission (CVT)
· Current Spec: Minimum - VHT-X Variable Hydro Transmission: Low, High, Reverse.
· Requested Amendment: Update to allow a "Heavy-Duty, Enclosed Continuously Variable Transmission (CVT) with High, Low, Park, and Reverse."
· Justification: Hydrostatic (VHT-X) is a proprietary design used primarily by the baseline model.
Other leading utility vehicle manufacturers utilize heavy-duty CVTs with fully enclosed clutch systems. These systems offer equivalent Low/High torque ranges, excellent engine braking, automatic smooth shifting, and are standard in commercial crossover UTVs.
A: CVT would Not be considered an equal to the variable hydro transmission. We will Not accept a
CVT.
Q3. Section 3.1.6 Key Features: Request to Allow Four-Wheel Hydraulic Disc Brakes
· Current Spec: brakes – front/rear wet disc
· Requested Amendment: Update to read "brakes – front/rear wet disc OR four-wheel hydraulic disc brakes."
· Justification: While the baseline model relies on internal wet disc brakes, other industry-leading commercial UTV lines feature robust four-wheel automotive-style hydraulic disc brakes with twin-piston front calipers. Combined with electronic or mechanical engine braking, hydraulic disc brakes provide equivalent or superior stopping power, precise operator control under heavy loads, and excellent heat dissipation.
A: Four-Wheel disc brakes are acceptable
Q4. Section 3.1.13 Block Heater: Request Conditional Waiver for Gasoline Engines
· Current Spec: Block Heater: to provide for cold weather starting
· Requested Amendment: Revise to state "Block Heater: Required for diesel variants only;
waived if a gasoline engine is proposed."
· Justification: Block heaters are a critical mechanical necessity for diesel engines to prevent fuel gelling and assist with high-compression cold cranking in winter. Modern commercial-grade gasoline engines use Electronic Fuel Injection (EFI) and light-viscosity oils, ensuring immediate, reliable sub-zero starting without the need for an external electrical plug-in block heater.
Amending these requirements will not reduce the utility, safety, or stopping capability of the vehicle.
Instead, it will allow major commercial lines like John Deere to bid fully compliant, premium factory-cab units equipped with your exact requirements for HVAC, independent adjustable suspension, hydraulic cargo dumps, and full safety guards.
A: Block heater should still be provided as units will serve in year round service regardless of the weather conditions as the UTVs are necessary for operations
