About this file
This is a Price Schedule Exhibit B for Connecticut Department of Administrative Services Contract #26PSX0039, governing pricing terms for Media Marketing and Communication Services provided to State agencies on an as-needed basis through Statements of Work. The contract establishes four primary compensation mechanisms: labor rates on an hourly basis for personnel performing services; a percentage-based Media Services Fee applied to Actual Net Cost Media Placement Costs; Media Placement Costs billed at Actual Net Cost without markup or surcharge; and pre-approved Pass-Through Costs for third-party software, platform fees, hosting services, and technology tools. All pricing remains firm and fixed during the contract term, with no additional fees, markups, surcharges, administrative charges, or management fees permitted beyond those specified.
The contractor is prohibited from reclassifying personnel to circumvent labor categories, applying fees to pass-through costs, or structuring services to avoid Media Services Fee application. All costs must be separately itemized, supported by verifiable documentation, and traceable to originating vendors or sources. The contractor must pass through 100 percent of all third-party rebates, discounts, credits, incentives, and value-added benefits associated with Media Placement Costs at Actual Net Cost. Non-reimbursable costs include travel, lodging, meals, retainers, overhead, administrative expenses, ordinary business operating costs, and any fees not expressly authorized under the contract. The contractor must maintain comprehensive records and provide supporting documentation sufficient to permit review, reconciliation, verification, and audit by the Client Agency and the State of Connecticut.

1. Incorporation of Pricing Upon award, the Contractor’s pricing submitted through the CTSource eProcurement platform in the Bid Price Submission Form shall be incorporated into Exhibit B.
2. Price Adjustments All pricing shall remain firm and fixed during the Contract Term.
3. Labor Rates Labor Rates represent fully loaded hourly rates for personnel performing Services and Deliverables compensated on an hourly basis under the Contract and do not apply to Media Services compensated through the Media Services Fee.
Labor Rates include all costs associated with performing the Services and Deliverables under the Contract, including overhead, administration, supervision, internal technology, indirect costs, and profit.
No additional labor-related fees, markups, surcharges, administrative charges, management fees or similar charges shall apply.
The Contractor shall not classify, reclassify, substitute, or assign personnel in a manner that increases costs to the Client Agency or circumvents the labor category(ies), pricing structure, or compensation requirements established under the Contract.
4. Media Services Fee The Media Services Fee shall be the percentage-based fee set forth in Exhibit B and applied solely to Actual Net Cost Media Placement Costs.
The Media Services Fee constitutes the Contractor’s sole compensation for Media Services described in Exhibit A and includes all costs associated with performing such Services. No additional fees, markups, surcharges, labor charges, or other compensation shall be applied to Media Services or Actual Net Cost Media Placement Costs.
The Contractor shall not apply the Media Services Fee to Pass-Through Costs or structure, classify, allocate, bundle, or otherwise perform Services in a manner that avoids or circumvents application of the Media Services Fee.
5. Media Placement Costs Media Placement Costs shall be billed at Actual Net Cost without markup, surcharge, administrative fee, handling fee, service fee, profit, or additional compensation of any kind.
Actual Net Cost means the final net amount paid or payable to the originating media vendor after deduction of all discounts, rebates, credits, incentives, free media, value-added benefits, cash discounts, barter arrangements, and other consideration received or receivable by the Contractor or any Contractor Party in connection with the media placement.
The Contractor shall:
a) Maintain records sufficient to substantiate Actual Net Cost and compliance with Exhibit B;
b) Provide supporting documentation upon request sufficient to permit review, reconciliation, verification, and audit by the Client Agency; and
c) Pass through to the Client Agency one hundred percent (100%) of all rebates, discounts, credits, incentives, free media, value-added benefits, and other considerations associated with Media Placement Costs or Pass-Through Costs.
All Media Placement Costs shall be separately itemized and supported by documentation sufficient to verify Actual Net Cost and compliance with the Contract.
