About this file

This document is a Chief Procurement Office Notice (Notice 2024.011) issued by Ellen H. Daley from the General Services department of the State of Illinois, specifically the Chief Procurement Office located in Springfield. The notice is addressed to Agency Procurement Staff, Central Management Services Bureau of Strategic Sourcing, State Purchasing Officers, and copied to Procurement Compliance Monitors, Procurement Policy Board, and Commission on Equity and Inclusion.

The notice amends a previous procurement directive (CPO Notice 2024.01) by increasing the threshold for master contract orders from $10,000 to $20,000, with an exception for equipment and commodities. It provides blanket approval for orders against master contracts and instructs agencies to reference either CPO Notice 2024.01 or 2024.11 in the Attachments tab of their Requisition (REQ) when placing qualifying orders. Agencies using BidBuy are now authorized to be final approvers of Requisitions for master contract orders exceeding $20,000, with specific provisions for equipment and commodity procurement. The notice is effective immediately and provides contact information for the Chief Procurement Office at (217) 558-2231 for any questions.
