About this file

This is a Contract Exhibit A – Description of Deliverables document for Connecticut Contract #26PSX0039, a statewide multiple award contract administered by the Connecticut Department of Administrative Services (DAS) for Media Marketing and Communication Services. The contract establishes an as-needed framework through which state agencies may obtain services including media planning and buying, creative services, digital marketing, public relations, public outreach, market research, multimedia production, and related communications services. Services are delivered through Statements of Work (SOWs) and Purchase Orders issued by client agencies as operational needs and funding availability permit. The contract does not guarantee minimum work volume or compensation. Contractors may provide one or more of nine service categories: Account Management & Project Management Services; Media Planning, Buying, Placement, and Fulfillment Services; Creative, Branding, and Content Development Services; Digital Marketing and Communication Services; Public Relations & Communications Services; Market Research & Analytics Services; Event Planning, Public Outreach and Engagement Services, and Multicultural Communications Services; Multimedia and Production Services; and Integrated Marketing Services. For services exceeding $5,000, client agencies should obtain three competitive quotes from awarded contractors where practicable.

Pricing is established through Exhibit B and structured according to four labor rate tiers: Tier 1 (Executive/Strategy), Tier 2 (Management/Professional), Tier 3 (Technical/Creative), and Tier 4 (Junior/Support). Software subscriptions, platform fees, and technology tools are treated as Pass-Through Costs and must be itemized and approved in applicable SOWs. Contractor personnel assignments are based on actual services performed, responsibility level, and work complexity rather than internal job titles. All services must comply with applicable state and federal requirements, including 2 CFR Part 200 when federal funds are utilized. Contractors must maintain supporting documentation for all invoiced amounts, provide reports and analytics upon request, grant client agencies access to state-funded accounts and digital assets, and cooperate with transition and account transfer activities. The contract requires contractors to participate in project meetings at no additional cost and to respond to quote requests within client-designated timeframes. Work shall not proceed outside approved SOWs, and material changes require written SOW amendments approved by the client agency.
