About this file
This document is Attachment C for a Request for Proposal (RFP) for a Magnetic Tape Library issued by Fermi Forward Discovery Group, LLC (FFDG). The solicitation seeks a firm-fixed-price subcontract for an enterprise-class storage library with a minimum 225 PB capacity, with preference for solutions using Linear Tape-Open (LTO) technology or high-density enterprise tapes. Proposals will be evaluated using a best value source selection tradeoff method, with technical factors significantly more important than cost, and rated on a color-coded scoring matrix ranging from Outstanding (10 points) to Unacceptable (0 points).
Key proposal requirements include submitting separate technical and cost proposals by April 28, 2025, with potential presentations for up to three vendors between May 12-23. The contract anticipates a July 28, 2025 implementation start date, with options for additional tape drives and maintenance periods. FFDG will conduct a financial capability assessment as a go/no-go factor and will evaluate proposals based on solution capability, compliance with requirements, supplier capability, and past performance. The solicitation encourages multiple proposal submissions if vendors can offer alternative solutions with better cost-to-capacity ratios.

Proposal Instructions and Evaluation Criteria
Magnetic Tape Library
March 05, 2025
PROPOSAL INSTRUCTIONS
Fermi Forward Discovery Group, LLC (FFDG) seeks to award a Firm-Fixed-Price subcontract for a Magnetic Tape Library and welcomes a diverse range of proposals. Vendors are encouraged to submit one primary proposal that best aligns with FFDG’s requirements.
However, multiple proposals may be submitted if an alternative solution offers a better balance between cost and capacity. For example, if one proposal meets only the minimum required capacity of 225 PB, an additional proposal that maximizes the full hardware storage capacity would be encouraged.
Currently, FFDG operates tape drives connected directly to servers via Fibre Channel (FC).
However, proposals utilizing Ethernet or SAS connectivity are also of interest. FFDG's primary tape solution is based on Linear Tape-Open (LTO) technology, with LTO-9 being the most recent generation in use. Additionally, FFDG is open to proposals incorporating high-density enterprise tapes.
Each proposal must include a complete and separate set of documents corresponding to the attachments in this RFP (Attachments A, B, C, D, and E). The information provided in the Proposal Package will serve as the basis for FFDG's evaluation of each vendor’s qualifications and proposed solution.
To ensure full consideration, offerors are required to:
• Carefully review and adhere to these instructions.
• Submit a complete Proposal Package in accordance with the specified format and instructions.
• Address all criteria in Parts I and II.
• Provide contact details for the company’s designated lead/point of contact.
PROPOSAL PACKAGE FORMAT
The offeror’s Proposal Package shall be in two (2) parts:
1. Part I – Technical Proposal
2. Part II – Cost Proposal
The Technical Proposal and Cost Proposal must be separate documents. Each document must be complete so that the evaluation of one proposal may be accomplished independently of and concurrent with the other. Unnecessarily elaborate brochures, artwork, and expensive visual and other presentation aids beyond those enough to present a complete and effective proposal are not desired and may be construed as an indication of the offeror’s lack of cost consciousness. Proposals should be prepared with maximum economy, consistent with this procurement, to ensure that the resources of the offeror and FFDG evaluators are used efficiently.
EVALUATION CRITERIA
BASIS FOR SUBCONTRACT AWARD
FFDG will conduct a best value source selection using the Tradeoff method. Award will be made to the offeror whose proposal:
• Conforms to the solicitation requirements; and
• Represents the best overall value to FFDG, considering both cost and technical factors.
This is a best value source selection. Award shall be made to the subcontractor whose proposal conforms to the solicitation’s requirements and who is judged to represent the best value for FFDG. FFDG will use the Tradeoff source selection method. The best value is represented by the most advantageous offer, cost, and other factors considered by FFDG. FFDG may make an award based on a proposal that may not necessarily be the proposal offering the lowest cost or receiving the highest technical rating. Prospective offerors are advised that a proposal meeting the solicitation requirements with the lowest evaluated cost may not be selected if an award to a higher evaluated cost proposal is determined to be most advantageous for FFDG. FFDG will not, however, make an award to a higher cost proposal that provides only marginal additional technical value. As technical scores become closer, then cost becomes more important.
FFDG may also choose to award without discussions with offerors.
PART I – TECHNICAL PROPOSAL
Each Technical Proposal must address the following:
1. Solution Overview A high-level summary of the proposed solution.
2. Required Solution Components A detailed list and description of all solution components.
3. Functional and Technical Requirements A formal response to each requirement and desirable feature listed in Attachment B – Requirements. Each requirement must include a written response or a reference to supporting technical documentation.
4. Vendor Response Template A formal response to all questions and tables in Attachment D – Vendor Response Template.
5. Implementation and Support Activities A detailed description of the activities required to configure, install, and support a fully compliant solution.
6. Project Schedule A timeline for completing the activities outlined above (5).
To simplify the review process and reduce redundancy, offerors must follow the format provided. Cost details must not appear in the Technical Proposal. The Technical Proposal should focus on a specific, detailed approach tailored to this effort, rather than generic marketing content.
FFDG will evaluate and rate Technical Proposals based on the following factors, listed in order of importance:
1. Factor 1 - Solution Capability Demonstrated ability to meet the functional and technical requirements.
2. Factor 2 - Compliance with Requirements The extent to which the solution satisfies all stated requirements.
3. Factor 3 - Supplier Capability o 3.1 Management Approach o 3.2 Technical Approach
4. Factor 4 - Past Performance and Experience o 4.1 Relevance of Past Performance
